【摘要】：面對當今稍縱即逝的歷史發(fā)展機遇和日趨激烈的市場現(xiàn)狀，要求企業(yè)必須明確戰(zhàn)略定位和發(fā)展目標，制定有效的業(yè)務(wù)組合策略，開拓新的戰(zhàn)略發(fā)展思路，才能運籌帷幄，決勝千里。本文以河北建投城鎮(zhèn)化建設(shè)開發(fā)有限公司（以下簡稱“建投城鎮(zhèn)化公司”）為主要研究對象，通過對建投城鎮(zhèn)化公司自身條件，所處環(huán)境以及大的趨勢的分析，結(jié)合省委、省政府確定的大力發(fā)展縣域經(jīng)濟和搞大搞強縣城的戰(zhàn)略部署要求，研究探討出適應(yīng)企業(yè)時代發(fā)展的業(yè)務(wù)組合戰(zhàn)略。 建投城鎮(zhèn)化公司作為經(jīng)省政府批準新設(shè)立一家以城鎮(zhèn)化建設(shè)和城市基礎(chǔ)設(shè)施投資開發(fā)為主的國有企業(yè)，如何實現(xiàn)依托河北建投集團的產(chǎn)業(yè)資源優(yōu)勢，發(fā)揮省級城鎮(zhèn)化建設(shè)開發(fā)專業(yè)平臺作用，力爭3--5年打造成為城鎮(zhèn)化建設(shè)和城市基礎(chǔ)設(shè)施綜合服務(wù)商的發(fā)展目標，就要站在城鎮(zhèn)化業(yè)務(wù)發(fā)展的全局入手，，按照“以土地一級開發(fā)為主導(dǎo)，以產(chǎn)業(yè)園區(qū)建設(shè)為支撐，以商業(yè)地產(chǎn)開發(fā)運營為補充”的業(yè)務(wù)組合戰(zhàn)略，采取土地一、二級聯(lián)動開發(fā)模式，通過加大招商引資力度，引入戰(zhàn)略合作伙伴，構(gòu)建產(chǎn)業(yè)發(fā)展聯(lián)盟，在積極參與并主導(dǎo)城鎮(zhèn)土地綜合整理、基礎(chǔ)設(shè)施建設(shè)、舊城或棚戶區(qū)改造和安置房建設(shè)等一級開發(fā)工作的同時，推動、引導(dǎo)相關(guān)產(chǎn)業(yè)落地和聚集，從而促進區(qū)域經(jīng)濟發(fā)展和提升商業(yè)開發(fā)的投資價值，形成“以產(chǎn)帶城、以城促產(chǎn)”的良性互動商業(yè)發(fā)展模式。
[Abstract]:In the face of the fleeting historical development opportunity and the increasingly fierce market situation, enterprises must define their strategic orientation and development objectives, formulate effective business combination strategies, and open up new strategic development ideas. This article takes Hebei Jiantou urbanization Construction and Development Co., Ltd (hereinafter referred to as "Jiantui urbanization Company") as the main research object, through the analysis of the conditions, the environment and the big trend of the construction and investment urbanization company. In combination with the requirements of the provincial party committee and the provincial government for vigorously developing the county economy and strengthening the county seat, this paper studies and discusses the business combination strategy adapted to the development of the enterprise era. As a state-owned enterprise with the approval of the provincial government to set up a new state-owned enterprise, which is based on urbanization construction and investment in urban infrastructure development, how to realize the advantage of industrial resources relying on Hebei Construction and Investment Group, To give full play to the professional platform of provincial urbanization construction and development, and strive to become the development goal of urbanization construction and integrated urban infrastructure service providers for 3 to 5 years, we must start with the overall development of urbanization business. According to the business combination strategy of "taking the land development as the leading factor, taking the industrial park construction as the support, and taking the commercial real estate development and operation as the supplement", adopting the land first and second level linkage development mode, by increasing the intensity of attracting investment, Introducing strategic partners to build industrial development alliances, while actively participating in and leading the development of urban land consolidation, infrastructure construction, renovation of old cities or shantytowns, and housing construction at the same time, To guide related industries to land and gather, thus to promote regional economic development and enhance the investment value of commercial development, and to form a benign interactive commercial development model of "taking cities with production and promoting production with cities".
