健全我國農村突發(fā)公共事件應急管理機制研究

【摘要】：農村突發(fā)公共事件是在長期經濟發(fā)展過程中，因無法滿足農村多樣化需求而引起的一系列嚴重危害農村社會安全、政治穩(wěn)定和經濟可持續(xù)發(fā)展的社會政治經濟現(xiàn)象。二十一世紀以來，農村各種突發(fā)公共事件頻繁發(fā)生，對我國農村產生了重大的經濟、社會甚至政治影響，嚴重威脅著我國農村社會的穩(wěn)定與發(fā)展。因此，，在我國社會經濟轉型和深化改革的背景下，對我國農村突發(fā)公共事件應急管理機制進行研究有著重要的理論和現(xiàn)實意義。本文主要包括四個方面：首先緒論部分，分析了本文的寫作背景，闡述了此題研究的價值，梳理總結了中外學者對該問題相關方面的探析，詳細說明了本文的寫作思路及研究方法。接著，本文闡述了該論題涉及的相關概念，歸納了此次研究的相關理論，重點分析了加強農村突發(fā)公共事件應急管理的必要性，論述了我國農村突發(fā)公共事件應急管理機制的基本構成要素。然后，研究了我國農村應急管理的現(xiàn)實狀況，一是分析了我國在該問題管理取得的成績，二是重點分析該方面管理存在的一些問題，包括農村專業(yè)預案欠缺、隱患監(jiān)測預警不完善、緊急處置時效性不強、協(xié)調聯(lián)動統(tǒng)籌性不高等諸多問題，并重點論述了存在問題的深層次原因，主要包括危機管理意識淡薄、基礎設施建設滯后、應急職責劃分不明確、信息共享機制不完善等。第四部分是完善我國農村突發(fā)公共事件應急管理機制的對策建議，針對第三部分分析的問題，結合我國農村自身的實際情況，提出了完善農村的危機防范機制、監(jiān)測預警機制、信息公開機制及協(xié)調聯(lián)動機制等一系列科學、可行的實踐措施來健全我國農村突發(fā)公共事件的應急管理機制。
[Abstract]:Rural public emergencies are a series of social political and economic phenomena that seriously endanger rural social security, political stability and sustainable economic development in the long-term economic development process, because of the failure to meet the needs of rural diversification. Since the 21 century, a variety of unexpected public events have occurred frequently in rural areas, which have had a significant economic, social and even political impact on the rural areas of our country, and have seriously threatened the stability and development of rural society in our country. Therefore, under the background of social and economic transformation and deepening reform, it is of great theoretical and practical significance to study the emergency management mechanism of rural public emergencies in China. This article mainly includes four aspects: first, the introduction part, analyzes the writing background of this article, expounds the value of the research on this subject, combs and summarizes the analysis of the related aspects of the problem by Chinese and foreign scholars. This paper describes the writing ideas and research methods in detail. Then, this paper describes the related concepts involved in the topic, summarizes the relevant theories of this study, and focuses on the necessity of strengthening the emergency management of rural public emergencies. This paper discusses the basic elements of the emergency management mechanism of rural public emergencies in China. Then, the paper studies the current situation of rural emergency management in China. First, it analyzes the achievements in the management of this problem, and second, it focuses on the analysis of some problems existing in the management, including the lack of professional planning in rural areas. Many problems, such as imperfect monitoring and warning of hidden danger, weak timeliness of emergency treatment, low coordination and coordination, are discussed in detail, including the weak consciousness of crisis management, the lagging of infrastructure construction, and so on. The emergency duty division is not clear, the information sharing mechanism is not perfect and so on. The fourth part is the countermeasures and suggestions to perfect the emergency management mechanism of rural public emergencies. In view of the problems analyzed in the third part, combined with the actual situation of the rural areas in China, the paper puts forward to perfect the rural crisis prevention mechanism, monitoring and early warning mechanism. A series of scientific and feasible practical measures, such as the mechanism of information disclosure and the mechanism of coordination and linkage, have been taken to perfect the emergency management mechanism of public emergencies in rural areas in China.
