【摘要】：扶貧攻堅是實現(xiàn)2020年全面建成小康社會目標(biāo)必須要打的硬戰(zhàn),國家將精準(zhǔn)扶貧確立為新時期的扶貧戰(zhàn)略,并在全國建立了精準(zhǔn)扶貧的工作機(jī)制,在全國掀起了精準(zhǔn)扶貧的熱潮。在各地的精準(zhǔn)扶貧實踐中,鄉(xiāng)村旅游扶貧成了精準(zhǔn)扶貧的一種重要手段,在推動貧困村經(jīng)濟(jì)發(fā)展,帶動貧困戶脫貧致富方面起到了非常積極的作用,國家旅游局等多部委也在全國開展鄉(xiāng)村旅游富民工程,力求用鄉(xiāng)村旅游“朝陽產(chǎn)業(yè)”的優(yōu)勢“造富”一方百姓。重慶市結(jié)合當(dāng)?shù)貙嶋H,探索出了一條在高山貧困村發(fā)展“納涼村”的鄉(xiāng)村旅游扶貧模式,扶貧效果顯著,對全國精準(zhǔn)扶貧的開展具有一定的借鑒意義。本文選取重慶“納涼村”作為研究對象,主要內(nèi)容及結(jié)論如下：首先,運(yùn)用聚落地理、鄉(xiāng)村聚落等理論,通過歸納演繹、文獻(xiàn)研究等方法對重慶“納涼村”的產(chǎn)生和發(fā)展過程進(jìn)行了研究,發(fā)現(xiàn)重慶“納涼村”聚落的產(chǎn)生和發(fā)展是重慶“大城市”特有的避暑需求,與重慶“大農(nóng)村”豐富的避暑納涼資源共同作用的結(jié)果,其具有扶貧性、旅游性和鄉(xiāng)村性三大特點；其次,在分析重慶“納涼村”聚落的空間分布的基礎(chǔ)上,研究了重慶“納涼村”對鄉(xiāng)村聚落的影響,經(jīng)研究發(fā)現(xiàn)重慶“納涼村”聚落的分布與大多數(shù)聚落地理學(xué)者認(rèn)為鄉(xiāng)村聚落所處位置的海拔高度與鄉(xiāng)村聚落的密集程度往往呈反向關(guān)系的常理相反,海拔越高的地方,“納涼村”聚落反而分布密集。隨著精準(zhǔn)扶貧的支持和鄉(xiāng)村旅游的發(fā)展,“納涼村”聚落由分散向集中演變,沿主要交通道路沿線呈“斑塊”狀分布,聚落人口居住重心的海拔高度上移,人口的生產(chǎn)結(jié)構(gòu)也發(fā)生轉(zhuǎn)變。
[Abstract]:Poverty alleviation is a hard battle to achieve the goal of building a well-off society in an all-round way by 2020. The state has established precision poverty alleviation as a strategy for poverty alleviation in the new period, and has established a working mechanism of precision poverty alleviation in the whole country, which has set off an upsurge of precision poverty alleviation throughout the country. In the practice of precision poverty alleviation in various places, rural tourism poverty alleviation has become an important means of precision poverty alleviation. It has played a very positive role in promoting the economic development of poor villages and driving poor households out of poverty and becoming rich. The National Tourism Administration and other ministries and commissions have also launched rural tourism projects to enrich the people throughout the country, striving to make use of the advantages of the "sunrise industry" of rural tourism to "create wealth" on one side of the common people. Combining with the local reality, Chongqing has explored a rural tourism poverty alleviation model of "Naliang Village" in the poor mountain villages, which has remarkable effect on poverty alleviation, and has certain reference significance for the development of the national accurate poverty alleviation. The main contents and conclusions of this paper are as follows: firstly, by using the theory of settlement geography, rural settlement and so on, through induction and deduction, this paper selects "Naliang Village" in Chongqing as the research object. This paper studies the emergence and development process of "Naliang Village" in Chongqing by means of literature research. It is found that the emergence and development of "Naliang Village" settlement in Chongqing is the special summer demand of "big city" in Chongqing. It has three characteristics of poverty alleviation, tourism and rural nature. Secondly, on the basis of analyzing the spatial distribution of "Naliang Village" settlement in Chongqing, This paper studies the influence of "Naliang Village" in Chongqing on rural settlements. The study found that the distribution of the settlement in "Naliang Village" in Chongqing and the fact that most settlement geologists believe that the altitude of the rural settlement is often inversely related to the density of the rural settlement, the higher the altitude, the higher the altitude. On the contrary, the settlement of Naliang Village is densely distributed. With the support of precision poverty alleviation and the development of rural tourism, the "Naliang Village" settlements have evolved from dispersion to concentration, and distributed in the form of "patches" along the main traffic roads. The altitude of the settlement population's center of gravity has moved up. The production structure of the population has also changed.
