【摘要】：貧困是我國全面建成小康社會的最大"短板",精準扶貧戰(zhàn)略則為打贏扶貧脫貧的攻堅戰(zhàn)提供了宏觀指引。社會組織參與扶貧是精準扶貧戰(zhàn)略有效落地的關鍵支撐,也是政府和市場在扶貧減貧中治理失靈的重要彌補。然而,目前社會組織在參與精準扶貧的過程中卻依然存在著各種阻滯因素和現(xiàn)實困境,為此如何在科學厘定社會組織貧困治理角色定位和職能邊界的基礎上,尋找與精準扶貧要求的契合點,則是社會組織能否真正成為扶貧減貧核心主體的重中之重。
[Abstract]:Poverty is the biggest "short board" for our country to build a well-off society in an all-round way, and the strategy of precision poverty alleviation provides a macro guide for winning the battle against poverty and eradicating poverty. The participation of social organizations in poverty alleviation is the key support for the effective landing of precision poverty alleviation strategies. It is also an important remedy for government and market governance failures in poverty alleviation. However, at present, there are still various obstacles and practical difficulties for social organizations to participate in the process of precision poverty reduction. Therefore, on the basis of scientifically determining the role and function boundary of poverty management in social organizations, it is the most important for social organizations to truly become the core subject of poverty reduction.
