【摘要】：在我國(guó),產(chǎn)業(yè)轉(zhuǎn)型和升級(jí)問題一直都是一個(gè)老生常談的經(jīng)濟(jì)難題。從全球的角度來看,主要經(jīng)濟(jì)體都紛紛地出臺(tái)了大量的新興產(chǎn)業(yè)扶持政策,以搶占未來產(chǎn)業(yè)競(jìng)爭(zhēng)的制高點(diǎn)。對(duì)于我國(guó)來說,發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)更是勢(shì)在必行。雖然國(guó)內(nèi)外學(xué)者從不同層次和不同角度對(duì)戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)行了大量研究,但是針對(duì)特定地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)如何進(jìn)行培育的研究并不多。 本文以區(qū)域經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)和管理學(xué)理論為基礎(chǔ),本著系統(tǒng)性、科學(xué)性和實(shí)用性的原則,采用定性分析和定量分析相結(jié)合、理論研究與實(shí)證分析相結(jié)合的研究方法,以湖北省為特定的研究對(duì)象,探討戰(zhàn)略性新興產(chǎn)業(yè)培育的相關(guān)問題,豐富了產(chǎn)業(yè)創(chuàng)新系統(tǒng)理論,并為湖北宏觀產(chǎn)業(yè)調(diào)控提供參考依據(jù)。 全文共分為五個(gè)部分： 第一部分為第一章。首先闡述本文研究的目的與意義,然后從戰(zhàn)略性新興產(chǎn)業(yè)的界定、形成、選擇、成長(zhǎng)和政策等方面回顧國(guó)內(nèi)外研究現(xiàn)狀,最后介紹了本文的研究?jī)?nèi)容、研究方法和技術(shù)路線圖。 第二部分為第二章和第三章。第二章介紹戰(zhàn)略性新興產(chǎn)業(yè)培育的原理、發(fā)展機(jī)制和成長(zhǎng)的動(dòng)力系統(tǒng)。第三章分析湖北省戰(zhàn)略性新興產(chǎn)業(yè)培育的基礎(chǔ)：資源優(yōu)勢(shì)、區(qū)位優(yōu)勢(shì)、工業(yè)優(yōu)勢(shì)、產(chǎn)業(yè)規(guī)模、創(chuàng)新體系、科技實(shí)力、外部環(huán)境等。 第三部分為第四章。結(jié)合戰(zhàn)略性新興產(chǎn)業(yè)的特征,在回顧產(chǎn)業(yè)選擇理論的基礎(chǔ)上,依據(jù)戰(zhàn)略性新興產(chǎn)業(yè)選擇的原則,設(shè)計(jì)戰(zhàn)略性新興產(chǎn)業(yè)選擇的評(píng)價(jià)指標(biāo)體系,采用灰色關(guān)聯(lián)分析和數(shù)據(jù)包絡(luò)分析作為評(píng)價(jià)方法,挑選出湖北省應(yīng)該發(fā)展的戰(zhàn)略性新興產(chǎn)業(yè)。 第四部分為第五章至第七章,分別介紹湖北省戰(zhàn)略性新興產(chǎn)業(yè)培育的模式、路徑和政策。第五章設(shè)計(jì)了湖北省戰(zhàn)略性新興產(chǎn)業(yè)培育的四種模式——?jiǎng)恿δＪ�、組織模式、集群模式和階段模式；第六章提出了湖北省戰(zhàn)略性新興產(chǎn)業(yè)培育的兩條路徑——點(diǎn)-線-面路徑、面-線-點(diǎn)路徑；第七章總結(jié)了湖北省戰(zhàn)略性新興產(chǎn)業(yè)培育的政策——技術(shù)政策、組織政策、資金政策和人才政策。 第五部分為第八章,總結(jié)全文的內(nèi)容和觀點(diǎn),展望研究前景。
[Abstract]:In China, the problem of industrial transformation and upgrading has always been a traditional economic problem. From a global point of view, major economies have introduced a large number of emerging industry support policies. In order to seize the commanding point of future industrial competition, it is imperative for China to develop strategic emerging industries. Although domestic and foreign scholars have carried out a large number of research on strategic emerging industries from different levels and different angles. However, there are few studies on how to cultivate strategic emerging industries in specific areas. Based on the theories of regional economics, industrial economics and management, this paper combines qualitative analysis with quantitative analysis on the basis of systematic, scientific and practical principles. The research method combining theoretical research and empirical analysis, taking Hubei Province as the specific research object, discusses the related problems of strategic emerging industry cultivation, which enriches the theory of industrial innovation system. And for Hubei macro-industrial regulation and control to provide a reference basis. The full text is divided into five parts: The first part is the first chapter. First, the purpose and significance of this study are described, and then from the definition, formation, selection, growth and policy review of strategic emerging industries at home and abroad. Finally, this paper introduces the research content, research methods and technical roadmap. The second part is the second chapter and the third chapter. The second chapter introduces the principle of strategic emerging industry cultivation. The third chapter analyzes the foundation of Hubei strategic emerging industry cultivation: resource advantage, location advantage, industrial advantage, industrial scale, innovation system, scientific and technological strength. An external environment, etc. The third part is 4th chapter. Combined with the characteristics of strategic emerging industries, on the basis of reviewing the theory of industrial choice, according to the principles of strategic emerging industries selection. This paper designs the evaluation index system of strategic emerging industries, adopts grey correlation analysis and data envelopment analysis as the evaluation method, and selects the strategic emerging industries that should be developed in Hubei province. The 4th part includes 5th to 7th chapters, respectively, introduces the cultivation mode, path and policy of Hubei strategic emerging industry. 5th chapter designs four modes of Hubei strategic emerging industry cultivation-power mode. Organization mode, cluster mode and stage mode; Chapter 6th puts forward two paths of cultivating strategic emerging industries in Hubei Province: Point-line-plane path, plane-line-point path; Chapter 7th summarizes the policies of cultivating strategic emerging industries in Hubei Province-technology policy, organizational policy, capital policy and talent policy. The 5th part is 8th chapter, summarizes the full text content and the viewpoint, looks forward to the research prospect.
