摘要：

特大型城市中心城區(qū)是城市經(jīng)濟(jì)活動(dòng)最活躍的區(qū)域，人口和建筑密度大。近年來(lái)，隨著我國(guó)城市化和機(jī)動(dòng)化的進(jìn)程，其中心城區(qū)的車(chē)流量急劇增加，原有的道路設(shè)施已經(jīng)不堪重負(fù)，交通擁堵的狀況越來(lái)越嚴(yán)重。本文在總結(jié)了日本東京、英國(guó)倫敦、法國(guó)巴黎治理城市交通擁堵的經(jīng)驗(yàn)的基礎(chǔ)上，，以我國(guó)特大型城市中心城區(qū)的交通擁堵為研究對(duì)象，對(duì)緩解我國(guó)特大型城市中心城區(qū)交通擁堵提出了對(duì)應(yīng)的公共政策建議。

Abstract： 

The central area of mega-cities has the most vigorous economic activities, the largest population and the highest density of buildings. As urbanization and motorization pro- ceeds, traffic streams in the central area rises rapidly, resulting in overloaded transportation fa- cilities and serious traffic jams. Based on the experience of Tokyo, London and Paris, the paper proposes policy suggestions for alleviating traffic congestions in Chinese mega-cities.
