【摘要】：低碳社會是一種與現(xiàn)行的社會發(fā)展模式不同的社會發(fā)展模式,它以人與自然的和諧為出發(fā)點,以經(jīng)濟社會的可持續(xù)發(fā)展為指導(dǎo)思想,以人的全面發(fā)展為目標,在實現(xiàn)經(jīng)濟增長方式和發(fā)展方式變革的基礎(chǔ)上,實現(xiàn)社會的系統(tǒng)變革,從根本上緩解當前人類面臨的困境,為人的發(fā)展創(chuàng)造更好的外部條件。如今,低碳社會成為全球未來公認的發(fā)展模式。對于環(huán)保事業(yè)剛剛起步的中國政府來說,既是一項巨大的挑戰(zhàn),也是一個巨大的發(fā)展機遇。發(fā)達國家曾經(jīng)犧牲環(huán)境追求經(jīng)濟增長模式代價是慘痛的,中國絕對不能步其后塵。在發(fā)展低碳社會的過程中,政府若成功轉(zhuǎn)變管理方式,提高其管理能力,不僅能促進經(jīng)濟與環(huán)境的協(xié)調(diào)發(fā)展,還會提高我國的國際競爭力。 本論文以理論分析與實證分析相結(jié)合的方法為主,以比較分析方法為輔,界定了政府在低碳社會發(fā)展的作用范圍和方式,分析了政府在低碳社會發(fā)展中作用發(fā)揮不夠的現(xiàn)象及其原因。論文共分為六個部分。第一部分是緒論,就選題的背景和意義做了闡述。第二部分界定了相關(guān)的基本概念,探討了相關(guān)的基礎(chǔ)理論,闡述了政府發(fā)展低碳社會的價值和工具。第三部分分析了政府在低碳社會發(fā)展中的主體協(xié)調(diào)作用、方向控制作用、組織實施作用和依法監(jiān)管作用。第四部分闡述了“十一五”時期政府促進低碳社會發(fā)展的政策體系及政府作用成果,總結(jié)了政府未能良好發(fā)揮作用的表現(xiàn),并分析了相關(guān)原因。第五部分介紹了國外低碳社會發(fā)展中政府發(fā)揮作用的實踐,總結(jié)了可借鑒的經(jīng)驗。第六部分提出了增強中國政府在低碳社會發(fā)展中作用的對策,包括健全資源環(huán)境法律法規(guī)等標準體系,推動市場機制,完善金融體系,完善政府業(yè)績評價考核機制等。
[Abstract]:Low-carbon society is a social development model which is different from the current social development model. It takes the harmony between man and nature as the starting point, the sustainable development of economic and society as the guiding ideology, and the overall development of human as the goal. On the basis of realizing the change of economic growth mode and development mode, realize the system change of society, fundamentally alleviate the predicament that mankind faces at present, create better external condition for human development. Low-carbon society has become a recognized development model in the future. It is a great challenge for the Chinese government, which has just started its environmental protection work. It is also a huge opportunity for development. It is painful for the developed countries to sacrifice the environment to pursue the economic growth model, and China must not follow suit in the process of developing a low-carbon society. If the government successfully changes its management mode and improves its management ability, it can not only promote the coordinated development of economy and environment, but also enhance the international competitiveness of our country. In this paper, the combination of theoretical analysis and empirical analysis is the main method, supplemented by comparative analysis method, which defines the scope and mode of the government's role in the development of low-carbon society. This paper analyzes the phenomenon of the government's insufficient role in the development of low-carbon society and its reasons. The thesis is divided into six parts. The first part is the introduction. The second part defines the relevant basic concepts, discusses the relevant basic theory. The third part analyzes the role of the government in coordinating the development of low-carbon society and the role of direction control. Part 4th expounds the policy system and the results of the government's role in promoting the development of low-carbon society during the 11th Five-Year Plan period, and summarizes the performance of the government's failure to play a good role. And analyzed the relevant reasons. 5th part of the introduction of foreign low-carbon society in the development of the role of government practice. Part 6th puts forward countermeasures to strengthen the role of Chinese government in the development of low-carbon society, including perfecting the standard system of resources and environment laws and regulations, promoting market mechanism and perfecting financial system. Improve the government performance evaluation and assessment mechanism.
