【摘要】：宅基地資源特性決定宅基地配置的利益維度,產(chǎn)權(quán)、管制和市場工具決定宅基地利益的實(shí)現(xiàn)維度,宅基地利益關(guān)系取決于資源特性和配置工具的結(jié)合方式;農(nóng)民集中居住、宅基地置換和"地票"交易作為宅基地使用權(quán)配置改革的不同制度安排代表,體現(xiàn)了不同資源特性和配置工具下的宅基地利益形成邏輯及利益格局,但這些探索只注重單一利益目標(biāo)的實(shí)現(xiàn)。宅基地使用權(quán)配置應(yīng)圍繞宅基地資源特性和配置工具進(jìn)行利益調(diào)整,全面認(rèn)識宅基地資源特性,科學(xué)選擇產(chǎn)權(quán)、管制和市場工具,增加配置工具與利益目標(biāo)的耦合以及不同利益的競合程度,重塑合理有序的利益格局。
[Abstract]:The characteristics of homestead resources determine the benefit dimension of homestead allocation, property rights, regulation and market tools determine the realization dimension of homestead interests. The relationship of homestead interests depends on the combination of resource characteristics and allocation tools. As the representatives of different institutional arrangements for the reform of the allocation of the right to use homestead, the exchange of homestead and the transaction of "land ticket" embody the formation logic and benefit pattern of homestead interests under different resource characteristics and allocation tools. But these explorations only focus on the realization of a single interest goal. The allocation of the right to use the homestead should focus on the characteristics of the homestead resources and the allocation tools to adjust the interests, fully understand the characteristics of the homestead resources, scientifically choose the property rights, control and market tools. Increasing the coupling of allocation tools and interest objectives and the competing degree of different interests, reconstructing a reasonable and orderly interest pattern.
