【摘要】：城鎮(zhèn)化是黨的十八大報告中的新舉措之一，并且在報告的不同位置中提到了七次，由此可見城鎮(zhèn)化在中國經(jīng)濟社會進程中日趨走向成熟。城鎮(zhèn)化已被定為目前中國在全面建設(shè)小康社會的目標，是擴大內(nèi)需地潛力所在，實現(xiàn)新型城鎮(zhèn)化成為一個趨勢，發(fā)展新型城鎮(zhèn)化是縮小目前中國城鄉(xiāng)之間差距地重要措施之一。推進城鎮(zhèn)化要科學(xué)定位，制定出科學(xué)的規(guī)劃，突出以人為本、科學(xué)決策，，重點抓好體制和機制地創(chuàng)新改革。正是在這種情況發(fā)展背景下,國內(nèi)外的學(xué)者,展開了對我國城鎮(zhèn)化問題全方位的研究,取的了很豐碩的成果。但也發(fā)現(xiàn)了他們研究重點還是局限在中國沿海發(fā)達省份的城鎮(zhèn)化,研究的內(nèi)容含有城鎮(zhèn)化動力機制、城鎮(zhèn)化演變規(guī)律,對我國中西部欠發(fā)達地區(qū)的城鎮(zhèn)化研究，尤其是對具有特色的新型城鎮(zhèn)化道路研究比較欠缺。 基于此本文選取特例為黑龍江省牡丹江地區(qū)的穆棱市和東寧縣綏陽鎮(zhèn)，以當(dāng)?shù)匾虻刂埔恕⒁騽堇麑?dǎo)有地方特色的，經(jīng)濟增長方式為新型城鎮(zhèn)化路徑為研究對象,本文立足實際，考慮空間、地域、交通、環(huán)境、人文等方面，主要以破除城鄉(xiāng)二元制體系、提高農(nóng)民收入，保障農(nóng)民最大權(quán)益，最終達到城鄉(xiāng)一體化為破解點，全力構(gòu)建以工促農(nóng)、以城帶鄉(xiāng)、互相共贏的長效機制。舉例在重點領(lǐng)域和區(qū)域的改革發(fā)展方面取的顯著成效,初步探索出了做活生產(chǎn)要素，轉(zhuǎn)變農(nóng)村和農(nóng)民生產(chǎn)生活方式，推進牡丹江地區(qū)的城鄉(xiāng)規(guī)劃一體化、公共服務(wù)均衡化、經(jīng)濟社會權(quán)利平等化，保障服務(wù)體系完善化，走出一條符合自身發(fā)展的特色城鎮(zhèn)化道路，走出一條屬于自己的統(tǒng)籌城鄉(xiāng)發(fā)展下的特色新型城鎮(zhèn)化模式。本文采用系統(tǒng)研究分析法、比較研究分析法、動態(tài)研究分析法為手段，通過查閱文獻資料，收集工作報告等資料，充分利用身處基層的有利條件，與當(dāng)?shù)卣�府、涉農(nóng)部門的官員進行不同范圍、不同層面的座談訪問，與當(dāng)?shù)鼗鶎痈刹亢腿罕娺M行座談了解，確保了解和掌握全面、真實的情況。 總之,牡丹江特色城鎮(zhèn)化問題研究,體現(xiàn)了人本化、多元化、集約化和低碳化,強調(diào)了協(xié)調(diào)性,多樣性,融合性,文化性，實現(xiàn)人與社會,人與自然的和諧發(fā)展。
[Abstract]:Urbanization is one of the new measures in the report of the 18th National Congress of the Communist Party of China, and has been mentioned seven times in different positions of the report. It can be seen that urbanization is becoming more and more mature in the process of China's economic and social development. Urbanization has been regarded as the goal of building a well-off society in an all-round way in China at present. It is a trend to expand the potential of domestic demand and realize a new type of urbanization. The development of new urbanization is one of the important measures to narrow the gap between urban and rural areas in China. In order to promote urbanization, it is necessary to make a scientific plan, give prominence to people-oriented, make scientific decisions, and focus on the innovation and reform of system and mechanism. It is against this background that scholars at home and abroad have carried out a comprehensive study of urbanization in China, and obtained fruitful results. However, they also found that their research focus is still confined to urbanization in the developed coastal provinces of China. The contents of the study include the dynamic mechanism of urbanization, the law of urbanization evolution, and the study of urbanization in the underdeveloped areas of central and western China. In particular, the research on the new urbanization road with special characteristics is relatively lacking. Based on this, the special cases of this paper are selected as Suiyang Town of Mulan City and Dongning County in Mudanjiang region of Heilongjiang Province. The mode of economic growth is a new way of urbanization. Based on reality, this paper considers space, region, transportation, environment, humanities and so on, mainly to break down the dual system of urban and rural areas, to improve farmers' income, and to ensure their greatest rights and interests. Finally, the integration of urban and rural areas as the crack point, the construction of industry to promote agriculture, urban and rural areas, win-win long-term mechanism. Citing the remarkable achievements in the reform and development of the key areas and regions, the paper has preliminarily explored the factors of production, the transformation of rural and peasant production and life styles, the promotion of urban and rural planning integration and the equalization of public services in the Mudanjiang region. The economic and social rights are equal, the service system is perfect, a characteristic urbanization road is in line with its own development, and a new characteristic urbanization mode belongs to its own under the overall development of urban and rural areas. This paper adopts systematic research analysis method, comparative research analysis method, dynamic research analysis method as the means, through consulting the literature, collecting the work report and other data, making full use of the favorable conditions at the grass-roots level, and with the local government. The officials of the agricultural departments carry out discussions and visits in different scope and at different levels, discuss and understand with the local grassroots cadres and the masses to ensure that they understand and master the comprehensive and true situation. In short, the study on urbanization with Mudanjiang characteristics, It embodies humanism, diversification, intensification and low carbonization, emphasizes coordination, diversity, fusion, culture, and realizes the harmonious development of man and society, man and nature.
