【摘要】：最低工資制度就是政府以立法的形式規(guī)定企業(yè)和雇主在勞動(dòng)者依法提供正常勞動(dòng)之后必須向其支付的最低工資報(bào)酬。最低工資標(biāo)準(zhǔn)自出現(xiàn)以來(lái)就引起了相當(dāng)廣泛的爭(zhēng)論。無(wú)論是國(guó)內(nèi)還是國(guó)外,對(duì)于最低工資標(biāo)準(zhǔn),相當(dāng)多的經(jīng)濟(jì)學(xué)家和研究學(xué)者都進(jìn)行了實(shí)政和理論論證。文章以最低工資標(biāo)準(zhǔn)在國(guó)際上的實(shí)施現(xiàn)狀、背景等基本概述作為切入點(diǎn),分析了我國(guó)實(shí)行最低工資標(biāo)準(zhǔn)的歷史和現(xiàn)狀、影響因素等,全面呈現(xiàn)了最低工資標(biāo)準(zhǔn)在我國(guó)的發(fā)展和不足。 本文第一部分闡釋了文章選題的背景和研究意義以及國(guó)內(nèi)外主要相關(guān)理論的研究,歸納了本文研究的重點(diǎn)、難點(diǎn)和創(chuàng)新之處。第二部分論述了實(shí)行最低工資標(biāo)準(zhǔn)的必要性,包括制度淵源、理論基礎(chǔ)、意義以及我國(guó)實(shí)行最低工資標(biāo)準(zhǔn)的背景和政策的演進(jìn)。第三部分介紹了國(guó)外實(shí)行最低工資標(biāo)準(zhǔn)的成功經(jīng)驗(yàn)及啟示,主要介紹了美國(guó)、英國(guó)、日本和韓國(guó)實(shí)行最低工資標(biāo)準(zhǔn)的情況及對(duì)我國(guó)的啟示。第四部分對(duì)影響我國(guó)最低工資標(biāo)準(zhǔn)的因素進(jìn)行了理論和實(shí)證的分析,主要運(yùn)用的實(shí)證分析方法是格蘭杰因果檢驗(yàn)。第五部分對(duì)我國(guó)實(shí)行最低工資標(biāo)準(zhǔn)的效果進(jìn)行分析,運(yùn)用31個(gè)省份(直轄市)的11年面板數(shù)據(jù)進(jìn)行分析,歸納我國(guó)實(shí)行最低工資標(biāo)準(zhǔn)的特點(diǎn)和問(wèn)題,并針對(duì)上述問(wèn)題提出了政策建議。
[Abstract]:The minimum wage system is the minimum wage that the government must pay to the workers after they provide normal labor according to the law in the form of legislation. The minimum wage has aroused considerable controversy since its inception. Both at home and abroad, many economists and researchers have carried out real and theoretical argumentation on the minimum wage. This paper analyzes the history and present situation of the minimum wage standard in China, the influencing factors and so on, based on the basic overview of the implementation status and background of the minimum wage standard in the world. It presents the development and shortage of minimum wage in our country. The first part of this paper explains the background and significance of the selected topic, as well as the main domestic and foreign related theories, summarizes the focus, difficulties and innovations of this study. The second part discusses the necessity of implementing the minimum wage standard, including the origin of the system, the theoretical basis, the significance, the background of the implementation of the minimum wage standard and the evolution of the policy. The third part introduces the successful experience and enlightenment of implementing the minimum wage standard in foreign countries, mainly introduces the situation of the implementation of minimum wage standard in the United States, Britain, Japan and South Korea and its enlightenment to our country. The fourth part makes theoretical and empirical analysis on the factors affecting the minimum wage standard in China. The main empirical analysis method is Granger causality test. The fifth part analyzes the effect of implementing the minimum wage standard in our country, using the 11 years panel data of 31 provinces (municipalities directly under the Central Government) to sum up the characteristics and problems of the implementation of the minimum wage standard in China. Some policy suggestions are put forward in view of the above problems.
