【摘要】：東北國(guó)有林區(qū)維系著東北地區(qū)的生態(tài)平衡,同時(shí)為我國(guó)的林業(yè)經(jīng)濟(jì)發(fā)展提供森林資源的支持,在我國(guó)林業(yè)生態(tài)和經(jīng)濟(jì)建設(shè)中有著重要的地位和作用。隨著林業(yè)產(chǎn)業(yè)發(fā)展,森林資源的需求量與日俱增。但由于東北國(guó)有林林業(yè)產(chǎn)業(yè)發(fā)展方式不合理,林業(yè)產(chǎn)業(yè)結(jié)構(gòu)較為單一導(dǎo)致林業(yè)資源的利用效率較低,傳統(tǒng)的林業(yè)經(jīng)濟(jì)生產(chǎn)模式使得林業(yè)資源大量消耗,森林資源保護(hù)與利用之間的矛盾逐漸突出。而發(fā)展林業(yè)循環(huán)經(jīng)濟(jì)是轉(zhuǎn)變林業(yè)經(jīng)濟(jì)發(fā)展方式和實(shí)現(xiàn)林業(yè)經(jīng)濟(jì)可持續(xù)發(fā)展的有效途徑。為了促進(jìn)東北國(guó)有林區(qū)林業(yè)循環(huán)經(jīng)濟(jì)模式構(gòu)建,轉(zhuǎn)變林業(yè)經(jīng)濟(jì)傳統(tǒng)增長(zhǎng)模式,提高森林資源的利用率,緩解資源利用與保護(hù)之間的矛盾,研究林業(yè)循環(huán)經(jīng)濟(jì)模式的構(gòu)建對(duì)于東北國(guó)有林區(qū)林業(yè)經(jīng)濟(jì)的可持續(xù)健康發(fā)展有著重要意義。 隨著我國(guó)循環(huán)經(jīng)濟(jì)政策的不斷實(shí)施,東北國(guó)有林區(qū)也在加大林業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展力度。但東北國(guó)有林區(qū)的林業(yè)循環(huán)經(jīng)濟(jì)發(fā)展還處于初級(jí)階段,還未形成完整的循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)鏈條,東北國(guó)有林區(qū)雖然擁有豐富的森林資源,依托著振興東北老工業(yè)基地以及天保工程等政策扶持,但林業(yè)循環(huán)經(jīng)濟(jì)總體發(fā)展緩慢,還沒(méi)有形成完整的林業(yè)循環(huán)經(jīng)濟(jì)的產(chǎn)業(yè)鏈條,現(xiàn)有的循環(huán)經(jīng)濟(jì)模式僅僅是雛形,并未規(guī)范化并得到廣泛的推廣,并且林業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展還面臨了資金、技術(shù)、人才的缺乏,受到社會(huì)化服務(wù)體系不健全和傳統(tǒng)觀念的阻礙。如何利用東北國(guó)有林區(qū)的優(yōu)勢(shì),克服不利因素的制約,構(gòu)建適合東北國(guó)有發(fā)展的林業(yè)循環(huán)經(jīng)濟(jì)模式,是當(dāng)前急需要研究的問(wèn)題。 本研究根據(jù)現(xiàn)有的國(guó)內(nèi)外林業(yè)循環(huán)經(jīng)濟(jì)研究文獻(xiàn),基于循環(huán)經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論、區(qū)域經(jīng)濟(jì)理論和系統(tǒng)工程理論,分析了東北國(guó)有林區(qū)林業(yè)循環(huán)經(jīng)濟(jì)模式發(fā)展現(xiàn)狀；在此基礎(chǔ)上,本研究為了充分利用東北國(guó)有林區(qū)發(fā)展循環(huán)經(jīng)濟(jì)的優(yōu)勢(shì)條件,減少循環(huán)經(jīng)濟(jì)發(fā)展的阻礙,運(yùn)用DEA效率評(píng)價(jià)方法和Version2.1軟件,評(píng)價(jià)了東北國(guó)有林業(yè)循環(huán)經(jīng)濟(jì)的模式運(yùn)行效率；效率評(píng)價(jià)的結(jié)果表明,東北國(guó)有林區(qū)林業(yè)循環(huán)經(jīng)濟(jì)模式運(yùn)行,存在總體運(yùn)行效率不高,投入冗余且產(chǎn)出不足,地區(qū)之間發(fā)展不均衡等問(wèn)題。為了因地制宜制定適合各地區(qū)發(fā)展的循環(huán)經(jīng)濟(jì)運(yùn)行模式,本研究運(yùn)用系統(tǒng)聚類的方法對(duì)效率評(píng)價(jià)的結(jié)果進(jìn)行聚類分析,并根據(jù)聚類分析結(jié)果進(jìn)行區(qū)域劃分,針對(duì)各區(qū)域的基本狀況有針對(duì)性的構(gòu)建適合的林業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式,并提出了林業(yè)循環(huán)經(jīng)濟(jì)模式推廣路徑。最后本研究構(gòu)建了循環(huán)經(jīng)濟(jì)運(yùn)行模式的支撐體系,以保障循環(huán)經(jīng)濟(jì)模式的順利運(yùn)行。東北國(guó)有林區(qū)通過(guò)構(gòu)建適宜的林業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式和配套的支撐體系,可以促進(jìn)林業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展,緩解森林資源的利用和保護(hù)之間矛盾,推進(jìn)林業(yè)經(jīng)濟(jì)向現(xiàn)代林業(yè)邁進(jìn)。
[Abstract]:The Northeast State-owned forest area maintains the ecological balance of the northeast area, and provides the support of the forest resources for the forestry economic development of our country. It has an important position and function in the forestry ecology and economic construction in our country. With the development of forestry industry, the demand for forest resources is increasing with the day, but the development mode of the forestry industry in the northeast of China is due to the development of the forestry industry in the northeast. Unreasonable forestry industry structure is relatively simple, which leads to the low utilization efficiency of forestry resources. The traditional forestry economic production mode makes the forestry resources consumed, the contradiction between the forest resources protection and utilization is gradually prominent. And the development of forestry circular economy is the transformation of forestry economic development mode and the sustainable development of forestry economy. Effective way. In order to promote the construction of forestry circular economy model in the Northeast State-owned Forest Area, change the traditional growth mode of forestry economy, improve the utilization rate of forest resources, alleviate the contradiction between the utilization and protection of resources, it is important to study the construction of the forestry circular economy model for the sustainable and healthy development of forestry economy in the Northeast State-owned forest area. With the continuous implementation of China's circular economy policy, the Northeast State-owned forest area is also increasing the development of the forestry circular economy. However, the development of the forestry circular economy in the Northeast State-owned forest area is still in the primary stage, and has not yet formed a complete industrial chain of circular economy. Although the Northeast State-owned forest area has rich forest resources, it relies on the revitalization of the northeast. The old industrial base and the natural insurance project are supported by other policies, but the overall development of the forestry circular economy is slow, and there is not a complete industrial chain of forestry circular economy. The existing circular economy model is just a prototype, not standardized and widely popularized, and the development of the forestry circular economy is still faced with funds, technology and talents. The lack of social service system and the hindrance of traditional ideas. How to use the advantages of the Northeast State-owned Forest Area and overcome the restriction of unfavorable factors and build a forestry circular economy model suitable for the development of the Northeast State-owned forestry is the urgent need to study.
Based on the existing literature on the domestic and foreign forestry circular economy research, based on the theory of circular economy, the theory of sustainable development, the theory of regional economy and the theory of system engineering, the present situation of the development of the forestry circular economy model in the Northeast State-owned forest area is analyzed. On this basis, this study is to make full use of the circular economy in the Northeast State-owned forest areas. In order to reduce the hindrance of the development of circular economy, DEA efficiency evaluation method and Version2.1 software were used to evaluate the mode operation efficiency of the Northeast State-owned forestry circular economy. The results of efficiency evaluation showed that the operation of the forestry circular economy mode in the Northeast State-owned forest area was not high in the general operation efficiency, and in the area of redundant input and output. In order to develop the circulation economy model suitable for regional development in order to adapt to local conditions, this study uses the method of systematic clustering to cluster analysis on the results of efficiency evaluation, and divides the region according to the results of cluster analysis, and aims at constructing suitable forestry according to the basic conditions of each region. In the end, the supporting system of circular economy mode is constructed to guarantee the smooth operation of the circular economy mode. The Northeast State-owned forest area can promote the forestry circulation through the construction of appropriate forestry circular economy development model and supporting supporting system. The development of economy alleviated the contradiction between the utilization and protection of forest resources, and pushed forward the forestry economy to modern forestry.
