【摘要】:眾所周知,經(jīng)濟(jì)基礎(chǔ)決定上層建筑,一個(gè)地區(qū)經(jīng)濟(jì)的增長是實(shí)現(xiàn)整個(gè)地區(qū)全面發(fā)展的命脈,故政府通常會(huì)借用宏觀調(diào)控措施以保證經(jīng)濟(jì)實(shí)現(xiàn)又好又快發(fā)展。而財(cái)政支出政策正是政府調(diào)控宏觀經(jīng)濟(jì)的有利政策工具之一。在財(cái)政支出方面,政府會(huì)分別通過調(diào)控其規(guī)模與結(jié)構(gòu)這兩個(gè)不同側(cè)重,來實(shí)現(xiàn)對經(jīng)濟(jì)的調(diào)控功能。實(shí)踐證明,財(cái)政支出政策己成為內(nèi)蒙古政府調(diào)控經(jīng)濟(jì)的一種有效手段。而科學(xué)定量地分析掌握財(cái)政支出政策的作用效果,正是制定適宜財(cái)政政策的有力保證。對于內(nèi)蒙古來說,深入分析其財(cái)政支出對其經(jīng)濟(jì)增長的影響,同樣有利于內(nèi)蒙古政府宏觀調(diào)控功能的充分實(shí)現(xiàn),不僅具有理論意義,更加具有現(xiàn)實(shí)意義。 本文在公共產(chǎn)品理論、市場失靈理論、需求約束型增長理論以及內(nèi)生增長理論的重要基礎(chǔ)之上,從財(cái)政支出規(guī)模及結(jié)構(gòu)兩方面,展開對內(nèi)蒙古財(cái)政支出影響地區(qū)經(jīng)濟(jì)增長的研究。并借助柯布道格拉斯生產(chǎn)函數(shù),構(gòu)建了新的分別包含財(cái)政支出總量及財(cái)政支出各結(jié)構(gòu)指標(biāo)的函數(shù)模型。并且,本文采用統(tǒng)計(jì)學(xué)中得到廣泛認(rèn)可的協(xié)整分析法、向量自回歸模型、脈沖響應(yīng)及方差分析等科學(xué)方法,對1978-2010年的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行了實(shí)證研究,具有說服力。值得一提的是,本文借鑒使用了新的分類方法,以應(yīng)對新舊財(cái)政支出分類統(tǒng)計(jì)口徑出入問題,按照支出功能對內(nèi)蒙古財(cái)政支出做適當(dāng)?shù)臍w類合并,并在此基礎(chǔ)上深入分析了自1978年以來內(nèi)蒙古財(cái)政支出對經(jīng)濟(jì)增長影響的實(shí)證性研究,這在對內(nèi)蒙古的相關(guān)研究中為首例,也希望對全國研究提供參考。 分析結(jié)果顯示內(nèi)蒙古現(xiàn)行財(cái)政支出規(guī)模偏大,經(jīng)濟(jì)建設(shè)支出對經(jīng)濟(jì)增長作用甚微,而農(nóng)林水事務(wù)、國家管理支出及社會(huì)性支出均對內(nèi)蒙古經(jīng)濟(jì)建設(shè)產(chǎn)生正效應(yīng)。本文最后借助定量分析結(jié)果,,對內(nèi)蒙古現(xiàn)行的財(cái)政政策進(jìn)行了評價(jià),并提出相關(guān)的對策建議。
[Abstract]:As everyone knows, the economic base determines the superstructure, a regional economic growth is the lifeblood of all-round development of the whole region, so the government will usually use macro-control measures to ensure to achieve sound and rapid economic development. Financial expenditure policy is one of the favorable policy tools of government macroeconomic control. In terms of financial expenditure, the government will respectively by the regulation of the scale and structure of the two different emphases, to realize the control function of the economy. Practice shows that the fiscal expenditure policy has become an effective means to regulate the economy. The government of Inner Mongolia and the scientific quantitative analysis of master effect of fiscal expenditure policy, it is a powerful guarantee to establish appropriate fiscal policy. For Inner Mongolia, a deep analysis of the influence of the financial expenditure on economic growth, also conducive to the full realization of Inner Mongolia government macro-control function, not only has It is of theoretical significance and more realistic.
In this paper, the theory of public goods, market failure theory, based on an important demand constrained growth theory and endogenous growth theory, from two aspects of fiscal expenditure scale and structure, study on the regional economic growth of Inner Mongolia fiscal expenditure. And with the Cobb Douglas production function, construct the function model includes the total financial expenditure and the fiscal expenditure structure index. This paper uses new and widely recognized by the cointegration analysis method in statistics, vector auto regression model, impulse response and variance analysis and other scientific methods of 1978-2010 statistical data for the empirical research, convincing. It is worth mentioning that this paper uses classification the new method to deal with the new classification of fiscal expenditure statistics and problems, according to the expenditure function of fiscal expenditure in Inner Mongolia do merged into the appropriate, and then Based on in-depth analysis, the empirical research on the impact of Inner Mongolia's fiscal expenditure on economic growth has been made in-depth since 1978. This is the first case in Inner Mongolia's related research, and it also hopes to provide a reference for national research.
The results show that Inner Mongolia fiscal expenditure scale is too large, little economic construction expenditure effect on economic growth, while the national forestry and water affairs, management expenses and social expenditure have positive effect on the economic development of Inner Mongolia. Finally, by means of quantitative analysis results of Inner Mongolia's current fiscal policy is evaluated, and puts forward relevant countermeasures and suggestions.
