【摘要】：在海洋經(jīng)濟(jì)大開(kāi)發(fā)時(shí)代,牢牢抓住海洋事業(yè)蓬勃發(fā)展的歷史契機(jī),發(fā)揮海洋產(chǎn)業(yè)對(duì)經(jīng)濟(jì)增長(zhǎng)的引擎作用,是促進(jìn)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、優(yōu)化產(chǎn)業(yè)布局的戰(zhàn)略抉擇。產(chǎn)業(yè)集聚作為一種高效的產(chǎn)業(yè)組織形式,對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)的作用不可忽視,以馬歇爾(Marshall).雅各布斯(Jacobs)、克魯格曼(Krugman)等為代表的國(guó)內(nèi)外眾多經(jīng)濟(jì)學(xué)家,一致認(rèn)為產(chǎn)業(yè)集聚通過(guò)技術(shù)外溢、規(guī)模經(jīng)濟(jì)、勞動(dòng)力共享、產(chǎn)業(yè)關(guān)聯(lián)等渠道有效帶動(dòng)區(qū)域經(jīng)濟(jì)增長(zhǎng)。因此,為深入探究福建省海洋產(chǎn)業(yè)集聚對(duì)其經(jīng)濟(jì)增長(zhǎng)的實(shí)質(zhì)影響,本文基于前人研究,以產(chǎn)業(yè)集聚度為研究標(biāo)的,借助區(qū)位商系數(shù)、區(qū)域集聚等分析工具,對(duì)2001-2010年福建省海洋產(chǎn)業(yè)集聚度進(jìn)行測(cè)度,結(jié)果顯示：目前福建省海洋第一、第三產(chǎn)業(yè)集聚效應(yīng)較為明顯,海洋第二產(chǎn)業(yè)集聚雖未達(dá)到全國(guó)平均水平,但其集聚規(guī)模正處于擴(kuò)張階段,福建省海洋產(chǎn)業(yè)總體集聚程度已有顯著提高。 接著,本文將產(chǎn)業(yè)集聚度引入經(jīng)濟(jì)增長(zhǎng)模型,定量研究了福建省海洋產(chǎn)業(yè)集聚對(duì)其經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)度,并分析海洋產(chǎn)業(yè)集聚影響經(jīng)濟(jì)增長(zhǎng)的路徑,分析結(jié)果表明：福建省海洋產(chǎn)業(yè)集聚對(duì)經(jīng)濟(jì)增長(zhǎng)的彈性系數(shù)高達(dá)0.285,而2007-2010年海洋產(chǎn)業(yè)集聚對(duì)福建經(jīng)濟(jì)增長(zhǎng)的年均貢獻(xiàn)率為1.09%；通過(guò)城市化、地方化和規(guī)模經(jīng)濟(jì)三大效應(yīng),福建省海洋產(chǎn)業(yè)集聚有效地推動(dòng)著經(jīng)濟(jì)發(fā)展。盡管福建省海洋產(chǎn)業(yè)集聚效果明顯,但與山東、廣東等海洋經(jīng)濟(jì)強(qiáng)省相比,其海洋產(chǎn)業(yè)集聚仍面臨諸多挑戰(zhàn)。為進(jìn)一步加快福建省海洋產(chǎn)業(yè)集聚,本文認(rèn)為應(yīng)重點(diǎn)加強(qiáng)涉海基礎(chǔ)設(shè)施建設(shè),不斷完善海洋公共服務(wù)體系,著力提高海洋生態(tài)資源管理水平,切實(shí)加快海洋生產(chǎn)要素的集聚,提升福建省海洋產(chǎn)業(yè)集聚規(guī)模和層次。
[Abstract]:In the era of the great development of marine economy, it is necessary to grasp the historical opportunity of the vigorous development of the marine industry and give full play to the role of the marine industry as the engine of economic growth, which is to promote the upgrading of the industrial structure of our country. Industrial agglomeration, as an efficient form of industrial organization, plays an important role in regional economic growth. Many economists at home and abroad, such as Marshall Marshall Marshall, Jacobs Jacobsn, Krugman, etc., take industrial agglomeration as an efficient form of industrial organization. It is agreed that industrial agglomeration can effectively promote regional economic growth through such channels as technology spillover, economies of scale, labor force sharing and industrial linkages. Therefore, in order to further explore the substantive impact of marine industrial agglomeration in Fujian on its economic growth, Based on previous studies, this paper measures the concentration of marine industry in Fujian Province from 2001 to 2010 with the aid of location quotient coefficient and regional agglomeration analysis tools. The results show that Fujian Province is currently the first marine industry in Fujian Province. The agglomeration effect of tertiary industry is obvious. Although the agglomeration of marine secondary industry has not reached the national average level, its agglomeration scale is in the expanding stage, and the overall agglomeration degree of marine industry in Fujian Province has been improved significantly. Then, this paper introduces the industrial agglomeration into the economic growth model, quantitatively studies the contribution of the marine industrial agglomeration to its economic growth in Fujian Province, and analyzes the path that the marine industrial agglomeration affects the economic growth. The results show that the elastic coefficient of marine industrial agglomeration to economic growth in Fujian Province is as high as 0.285, while the annual contribution rate of marine industrial agglomeration to Fujian's economic growth from 2007 to 2010 is 1.09%, through the three effects of urbanization, localization and economies of scale. Fujian marine industry agglomeration effectively promotes economic development. Although Fujian marine industry agglomeration has obvious effect, compared with Shandong, Guangdong and other strong marine economic provinces, In order to speed up the agglomeration of marine industry in Fujian Province, this paper holds that the construction of marine infrastructure should be strengthened, the marine public service system should be improved, and the management level of marine ecological resources should be improved. We will speed up the agglomeration of marine production elements and upgrade the scale and level of marine industrial agglomeration in Fujian Province.
