【摘要】：胡錦濤同志在黨的十八大報(bào)告中明確提出，到2020年實(shí)現(xiàn)全面建成小康社會(huì)的宏偉目標(biāo)。要實(shí)現(xiàn)這個(gè)宏偉目標(biāo)，不但需要中國(guó)在政治、經(jīng)濟(jì)、文化、生態(tài)等領(lǐng)域“齊發(fā)力”，更需要中國(guó)公民的公民意識(shí)普遍提高，需要每個(gè)公民獻(xiàn)出自己的力量。公民意識(shí)是公民素質(zhì)的重要組成部分，是公民對(duì)自身的權(quán)利、義務(wù)以及社會(huì)地位的自我認(rèn)識(shí)。占中國(guó)人口絕大多數(shù)的農(nóng)民，他們的公民意識(shí)的高低對(duì)于全面小康社會(huì)的實(shí)現(xiàn)、中國(guó)現(xiàn)代化目標(biāo)的達(dá)成具有重要的意義。然而，現(xiàn)階段農(nóng)民的公民意識(shí)依然很薄弱，呈現(xiàn)出人權(quán)意識(shí)、參與意識(shí)、責(zé)任意識(shí)、法律意識(shí)缺失的現(xiàn)狀。這種狀況嚴(yán)重制約著全面小康社會(huì)目標(biāo)的達(dá)成。因此，在全面建成小康社會(huì)的背景下，如何培養(yǎng)農(nóng)民的公民意識(shí)被提上日程。 本文試從農(nóng)民公民意識(shí)的理論和重要性、農(nóng)民公民意識(shí)的現(xiàn)狀、制約農(nóng)民公民意識(shí)培養(yǎng)的因素、培養(yǎng)農(nóng)民公民意識(shí)的路徑選擇等幾個(gè)方面進(jìn)行系統(tǒng)的研究和闡述。 第一部分：緒論。主要介紹選題背景、意義、研究現(xiàn)狀、論文框架、創(chuàng)新之處以及研究方法。 第二部分：農(nóng)民公民意識(shí)的涵義。通過對(duì)公民、公民身份的考察，，并結(jié)合國(guó)內(nèi)外學(xué)者關(guān)于公民意識(shí)的闡述，概括總結(jié)出農(nóng)民公民意識(shí)的內(nèi)涵，主要包括人權(quán)意識(shí)、參與意識(shí)、責(zé)任意識(shí)和法律意識(shí)。 第三部分：當(dāng)前農(nóng)民公民意識(shí)的現(xiàn)狀。改革開放以來，中國(guó)農(nóng)民的公民意識(shí)有了極大提高，但是由于受到城鄉(xiāng)二元結(jié)構(gòu)、不健全的基層民主制度、落后的農(nóng)村經(jīng)濟(jì)、落后的農(nóng)村教育以及農(nóng)村中殘余的封建思想的影響，在人權(quán)意識(shí)、參與意識(shí)、責(zé)任意識(shí)和法律意識(shí)等方面存在淡薄、缺乏等嚴(yán)重的問題。 第四部分：培養(yǎng)農(nóng)民公民意識(shí)的路徑選擇。培養(yǎng)農(nóng)民公民意識(shí)是發(fā)揮農(nóng)民在全面建成小康社會(huì)中主體作用的關(guān)鍵一步，也是推進(jìn)全面建成小康社會(huì)的重要因素。因此，在全面建成小康社會(huì)背景下如何培養(yǎng)農(nóng)民的公民意識(shí)成為當(dāng)前一個(gè)重要的任務(wù)。路徑的選擇歸納起來主要為：大力發(fā)展農(nóng)村經(jīng)濟(jì)、健全基層民主制度、建設(shè)農(nóng)村新文化、培養(yǎng)農(nóng)村民間組織。
[Abstract]:Comrade Hu Jintao clearly stated in the report of the 18th National Congress of the Party that the grand goal of building a well-off society in an all-round way by 2020. To achieve this grand goal, not only does China need to "work together" in the fields of politics, economy, culture, ecology and so on, but it also needs to raise the civic consciousness of Chinese citizens in general and every citizen to give his own strength. Citizen consciousness is an important part of citizen's quality, and it is the self-cognition of citizen's rights, obligations and social status. The level of their civic consciousness is of great significance to the realization of the overall well-off society and the realization of the goal of China's modernization. However, the citizen consciousness of peasants is still very weak at present, showing the present situation that human rights consciousness, participation consciousness, responsibility consciousness and legal consciousness are lacking. This situation seriously restricts the achievement of the goal of a well-off society in an all-round way. Therefore, under the background of building a well-off society in an all-round way, how to cultivate the citizen consciousness of farmers is put on the agenda. This paper attempts to systematically study and expound the theory and importance of farmer's civic consciousness, the present situation of peasant's civic consciousness, the factors restricting the cultivation of peasant's civic consciousness, and the path choice of cultivating farmer's civic consciousness. Part one: introduction. This paper mainly introduces the background, significance, research status, framework, innovation and research methods. The second part: the meaning of peasant citizen consciousness. Through the investigation of citizen and citizenship, combined with the exposition of citizen consciousness by scholars at home and abroad, this paper summarizes the connotation of peasant citizen consciousness, including human rights consciousness, participation consciousness, responsibility consciousness and legal consciousness. The third part: the present situation of peasant citizen consciousness. Since the reform and opening up, the Chinese peasants' civic awareness has been greatly improved, but due to the dual structure of urban and rural areas, the imperfect grass-roots democratic system, the backward rural economy, The backward rural education and the influence of the feudal ideology in the countryside have serious problems such as human rights consciousness, participation consciousness, responsibility consciousness and legal consciousness, etc. The fourth part: the path choice of cultivating peasant citizen consciousness. The cultivation of farmers' civic consciousness is a key step in giving play to the main role of peasants in building a well-off society in an all-round way, and is also an important factor in promoting the building of a well-off society in an all-round way. Therefore, under the background of building a well-off society in an all-round way, how to cultivate farmers' civic consciousness has become an important task at present. The choice of path can be summed up as follows: develop rural economy vigorously, perfect grass-roots democratic system, construct new rural culture, and train rural non-governmental organizations.
