【摘要】：隨著信息時代的到來,信息技術(shù)發(fā)展迅猛發(fā)展,在各行各業(yè)中得到廣泛和深入的應(yīng)用,極大的提高了企業(yè)的現(xiàn)代化管理水平。黨的十八大以來,國家對信息化發(fā)展高度重視并作出戰(zhàn)略部署,相關(guān)部委出臺了不同層面的行業(yè)信息化發(fā)展規(guī)劃,為糧食行業(yè)信息化發(fā)展提供了強(qiáng)有力的政策保障。國家糧食局對糧食行業(yè)信息化建設(shè)提出了具體的指導(dǎo)意見,提出了新形勢下保障國家糧食安全要應(yīng)用信息化手段提升糧食流通管理水平和效能,要把推進(jìn)糧食行業(yè)信息化作為發(fā)展現(xiàn)代糧食流通產(chǎn)業(yè)的戰(zhàn)略任務(wù)。廈門市糧食購銷公司作為一家地方國有糧食倉儲企業(yè),在信息化建設(shè)方面卻相當(dāng)滯后,其當(dāng)前的信息化建設(shè)水平和新形勢儲備糧管理職能需求已經(jīng)產(chǎn)生較大的差距。公司如何利用十八大以來信息化發(fā)展的重要戰(zhàn)略機(jī)遇期,在新形勢下大力推進(jìn)信息化建設(shè)既是契機(jī),也是勢在必行。為此,本文通過對廈門市糧食購銷公司的經(jīng)營管理及信息化建設(shè)現(xiàn)狀和存在的問題進(jìn)行分析診斷,從信息化視角下重新審視公司現(xiàn)有的業(yè)務(wù)流程和組織結(jié)構(gòu)存在的弊端,將信息化及業(yè)務(wù)流程、組織結(jié)構(gòu)等主要影響因素進(jìn)行整合研究,以信息化和流程再造的關(guān)系理論研究為指導(dǎo),對公司信息化建設(shè)進(jìn)行具體規(guī)劃,并在信息化視角下對公司業(yè)務(wù)流程、組織結(jié)構(gòu)的重組優(yōu)化提出設(shè)計思路,最后為保障信息化的有效實(shí)施進(jìn)行了策略上的分析,以確保公司的信息化建設(shè)能真正達(dá)到預(yù)期目的。
[Abstract]:With the arrival of the information age, the rapid development of information technology has been widely and deeply applied in various industries, which has greatly improved the modern management level of enterprises. Since the 18 National Congress of the Communist Party of China, The state attaches great importance to and makes strategic plans for the development of informatization, and relevant ministries and departments have issued plans for the development of industry informatization at different levels. It provides a strong policy guarantee for the informatization development of the grain industry. The State Grain Bureau has put forward specific guidance for the informatization construction of the grain industry. It is pointed out that in the new situation, in order to ensure national food security, we should use information technology to improve the level and efficiency of grain circulation management. It is necessary to make promoting the informatization of the grain industry a strategic task in developing the modern grain circulation industry. As a local state-owned grain warehousing enterprise, Xiamen Grain purchase and Marketing Company is lagging behind in information construction. The current level of information construction and the demand for grain reserve management functions in the new situation have already created a big gap. How does the company take advantage of the important strategic opportunity period of information development since the 18 National Congress? Under the new situation, it is both an opportunity and an imperative to vigorously promote the information construction. Therefore, this paper analyzes and diagnoses the present situation and problems of the food purchasing and marketing company in Xiamen. From the perspective of information technology, this paper reexamines the shortcomings of the existing business processes and organizational structures of the company, and studies the main influencing factors, such as informatization, business processes, organizational structure, etc. Under the guidance of the research on the relationship theory between informatization and process reengineering, this paper makes a concrete plan for the information construction of the company, and puts forward the design ideas for the reorganization and optimization of the business process and organizational structure of the company from the perspective of information technology. Finally, the paper analyzes the strategies to ensure the effective implementation of information technology to ensure that the information construction of the company can really achieve the desired purpose.
