【摘要】：經(jīng)濟(jì)發(fā)達(dá)地區(qū)鄉(xiāng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與工業(yè)用地利用效率提升對(duì)推進(jìn)我國(guó)新型城鎮(zhèn)化有著較強(qiáng)的現(xiàn)實(shí)意義。在經(jīng)歷了快速擴(kuò)張、無(wú)序蔓延后,蘇南鄉(xiāng)村工業(yè)用地發(fā)展逐漸走向集約。現(xiàn)階段,受“三集中”、“三優(yōu)三�！钡韧恋丶�約政策影響,蘇南鄉(xiāng)村工業(yè)用地逐步收縮。然而鄉(xiāng)村工業(yè)企業(yè)“退出難”、較低的土地使用效率以及用地調(diào)整優(yōu)化緩慢等制約了蘇南鄉(xiāng)村經(jīng)濟(jì)的持續(xù)健康發(fā)展。在土地資源約束日益緊張情況下,鄉(xiāng)村工業(yè)用地如何合理有效收縮攸關(guān)蘇南鄉(xiāng)村產(chǎn)業(yè)活力的提升與人居環(huán)境的改善。因此,本文著力對(duì)蘇南鄉(xiāng)村工業(yè)用地精明收縮策略進(jìn)行了研究。首先,本文對(duì)鄉(xiāng)村工業(yè)用地、精明收縮等相關(guān)概念進(jìn)行了解析,梳理國(guó)內(nèi)外有關(guān)鄉(xiāng)村工業(yè)用地發(fā)展的理論研究與實(shí)踐,分析精明收縮、產(chǎn)業(yè)融合等相關(guān)理論,并將其作為研究的基本理論視角。其次,歸納出推動(dòng)蘇南鄉(xiāng)村工業(yè)用地發(fā)展演化的影響因素,并借助影響因素分析了蘇南鄉(xiāng)村工業(yè)用地的演化歷程。結(jié)合現(xiàn)有政策導(dǎo)向總結(jié)了蘇南鄉(xiāng)村工業(yè)用地收縮化發(fā)展趨勢(shì),在對(duì)蘇州市吳江區(qū)7個(gè)案例村的實(shí)地調(diào)研以及查閱文獻(xiàn)獲取無(wú)錫市三個(gè)鎮(zhèn)的農(nóng)村工業(yè)用地現(xiàn)狀資料的基礎(chǔ)上,剖析了蘇南鄉(xiāng)村工業(yè)用地存在主要問(wèn)題。針對(duì)這些問(wèn)題,本文借鑒國(guó)外精明收縮理論,引入產(chǎn)業(yè)融合思想,建構(gòu)適用于蘇南鄉(xiāng)村工業(yè)用地的精明收縮理念,提出加快鄉(xiāng)村工業(yè)用地收縮進(jìn)程的對(duì)策與建議,包括工業(yè)企業(yè)的騰退、產(chǎn)業(yè)轉(zhuǎn)型、用地模式的轉(zhuǎn)變以及工業(yè)用地調(diào)整優(yōu)化等主要內(nèi)容,并輔以蘇州市楊文頭村工業(yè)用地精明收縮作為實(shí)證研究,以此為蘇南鄉(xiāng)村工業(yè)用地收縮與調(diào)整優(yōu)化提供一種新的思路,也為其他地區(qū)鄉(xiāng)村產(chǎn)業(yè)轉(zhuǎn)型與用地結(jié)構(gòu)優(yōu)化提供理論基礎(chǔ)與政策依據(jù)。
[Abstract]:The adjustment of rural industrial structure and the improvement of industrial land use efficiency in economically developed areas have a strong practical significance to promote the new urbanization in China. After rapid expansion and disorderly spread, the development of rural industrial land in southern Jiangsu gradually became intensive. At present, affected by the land intensive policies such as "three concentration", "three excellent and three guarantees", the rural industrial land in southern Jiangsu gradually shrinks. However, it is difficult for rural industrial enterprises to withdraw, low land use efficiency and slow adjustment and optimization of land use restrict the sustainable and healthy development of rural economy in southern Jiangsu. Under the condition of increasingly tight land resource restraint, how to reduce the rural industrial land reasonably and effectively is related to the improvement of rural industry vitality and the improvement of human settlement environment in southern Jiangsu. Therefore, this paper focuses on the shrewd contraction strategy of rural industrial land in southern Jiangsu. First of all, this paper analyzes the related concepts of rural industrial land, shrewd contraction and so on, combs the theoretical research and practice of rural industrial land development at home and abroad, and analyzes the relevant theories such as shrewd contraction, industrial convergence and so on. And regard it as the basic theory angle of study. Secondly, the influencing factors to promote the development and evolution of rural industrial land in southern Jiangsu are summarized, and the evolution process of rural industrial land in southern Jiangsu is analyzed with the help of influencing factors. Combined with the existing policy orientation, the paper summarizes the development trend of rural industrial land shrinkage in southern Jiangsu, and on the basis of field investigation of 7 case villages in Wu Jiang district of Suzhou City and consulting literature to obtain the current situation of rural industrial land use in three towns of Wuxi City. The main problems of rural industrial land in southern Jiangsu are analyzed. Aiming at these problems, this paper draws lessons from the foreign shrewd contraction theory, introduces the idea of industrial convergence, constructs the shrewd contraction idea suitable for the rural industrial land in southern Jiangsu, and puts forward the countermeasures and suggestions to accelerate the contraction process of rural industrial land. Including the industrial enterprise retreat, industrial transformation, land use model transformation and industrial land adjustment and optimization, and supplemented by Suzhou Yangwentou village industrial land shrewd contraction as an empirical study. This provides a new way of thinking for the contraction and adjustment of rural industrial land in southern Jiangsu, and also provides the theoretical basis and policy basis for the transformation of rural industry and the optimization of land use structure in other areas.
