松花江國(guó)家森林公園生態(tài)旅游規(guī)劃研究

【摘要】：近年來(lái),經(jīng)濟(jì)的迅速發(fā)展使得生活水平日益提高,人民從傳統(tǒng)的溫飽型消費(fèi)模式正轉(zhuǎn)向全面發(fā)展自己的小康型消費(fèi)模式。而生產(chǎn)效率的提高也使得勞動(dòng)者“閑”時(shí)大大增加,這也使得大眾的生活需要開始由物質(zhì)生活轉(zhuǎn)向文化、精神生活的需求,森林公園的出現(xiàn)正是與這種需求相契合。同時(shí),工業(yè)化、城市化進(jìn)程的加快也給人們帶來(lái)快節(jié)奏生活的疲憊,這也讓人們不再滿足于物質(zhì)生活的享受,而去回歸自然、追求健康和諧的人地關(guān)系。部分森林旅游地在短期利益的誘惑下,在開發(fā)和管理中回避了環(huán)境容量、資源環(huán)境承載力及保護(hù)環(huán)境和物種多樣性等問(wèn)題,在規(guī)劃上缺少對(duì)可持續(xù)性、保護(hù)森林環(huán)境的投資成本等問(wèn)題的考慮。森林旅游開發(fā)產(chǎn)品存在單一化和趨同性,沒(méi)有對(duì)消費(fèi)市場(chǎng)的客觀容量及發(fā)展周期和空間進(jìn)行充分合理的評(píng)估,在副產(chǎn)品的開發(fā)和環(huán)境配套設(shè)施的建設(shè)上都缺乏合理認(rèn)識(shí)和準(zhǔn)備。 本文以松花江森林公園為研究對(duì)象,在調(diào)查研究和全面的科學(xué)論證的基礎(chǔ)上,力求使森林公園從資源利用型向資源保護(hù)驅(qū)動(dòng)型轉(zhuǎn)變,充分認(rèn)識(shí)并注重森林旅游地的生態(tài)功能和社會(huì)功能,為森林旅游資源的健康穩(wěn)定發(fā)展提供平臺(tái)；目標(biāo)著眼于森林旅游區(qū)發(fā)展定位、功能定位、形象定位,建立和完善森林旅游資源良性開發(fā)、動(dòng)植物保護(hù)、企業(yè)經(jīng)營(yíng)等相關(guān)的法律泛、規(guī)和規(guī)章制度,約束游客、經(jīng)營(yíng)者、開發(fā)者行為,明確權(quán)利和義務(wù),促進(jìn)黑龍江松花江森林公園的健康、有序、永續(xù)的發(fā)展。
[Abstract]:In recent years, with the rapid development of economy, the living standard is improving day by day, and the people are changing from the traditional consumption mode of food and clothing to the overall development of their own consumption mode. And the improvement of production efficiency also makes workers "leisure" greatly increase, which also makes the life of the masses begin to change from the material life to the cultural, spiritual life needs, the forest park is in line with this demand. At the same time, the acceleration of industrialization and urbanization also brings the fatigue of fast-paced life, which makes people no longer satisfied with the enjoyment of material life, but to return to nature and pursue a healthy and harmonious human-land relationship. Under the temptation of short-term benefits, some forest tourist destinations avoid the problems of environmental capacity, environmental carrying capacity of resources and protection of environmental and species diversity in the development and management, and lack of sustainability in planning. The consideration of the investment cost of protecting the forest environment. The forest tourism development products are single and convergent, the objective capacity, development cycle and space of the consumption market are not fully and reasonably evaluated, and there is a lack of reasonable understanding and preparation in the development of by-products and the construction of environmental supporting facilities. Taking Songhua River Forest Park as the research object, on the basis of investigation and comprehensive scientific argumentation, this paper tries to change the forest park from the resource utilization type to the resource conservation drive type. Fully understand and pay attention to the ecological and social functions of forest tourism sites, and provide a platform for the healthy and stable development of forest tourism resources. To establish and improve the relevant laws, regulations, rules and regulations on the sound development of forest tourism resources, the protection of animals and plants, and the management of enterprises, to restrict the behavior of tourists, operators and developers, and to clarify their rights and obligations, Promote the healthy, orderly and sustainable development of Heilongjiang Songhua River Forest Park.
