【摘要】：“小城鎮(zhèn)，大戰(zhàn)略”是中國城鎮(zhèn)化發(fā)展的必由之路，發(fā)展中心鎮(zhèn)則是在小城鎮(zhèn)數(shù)量眾多、內(nèi)部分化嚴(yán)重的背景下進(jìn)一步統(tǒng)籌城鄉(xiāng)發(fā)展、推進(jìn)城鎮(zhèn)化進(jìn)程的戰(zhàn)略選擇。為全面推進(jìn)社會主義新農(nóng)村建設(shè)，浙江省自2007年開始組織實(shí)施“中心鎮(zhèn)培育工程”，在深入實(shí)施新型城市化戰(zhàn)略的過程中指出要進(jìn)一步加大中心鎮(zhèn)培育建設(shè)力度，提高中心鎮(zhèn)發(fā)展水平，增強(qiáng)集聚和輻射功能。然而從現(xiàn)實(shí)情況來看，浙江省中心鎮(zhèn)發(fā)展面臨著規(guī)模結(jié)構(gòu)不合理、經(jīng)濟(jì)集聚能力弱、地區(qū)發(fā)展不平衡等問題，使得中心鎮(zhèn)作為城市與農(nóng)村結(jié)合部的橋梁作用并未有效發(fā)揮，限制了小城鎮(zhèn)與廣大農(nóng)村地區(qū)的發(fā)展。因此，本文立足于浙江省整體，以解決問題為導(dǎo)向，基于核心—邊緣理論，將傳統(tǒng)的經(jīng)濟(jì)學(xué)分析方法與空間統(tǒng)計(jì)方法相結(jié)合進(jìn)行浙江省中心鎮(zhèn)的地域類型劃分，在此基礎(chǔ)上研究其不同地域中心鎮(zhèn)的發(fā)展模式與實(shí)施對策，力求為浙江省中心鎮(zhèn)的發(fā)展提供一定的理論指導(dǎo)與決策建議。 首先，通過對已有相關(guān)研究文獻(xiàn)進(jìn)行系統(tǒng)性的梳理，發(fā)現(xiàn)目前國內(nèi)外對于小城鎮(zhèn)分類與發(fā)展模式的研究主要從小城鎮(zhèn)自身的資源稟賦、經(jīng)濟(jì)基礎(chǔ)或產(chǎn)業(yè)動力等單一角度展開，忽略了小城鎮(zhèn)發(fā)展模式的區(qū)域性原則，難以全面把握地域環(huán)境因素對中心鎮(zhèn)發(fā)展的影響。結(jié)合核心—邊緣理論、循環(huán)累積因果論等理論的核心思想，本文認(rèn)為要解決中心鎮(zhèn)發(fā)展所面臨的問題，其發(fā)展模式的選擇必須充分分析歸納中心鎮(zhèn)發(fā)展的地域分異規(guī)律和生存環(huán)境特征。其中，中心鎮(zhèn)空間分布形態(tài)是中心鎮(zhèn)發(fā)展的區(qū)位基礎(chǔ)，縣域經(jīng)濟(jì)發(fā)展水平是中心鎮(zhèn)發(fā)展的區(qū)域經(jīng)濟(jì)基礎(chǔ)，縣域產(chǎn)業(yè)空間分異則是主要推動力，反映中心鎮(zhèn)所在地域間的經(jīng)濟(jì)聯(lián)系。基于此，本文以浙江省69個(gè)縣級以上城市區(qū)為分類單元，分別從以上三個(gè)維度，運(yùn)用城市首位度與位序—規(guī)模法則、因子分析以及空間自相關(guān)等數(shù)理分析方法，對浙江省中心鎮(zhèn)發(fā)展的地域類型進(jìn)行了不同層次的劃分，并采用多因素空間重疊法對三個(gè)結(jié)果進(jìn)行空間疊加得到浙江省中心鎮(zhèn)發(fā)展的四種地域類型，分別為核心極核式發(fā)展區(qū)、次核心密集型發(fā)展區(qū)、過渡組團(tuán)式發(fā)展區(qū)以及邊緣散點(diǎn)式發(fā)展區(qū)。 其次，在上述劃分結(jié)果的基礎(chǔ)上，分析各類型區(qū)域的空間組織特征及中心鎮(zhèn)的發(fā)展動力，為不同地域的中心鎮(zhèn)構(gòu)建了不同的發(fā)展模式，并提出相應(yīng)的實(shí)施對策。其中，核心極核式發(fā)展區(qū)中心鎮(zhèn)憑借其靠近中心城區(qū)的優(yōu)越地理位置接受中心城區(qū)的經(jīng)濟(jì)輻射，實(shí)施反磁力中心發(fā)展模式。次核心密集型發(fā)展區(qū)的中心鎮(zhèn)以塊狀經(jīng)濟(jì)為基礎(chǔ)，通過產(chǎn)業(yè)集聚實(shí)施專業(yè)型組團(tuán)發(fā)展模式。過渡組團(tuán)式發(fā)展區(qū)的中心鎮(zhèn)以區(qū)域市場為導(dǎo)向，依托浙中城市群大力發(fā)展產(chǎn)業(yè)集群，實(shí)施市場主導(dǎo)型集群發(fā)展模式。而邊緣散點(diǎn)式發(fā)展區(qū)的中心鎮(zhèn)則依托當(dāng)?shù)刎S富的資源優(yōu)勢打造特色產(chǎn)業(yè)，實(shí)施資源主導(dǎo)型聯(lián)動發(fā)展模式，以實(shí)現(xiàn)資源、產(chǎn)業(yè)與城鎮(zhèn)的聯(lián)動發(fā)展。 最后，簡要總結(jié)本文的主要研究結(jié)論與不足之處，并結(jié)合浙江省中心鎮(zhèn)以及城鎮(zhèn)群空間發(fā)展的現(xiàn)實(shí)背景，得出相應(yīng)的研究啟示，認(rèn)為加快中心鎮(zhèn)的建設(shè)與發(fā)展必須在推進(jìn)非均衡發(fā)展的過程中實(shí)現(xiàn)三個(gè)方面的模式對接，一是產(chǎn)業(yè)對接，中心鎮(zhèn)的產(chǎn)業(yè)發(fā)展應(yīng)與大中城市以及小城鎮(zhèn)之間形成合理的專業(yè)化分工模式；二是基礎(chǔ)設(shè)施對接，強(qiáng)調(diào)基礎(chǔ)設(shè)施建設(shè)的區(qū)域化，大中城市基礎(chǔ)設(shè)施和公共服務(wù)要向中心鎮(zhèn)及小城鎮(zhèn)延伸、共享；三是空間對接，主要指將中心鎮(zhèn)融入城鎮(zhèn)群結(jié)構(gòu)發(fā)展模式。

Therefore, this paper Based on the Zhejiang Province as a whole, in order to solve this problem, based on the core periphery theory, and spatial economics analysis method of traditional statistical method combining the regional classification of central town in Zhejiang Province, and Countermeasures Research on the development model of the different regions of the town center on the basis of this, in order to provide theoretical guidance and suggestions for the development of central towns in Zhejiang province.
