【摘要】：區(qū)域主導(dǎo)產(chǎn)業(yè)是區(qū)域特色經(jīng)濟的主要體現(xiàn)表現(xiàn),是區(qū)域產(chǎn)業(yè)結(jié)構(gòu)的核心。一個區(qū)域的產(chǎn)業(yè)結(jié)構(gòu)是否合理決定了該區(qū)域的經(jīng)濟能否協(xié)調(diào)發(fā)展,而區(qū)域主導(dǎo)產(chǎn)業(yè)正確選擇以及培育正是構(gòu)建合理產(chǎn)業(yè)結(jié)構(gòu)的關(guān)鍵所在。由此可見,區(qū)域經(jīng)濟的整體發(fā)展方向和發(fā)展速度首先取決于能否正確選擇和合理培育主導(dǎo)產(chǎn)業(yè),而區(qū)域主導(dǎo)產(chǎn)業(yè)的評價為主導(dǎo)產(chǎn)業(yè)的選擇提供依據(jù)。文章在我國區(qū)域特色產(chǎn)業(yè)建設(shè)促進區(qū)域經(jīng)濟快速發(fā)展的背景下,對區(qū)域主導(dǎo)產(chǎn)業(yè)評價進行了研究,并對凌海市主導(dǎo)產(chǎn)業(yè)評價及發(fā)展進行實證研究。在研究過程中,首先對相關(guān)概念界定的基礎(chǔ)上,回顧國內(nèi)外學(xué)者對主導(dǎo)產(chǎn)業(yè)評價的研究,闡述了現(xiàn)階段區(qū)域主導(dǎo)產(chǎn)業(yè)的理論基礎(chǔ)和實踐研究的相關(guān)理論及應(yīng)用,為分析區(qū)域主導(dǎo)產(chǎn)業(yè)選擇中的評價問題提供理論支撐。通過對各種評價方法的對比分析,選擇賦值相對客觀的主成分分析法為評價方法。評價指標體系構(gòu)建方面,通過分析影響區(qū)域主導(dǎo)產(chǎn)業(yè)評價的因素,利用理論工具篩選出主要影響因素,對主要影響因素的權(quán)重進行系統(tǒng)分析,在明確評價要素和評價基準的基礎(chǔ)上,從影響因素出發(fā)分三個層次,最終選取9個指標構(gòu)建區(qū)域主導(dǎo)產(chǎn)業(yè)評價的指標體系。最后將主成分分析法和構(gòu)建的評價指標體系應(yīng)用于對凌海市主導(dǎo)產(chǎn)業(yè)的評價,進行實證分析,得出凌海市主導(dǎo)產(chǎn)業(yè)評價的結(jié)論,并提出基于政府政策、招商引資和軟環(huán)境建設(shè)等三個層面的建議。
[Abstract]:Regional leading industry is the main embodiment of regional characteristic economy and the core of regional industrial structure. Whether a region's industrial structure is reasonable or not determines whether the region's economy can develop harmoniously. The correct choice and cultivation of regional leading industries is the key to construct a reasonable industrial structure. Therefore, the overall development direction and speed of regional economy depends on whether the leading industries can be correctly selected and cultivated reasonably. The evaluation of regional leading industries provides the basis for the selection of leading industries. Under the background of promoting the rapid development of regional economy by the construction of regional characteristic industries in China, this paper studies the evaluation of regional leading industries. In the course of the research, firstly, on the basis of defining the relevant concepts, review the domestic and foreign scholars' research on the leading industry evaluation. This paper expounds the theoretical basis of regional leading industry at present and the relevant theories and applications of practical research, which provides theoretical support for the analysis of evaluation problems in the selection of regional leading industries. In the aspect of constructing evaluation index system, the factors influencing the evaluation of regional leading industries are analyzed, and the main influencing factors are screened out by using theoretical tools. Based on the systematic analysis of the weight of the main influencing factors, and on the basis of defining the evaluation elements and the evaluation criteria, the paper divides the factors into three levels. Finally, 9 indexes are selected to construct the index system of regional leading industry evaluation. Finally, the principal component analysis method and the constructed evaluation index system are applied to the evaluation of Linghai leading industry, and the empirical analysis is carried out. The conclusion of Linghai's leading industry evaluation is drawn, and the suggestions based on government policy, investment promotion and soft environment construction are put forward.
