【摘要】：根據(jù)財(cái)政支持新型城鎮(zhèn)化建設(shè)績(jī)效評(píng)價(jià)的特性,運(yùn)用面板數(shù)據(jù)計(jì)量分析方法考察財(cái)政支持新型城鎮(zhèn)化建設(shè)的長(zhǎng)期績(jī)效;利用DEA方法從投入—產(chǎn)出視角分析財(cái)政支持新型城鎮(zhèn)化建設(shè)的短期績(jī)效,建立長(zhǎng)、短期相結(jié)合的績(jī)效評(píng)價(jià)模型。在此基礎(chǔ)上,以山東省為例,利用2007~2012相關(guān)數(shù)據(jù)進(jìn)行實(shí)證分析,驗(yàn)證了評(píng)價(jià)模型的可行性,并得出以下結(jié)論:(1)從長(zhǎng)期視角來(lái)看,山東省財(cái)政支持對(duì)城鎮(zhèn)化質(zhì)量具有顯著的正向影響。(2)從短期視角來(lái)看,山東省財(cái)政支持新型城鎮(zhèn)化建設(shè)績(jī)效水平和財(cái)政管理水平較低,且地區(qū)差異明顯,財(cái)政資金普遍存在著較為明顯的投入冗余。引導(dǎo)績(jī)效水平和財(cái)政管理水平較低的設(shè)區(qū)市,充分借鑒先進(jìn)地區(qū)的經(jīng)驗(yàn),根據(jù)各領(lǐng)域財(cái)政資金投入冗余度,減少或增加財(cái)政資金在各領(lǐng)域的投入數(shù)量等措施,對(duì)于提升山東省財(cái)政支持新型城鎮(zhèn)化建設(shè)的績(jī)效水平是較為可行的政策安排。
[Abstract]:According to the characteristics of performance evaluation of financial support for new urbanization construction, panel data econometric analysis method is used to investigate the long-term performance of financial support new urbanization construction;This paper analyzes the short-term performance of financial support for the construction of new urbanization from the perspective of input-output by using DEA method, and establishes a performance evaluation model combining long and short term.On this basis, taking Shandong Province as an example, using the relevant data of 2007 / 2012 for empirical analysis, the feasibility of the evaluation model is verified, and the following conclusions are drawn: 1) from a long-term perspective,The financial support of Shandong Province has a significant positive impact on the quality of urbanization. (2) from the short-term perspective, the performance level and financial management level of financial support for new urbanization construction in Shandong Province are lower, and the regional differences are obvious.Financial funds generally have obvious input redundancy.To guide regional cities with low performance and financial management level, to draw full lessons from the experience of advanced regions, and to reduce or increase the amount of financial funds invested in various fields according to the redundancy of financial investment in various fields, etc.It is a feasible policy arrangement to improve the performance level of financial support for new urbanization construction in Shandong Province.
