【摘要】：農(nóng)產(chǎn)品價(jià)格支持政策改革是我國(guó)在新時(shí)期、新的農(nóng)業(yè)發(fā)展形勢(shì)下的重要改革措施之一,也是農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的重要內(nèi)容。2016年我國(guó)在東北三省和內(nèi)蒙古地區(qū)實(shí)施了玉米的生產(chǎn)者補(bǔ)貼政策以替代原來(lái)的臨時(shí)收儲(chǔ)政策。在大量實(shí)地調(diào)查和數(shù)據(jù)分析的基礎(chǔ)上,文章研究了玉米生產(chǎn)者補(bǔ)貼政策的實(shí)施情況、效果以及存在的問(wèn)題,并提出了相關(guān)政策建議。研究表明,生產(chǎn)者補(bǔ)貼政策完善了玉米市場(chǎng)定價(jià)機(jī)制,使玉米價(jià)格回歸到合理的市場(chǎng)價(jià)格,緩解了玉米產(chǎn)業(yè)下游加工和飼料企業(yè)壓力,但也存在補(bǔ)貼不足以彌補(bǔ)農(nóng)戶(hù)損失、區(qū)域間分配不平衡、"鐮刀彎"地區(qū)政策目標(biāo)沖突、農(nóng)民賣(mài)糧難以及政策執(zhí)行成本較高且容易引發(fā)糾紛等亟需解決的突出問(wèn)題�；�于此,文章提出要堅(jiān)持市場(chǎng)化改革方向,減少政府干預(yù),轉(zhuǎn)變補(bǔ)貼方式和發(fā)展方式,提升我國(guó)農(nóng)產(chǎn)品競(jìng)爭(zhēng)力的政策建議。
[Abstract]:The reform of agricultural product price support policy is one of the important reform measures under the new situation of agricultural development in China in the new period. It is also an important part of the structural reform on the supply side of agriculture. In 2016, China implemented a corn producer subsidy policy in the three northeastern provinces and Inner Mongolia to replace the original temporary reserve policy. On the basis of a large number of field surveys and data analysis, This paper studies the implementation, effect and existing problems of corn producer subsidy policy, and puts forward some relevant policy suggestions. The research shows that producer subsidy policy has improved the pricing mechanism of corn market. The return of corn price to a reasonable market price alleviates the pressure on the downstream processing and feed enterprises of the corn industry, but there are also subsidies that are not sufficient to compensate for the losses of farmers, imbalance in regional distribution, and conflict of policy objectives in the "sickle bend" region. It is difficult for farmers to sell grain and it is easy to cause disputes and so on. Based on this, the paper puts forward that we should stick to the direction of market-oriented reform, reduce government intervention, and change the way of subsidy and development.
