【摘要】：新世紀(jì)以來(lái),解決“三農(nóng)”問(wèn)題一直成為黨和政府工作的重中之中,三農(nóng)問(wèn)題的核心是農(nóng)民收入問(wèn)題。財(cái)政支農(nóng)是國(guó)家用來(lái)促進(jìn)農(nóng)業(yè)發(fā)展、增加農(nóng)民收入的一種重要手段。近些年來(lái),國(guó)家惠農(nóng)政策不斷出臺(tái)和強(qiáng)化,財(cái)政支農(nóng)力度不斷增加。然而,財(cái)政支農(nóng)資金存在著資金投入分散、資金使用效率不高等問(wèn)題,財(cái)政支農(nóng)資金對(duì)農(nóng)民增收的績(jī)效如何?如何優(yōu)化財(cái)政支農(nóng)結(jié)構(gòu),以提高農(nóng)民收入水平,改善其生活條件?這是值得一項(xiàng)值得持續(xù)研究的課題。本碩士論文以“財(cái)政支農(nóng)資金對(duì)農(nóng)民收入的影響”作為研究課題,以浙江省特別是溫州市為例,研究財(cái)政支出與農(nóng)民收入之間的關(guān)系,輔之以具體的案例分析,重點(diǎn)關(guān)注財(cái)政支農(nóng)對(duì)于改善了農(nóng)民生活條件的情況。首先,通過(guò)搜集數(shù)據(jù),分析了浙江省財(cái)政支農(nóng)資金投入與農(nóng)民收入的關(guān)系,回歸的結(jié)果顯示財(cái)政支農(nóng)資金確實(shí)對(duì)于提高農(nóng)民收入有很大的作用。然后,通過(guò)對(duì)于浙江省泰順縣進(jìn)行具體的案例分析,總結(jié)泰順縣2016年在財(cái)政支農(nóng)的主要舉措及其成效:(1)發(fā)展現(xiàn)代生態(tài)農(nóng)業(yè),在產(chǎn)業(yè)發(fā)展中實(shí)現(xiàn)農(nóng)戶增收;(2)做好精準(zhǔn)扶貧工作,“三嚴(yán)三實(shí)”消除貧困。根據(jù)本文的數(shù)據(jù)和案例分析,我國(guó)仍然需要繼續(xù)加大財(cái)政支農(nóng)資金的投入,但是必須與之同時(shí)加強(qiáng)財(cái)政支農(nóng)資金管理。本文提出以下幾點(diǎn)建議:(1)細(xì)化資金績(jī)效目標(biāo),強(qiáng)化財(cái)政支農(nóng)資金項(xiàng)目監(jiān)管;(2)明確績(jī)效考核結(jié)果,構(gòu)建績(jī)效獎(jiǎng)懲體系;(3)強(qiáng)化依法行政監(jiān)督,切實(shí)維護(hù)農(nóng)民群眾的切身利益;(4)合理搭配財(cái)政支農(nóng)資金和社會(huì)資金。
[Abstract]:Since the new century, solving the problem of "agriculture, countryside and farmers" has been the focus of the Party and the government, the core of which is the problem of farmers' income. Financial support for agriculture is an important means used by the state to promote agricultural development and increase farmers' income. In recent years, the national agricultural policy has been introduced and strengthened, and the financial support for agriculture has been increasing. However, there are some problems such as the dispersion of fund input and the low efficiency of fund utilization. What is the performance of financial support fund to increase farmers' income? How to optimize the structure of financial support for agriculture in order to improve the income level of farmers and improve their living conditions? This is a subject worthy of continuous study. This thesis takes "the influence of Financial support for Agriculture funds on Farmers' income" as a research topic, taking Zhejiang Province, especially Wenzhou City as an example, to study the relationship between financial expenditure and farmers' income, supplemented by a specific case study. Focus on financial support for agriculture to improve the living conditions of farmers. First of all, through collecting data, this paper analyzes the relationship between the financial investment of supporting agriculture and the income of farmers in Zhejiang Province. The result of regression shows that the financial funds of supporting agriculture do play a great role in raising the income of farmers. Then, through a specific case study of Taishun County in Zhejiang Province, this paper summarizes the main measures and results of Taishun County in fiscal support to agriculture in 2016 and its effectiveness: 1) developing modern ecological agriculture, and realizing farmers' income increase in industrial development. (2) We will do a good job in helping the poor with precision. "three strict and three solid" to eradicate poverty. According to the data and case analysis of this paper, our country still needs to continue to increase the investment of financial support for agriculture, but we must strengthen the management of financial support for agriculture at the same time. This paper puts forward the following suggestions: 1) to refine the fund performance target, to strengthen the supervision of the financial support fund project and 2) to make clear the results of the performance appraisal, to construct the performance reward and punishment system and to strengthen the administrative supervision according to law. To protect the vital interests of farmers. 4) reasonably match the financial support funds and social funds.
