【摘要】：隨著陜西省農民生活水平的提高和城鎮(zhèn)化步伐的加快,全省新增城鄉(xiāng)建設用地逐年增加,大量占用農村耕地；同時,農村人口流動造成“空心村”的出現,大量宅基地閑置,造成土地資源的浪費。有研究預測,至2020年陜西省僅是通過整理廢棄空置宅基地就可實現8.9萬公頃約合133.5萬畝農地復墾,宅基地整理潛力巨大。針對于此,政府土地管理部門開展了農村土地整理工作并獲得斐然成果,大面積宅基地得到騰退、復墾。但是由于陜西省農村宅基地退出補償存在著補償標準過低、方式單一、劃分區(qū)域不合理等原因,一定程度上阻礙了農村宅基地退出整理工作的開展。那么,如何制定合理的補償方式,激發(fā)農戶宅基地退出的積極性,引導農戶順利實現宅基地退出,就成了亟待解決重要課題。本文旨在構建能夠測算農戶宅基地退出期望受償價格(WTA)的矩陣,并對陜西省不同地區(qū)的農戶期望受償價格(WTA)進行測算,大體了解各地區(qū)農戶期望受償價格(WTA)水平。這為陜西省土地管理部門制定貼近農戶期望的宅基地退出補償標準提供參考依據,從而實現以補償手段為推力,帶動陜西省農村宅基地整理工作順利開展。本文主要研究內容分為三個部分：首先,通過對陜西省農村宅基地退出補償政策分析,認為補償標準過低、補償形式單一是現階段陜西省農村宅基地退出補償政策的主要問題,并提出解決問題的方法——參考農戶宅基地退出期望受償價格(WTA)制定補償標準；其次,結合實地調查數據,運用理論分析和實證檢驗,找出了影響農戶期望受償價格(WTA)的因素；最后,以上述影響因素為基礎,采用因子分析的方法,構建農戶期望受償價格(WTA)測算矩陣,并結合調研數據實地測算了陜西省關中、陜南、陜北各地區(qū)農戶的期望受償價格(WTA)。
[Abstract]:With the improvement of farmers' living standards and the acceleration of urbanization in Shaanxi Province, the new urban and rural construction land is increasing year by year, and a large number of rural arable land is occupied. At the same time, the flow of rural population causes the emergence of "hollow villages", and a large number of housing sites are idle. Waste land resources. It is predicted that 89000 hectares (1.335 million mu) of farmland can be reclaimed in Shaanxi Province by the disposal of abandoned vacant homestead by 2020, and the potential of land consolidation is huge. In view of this, the government land management department has carried out the rural land consolidation work and obtained the remarkable result, the large area house land has been vacated, reclaimed. However, the rural homestead withdrawal compensation in Shaanxi Province has some reasons, such as low compensation standard, single mode, unreasonable division of areas, and so on, which to some extent hinders the development of rural homestead withdrawal and consolidation work. Therefore, how to formulate reasonable compensation methods, stimulate the enthusiasm of homestead withdrawal of farmers, guide farmers to smoothly realize homestead withdrawal, has become an important issue to be solved. The purpose of this paper is to construct a matrix to measure the expected recompense price (WTAA) of rural households' homestead, and to calculate the expected compensated price (WTAA) of farmers in different regions of Shaanxi Province, so as to understand the level of WTAs in different regions. This provides the reference basis for the land management department of Shaanxi Province to formulate the compensation standard of homestead withdrawal which is close to the expectation of the farmers, thus to realize the compensation means as the thrust, and to promote the smooth development of the rural homestead consolidation in Shaanxi Province. The main research content of this paper is divided into three parts: firstly, through the analysis of the rural homestead withdrawal compensation policy in Shaanxi Province, the author thinks that the compensation standard is too low and the compensation form is single, which is the main problem of the rural homestead withdrawal compensation policy in Shaanxi Province at this stage. The paper also puts forward the method to solve the problem, that is, to make the compensation standard with reference to the expected compensation price of the farmer's homestead withdrawal, secondly, to find out the factors that affect the farmers' expectation compensation price by using theoretical analysis and empirical test combined with the field investigation data. Finally, on the basis of the above factors, the paper constructs the calculation matrix of expectation compensation price (WTAA) of farmers by using the method of factor analysis, and calculates the expected compensation price of farmers in Guanzhong, southern and northern Shaanxi Province by combining the investigation data.
