【摘要】：近年來，隨著我國社會主義市場經(jīng)濟的發(fā)展和社會的進步，各種社會組織日益增多并逐漸深入社會政治經(jīng)濟和人民群眾生產(chǎn)生活的方方面面，社會組織的作用日益凸顯，社會組織的建設、管理和發(fā)展問題越來越受到政府和社會各界的高度重視。表明了社會組織在參與社會管理中的重要作用及當前加強社會組織建設的重要性和緊迫性。但由于我國社會組織發(fā)展尚處于初級階段，社會組織在運行機制、管理機制、責任機制等方面都存在不少問題，從陽西縣社會組織建設的工作實踐來看，出現(xiàn)了社會組織總量不足、組織能力不強、經(jīng)費匱乏、從業(yè)人員素質不高等問題。社會組織作為一個廣泛存在于社會并服務于社會的組織形態(tài)，它和有著各種利益取向的公民聯(lián)系在一起，也使得其成為促進社會發(fā)展以及社會安定團結的重要因素。加強對社會組織建設的研究，探究它在建設中所遇到的問題以及導致這些問題的原因，并最終為社會組織建設提供有針對性的對策措施，具有十分重要的理論意義和現(xiàn)實意義。因此論文選取陽西縣社會組織建設研究這一題目。 論文采用文獻研究法、經(jīng)驗總結法和實地調研法，，應用社會組織與新公共服務、公共治理等理論，以國內外現(xiàn)有的社會組織個案和實證研究、實踐為基礎，選取陽西縣社會組織作為個案和實證，探討在當前社會建設大背景下如何加強縣區(qū)社會組織建設。 論文分析了國內外社會組織的建設現(xiàn)狀，總結了國內外社會組織的先進經(jīng)驗；以陽西縣社會組織調研為基礎，分析了陽西縣社會組織建設的現(xiàn)狀，梳理出了陽西縣社會組織建設存在的問題，通過調查分析發(fā)現(xiàn)社會組織基礎薄弱、缺乏保障社會組織發(fā)展的法律環(huán)境和地方政府對社會制度組織監(jiān)督管理不夠等是造成陽西縣社會組織建設落后的關鍵原因；最后結合陽西縣社會組織建設的機遇和面臨的困難，從優(yōu)化發(fā)展環(huán)境、強化制度保障、創(chuàng)新工作模式、提高服務功能、提高監(jiān)管水平等方面提出了相應對策。論文研究出了一套縣區(qū)（基層）社會組織建設的體系框架，為促進社會組織的良性發(fā)展，加強縣區(qū)社會組織建設成效，創(chuàng)新社會管理和社會治理提供有益的參考和借鑒。
[Abstract]:In recent years, with the development of socialist market economy and social progress in China, various social organizations are increasing and gradually deepening into all aspects of social political economy and people's production and life, and the role of social organizations is becoming increasingly prominent. The construction, management and development of social organizations are paid more and more attention by the government and all walks of life. It shows the important role of social organizations in participating in social management and the importance and urgency of strengthening the construction of social organizations. However, because the development of social organization in our country is still in the primary stage, there are many problems in the operation mechanism, management mechanism, responsibility mechanism and so on. From the work practice of the construction of social organization in Yangxi County, Problems such as insufficient total amount of social organization, weak organizational ability, lack of funds and poor quality of employees have emerged. Social organization is a kind of organization which exists widely in society and serves the society. It is associated with citizens with various interests and makes it an important factor to promote social development and social stability and unity. It is of great theoretical and practical significance to strengthen the research on the construction of social organizations, to explore the problems encountered in the construction and the causes of these problems, and finally to provide targeted countermeasures for the construction of social organizations. Therefore, the thesis selects Yangxi County social organization construction research this one topic. This paper adopts the methods of literature research, experience summarization and field investigation, applies the theories of social organization and new public service, public governance, etc., based on the existing case study and empirical study of social organization at home and abroad. This paper selects the social organization of Yangxi County as a case study and discusses how to strengthen the social organization construction of the county area under the background of the current social construction. This paper analyzes the current situation of the construction of social organizations at home and abroad, summarizes the advanced experience of social organizations at home and abroad, and analyzes the present situation of the construction of social organizations in Yangxi County based on the investigation and investigation of social organizations in Yangxi County. Combing out the problems existing in the construction of social organizations in Yangxi County, through investigation and analysis, we find that the foundation of social organizations is weak. The lack of legal environment to ensure the development of social organizations and the insufficient supervision and management of social system organizations by local governments are the key reasons for the backward construction of social organizations in Yangxi County, and finally, the opportunities and difficulties faced by the construction of social organizations in Yangxi County are combined. The corresponding countermeasures are put forward from the aspects of optimizing the development environment, strengthening the system guarantee, innovating the working mode, improving the service function and improving the supervision level. This paper studies a set of system frame of social organization construction in county (grass roots), which provides beneficial reference and reference for promoting the benign development of social organization, strengthening the construction effect of social organization in county and district, and innovating social management and social governance.
