【摘要】：黨的十八大報(bào)告強(qiáng)調(diào),解決好農(nóng)業(yè)、農(nóng)村、農(nóng)民問題是全黨工作重中之重,城鄉(xiāng)發(fā)展一體化是解決“三農(nóng)”問題的重要途徑;需要通過深入推進(jìn)新農(nóng)村建設(shè),全面改善農(nóng)村生產(chǎn)、生活條件,促進(jìn)城市與鄉(xiāng)村有機(jī)結(jié)合、和諧發(fā)展。安徽是一個(gè)傳統(tǒng)的農(nóng)業(yè)大省,建設(shè)新農(nóng)村,推動(dòng)城鄉(xiāng)一體化尤為重要。城郊地區(qū)作為城市中心區(qū)與農(nóng)村廣大地區(qū)之間的緩沖地帶,在新農(nóng)村建設(shè)的具體實(shí)踐中具有特殊的地緣特性。在社會(huì)主義城鎮(zhèn)化新農(nóng)村建設(shè)的背景下,城郊新農(nóng)村建設(shè)已成為解決“三農(nóng)”問題、實(shí)現(xiàn)城鄉(xiāng)協(xié)調(diào)發(fā)展,城鄉(xiāng)一體化的一個(gè)重要課題。有效的進(jìn)行城郊新農(nóng)村建設(shè),有利于維護(hù)中心城市社會(huì)穩(wěn)定,有利于優(yōu)化中心城市經(jīng)濟(jì)結(jié)構(gòu),有利于城市可持續(xù)發(fā)展。合肥市包河區(qū)作為都市近郊地區(qū),在新農(nóng)村建設(shè)實(shí)踐中,以城鄉(xiāng)共生為思想基礎(chǔ)、城鄉(xiāng)共建為具體舉措、城鄉(xiāng)共融為理性預(yù)期,堅(jiān)持城鄉(xiāng)統(tǒng)籌發(fā)展理念,提出以政府為主導(dǎo),通過大力發(fā)展生態(tài)都市農(nóng)業(yè)融合帶動(dòng)其他產(chǎn)業(yè)發(fā)展的建設(shè)路徑。包河區(qū)圍繞中心城市需求、借力中心城市資源、優(yōu)化資源配置,促進(jìn)了城市與鄉(xiāng)村有機(jī)結(jié)合,優(yōu)勢(shì)互補(bǔ)、良性互動(dòng),較好的實(shí)現(xiàn)了城鄉(xiāng)協(xié)調(diào)發(fā)展。本文根據(jù)合肥市包河區(qū)具體的建設(shè)實(shí)踐,探討包河區(qū)城郊型美好鄉(xiāng)村建設(shè)的實(shí)施路徑、建設(shè)策略、建設(shè)中表現(xiàn)的問題及其優(yōu)化調(diào)控,為安徽城郊地區(qū)美好鄉(xiāng)村建設(shè)的選擇提供一定的借鑒作用。
[Abstract]:The report of the 18 National Congress of the CPC stressed that it is the top priority of the whole party's work to solve the problems of agriculture, rural areas and farmers, and that the integration of urban and rural development is an important way to solve the "three rural" problems; it is necessary to further promote the construction of new rural areas. Improve rural production and living conditions in an all-round way, promote the organic integration of cities and villages, and develop harmoniously. Anhui is a large traditional agricultural province, building a new rural area, It is particularly important to promote urban-rural integration. As a buffer between urban centres and rural areas, In the concrete practice of the new rural construction, it has special geographical characteristics. Under the background of the new socialist urbanization rural construction, the new rural construction in the suburbs has become a solution to the "three rural" problem, realizing the coordinated development of urban and rural areas. An important subject of urban-rural integration. Effective construction of a new rural suburb is conducive to maintaining social stability in central cities and optimizing the economic structure of central cities. Baohe District of Hefei City, as an urban suburb area, in the practice of new rural construction, based on urban and rural symbiosis as the ideological basis, urban and rural co-construction as a concrete measure, the integration of urban and rural areas as rational expectations, Adhere to the concept of urban and rural development as a whole, put forward the construction path of promoting the development of other industries through the development of eco-urban agricultural integration, taking the government as the leading factor, the Baohe district should focus on the demand of the central city, make use of the resources of the central city, and optimize the allocation of the resources. It promotes the organic combination of city and village, complementary advantages, benign interaction, and better realize the coordinated development of urban and rural areas. According to the concrete construction practice of Baohe District of Hefei City, this paper probes into the implementation path of suburban beautiful rural construction in Baohe District. The construction strategy, the problems in the construction and its optimization and regulation provide some reference for the choice of the better rural construction in the suburbs of Anhui province.
