【摘要】：正2016年12月召開的中央經(jīng)濟(jì)工作會議指出,要深入推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,把增加綠色優(yōu)質(zhì)農(nóng)產(chǎn)品供給放在突出位置,積極穩(wěn)妥改革糧食等重要農(nóng)產(chǎn)品價格形成機制和收儲制度。細(xì)化和落實承包土地"三權(quán)分置"辦法,培育新型農(nóng)業(yè)經(jīng)營主體和服務(wù)主體。要嚴(yán)守耕地紅線,推動藏糧于地、藏糧于技戰(zhàn)略加快落地,保護(hù)和提高糧食綜合生產(chǎn)能力。作為國家農(nóng)業(yè)政策性銀行,農(nóng)發(fā)行應(yīng)從功能定位、制度建設(shè)、辦貸流程、風(fēng)控體系、服務(wù)措施、配套政策等方面進(jìn)
[Abstract]:The Central Economic work Conference, which was held in December 2016, pointed out that it is necessary to deepen the structural reform on the supply side of agriculture and put increasing the supply of green and high-quality agricultural products in a prominent position. We will actively and steadily reform the mechanism for the formation of prices and the system for collecting and storing grain and other important agricultural products. Refine and implement the "three rights division" method of contracted land, cultivate new agricultural management subject and service main body. It is necessary to strictly observe the red line of cultivated land, promote grain storage in the land, speed up the landing of grain storage strategy, and protect and improve the comprehensive grain production capacity. As the national agricultural policy bank, the Agricultural Development Bank should advance from the aspects of function orientation, system construction, loan process, wind control system, service measures, supporting policies, etc.
