【摘要】：農(nóng)村集體經(jīng)濟(jì)是農(nóng)村經(jīng)濟(jì)的重要組成部分，在我國(guó)國(guó)民經(jīng)濟(jì)中處于基礎(chǔ)性地位。發(fā)展農(nóng)村集體經(jīng)濟(jì)，不斷增強(qiáng)集體經(jīng)濟(jì)實(shí)力，既是全面深化農(nóng)村改革，全面推進(jìn)農(nóng)村小康建設(shè)，實(shí)現(xiàn)共同富裕的重要經(jīng)濟(jì)發(fā)展任務(wù)，也是增強(qiáng)農(nóng)村黨組織的執(zhí)政能力，鞏固黨在農(nóng)村執(zhí)政基礎(chǔ)的重大政治問(wèn)題。 東營(yíng)市是一座新興資源型城市，農(nóng)業(yè)在全市經(jīng)濟(jì)社會(huì)發(fā)展中居于重要基礎(chǔ)地位。東營(yíng)市是黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)和山東半島藍(lán)色經(jīng)濟(jì)區(qū)兩大國(guó)家戰(zhàn)略實(shí)施的重要陣地，具有優(yōu)越的區(qū)位優(yōu)勢(shì)，突出的政策優(yōu)勢(shì)，豐富的自然資源，在發(fā)展農(nóng)業(yè)方面具有重要優(yōu)勢(shì)。近年來(lái)，東營(yíng)市委、市政府高度重視“三農(nóng)”工作，有力促進(jìn)了農(nóng)村經(jīng)濟(jì)社會(huì)全面發(fā)展，在農(nóng)村集體經(jīng)濟(jì)發(fā)展方面也取得了長(zhǎng)足進(jìn)步。特別是2012年以來(lái)，東營(yíng)市將發(fā)展農(nóng)村集體經(jīng)濟(jì)工作列入了基層組織建設(shè)重要內(nèi)容，充分發(fā)揮政府主導(dǎo)作用，探索了一些特色做法，取得了初步成效。但是，東營(yíng)市在農(nóng)村集體經(jīng)濟(jì)發(fā)展工作方面也面臨諸多問(wèn)題。如何總結(jié)梳理取得的成功經(jīng)驗(yàn)，解決存在的突出矛盾，推動(dòng)全市農(nóng)村集體經(jīng)濟(jì)更好更快發(fā)展是東營(yíng)市面臨的重要現(xiàn)實(shí)問(wèn)題。 本文首先介紹了農(nóng)村集體經(jīng)濟(jì)的基本概念、我國(guó)農(nóng)村集體經(jīng)濟(jì)發(fā)展的基本歷程和發(fā)展農(nóng)村集體經(jīng)濟(jì)的主要理論依據(jù)。在此基礎(chǔ)上，，本文運(yùn)用定量分析和定性分析相結(jié)合的方法，對(duì)東營(yíng)市農(nóng)村集體經(jīng)濟(jì)的發(fā)展概況進(jìn)行了分析，系統(tǒng)總結(jié)梳理了東營(yíng)市發(fā)展農(nóng)村集體經(jīng)濟(jì)的主要做法，客觀評(píng)價(jià)了東營(yíng)市做法的借鑒意義；同時(shí)，對(duì)東營(yíng)市農(nóng)村集體經(jīng)濟(jì)發(fā)展存在的問(wèn)題及原因進(jìn)行了深入剖析。最后，本文立足東營(yíng)實(shí)際，提出了關(guān)于推動(dòng)農(nóng)村集體經(jīng)濟(jì)發(fā)展的對(duì)策建議。
[Abstract]:The rural collective economy is an important part of the rural economy and is in a basic position in our national economy. To develop the rural collective economy and constantly strengthen the collective economic strength is not only to deepen the rural reform in an all-round way, but also to promote the construction of a well-off rural society in an all-round way. The important economic development task of realizing common prosperity is also an important political problem to strengthen the ruling ability of rural party organizations and consolidate the Party's ruling foundation in rural areas. Dongying City is a new resource city, and agriculture plays an important role in the economic and social development of the city. Dongying City is an important position in the strategic implementation of the high-efficiency ecological economic zone of the Yellow River Delta and the blue economic zone of Shandong Peninsula. In recent years, the Dongying Municipal Party Committee and the municipal government have attached great importance to the work of "agriculture, rural areas and farmers". It has been able to promote the overall development of rural economy and society, and has also made great progress in the development of rural collective economy. In particular, since 2012, Dongying has included the development of rural collective economy as an important part of the building of grass-roots organizations. Giving full play to the leading role of the government, exploring some characteristic practices and making initial achievements. However, Dongying also faces many problems in the development of rural collective economy. It is an important practical problem for Dongying City to solve the outstanding contradictions and promote the better and faster development of the rural collective economy in Dongying City. This paper first introduces the basic concept of rural collective economy, the basic course of the development of rural collective economy in China and the main theoretical basis for the development of rural collective economy. In this paper, the general situation of the development of rural collective economy in Dongying is analyzed by combining quantitative analysis with qualitative analysis, and the main methods of developing rural collective economy in Dongying are summarized systematically. At the same time, the problems and causes of the development of the rural collective economy in Dongying city are deeply analyzed. Finally, based on the actual situation of Dongying city, the paper makes a thorough analysis of the problems and causes of the development of the rural collective economy in Dongying City. The countermeasures and suggestions for promoting the development of rural collective economy are put forward.
