【摘要】：縱觀世界經(jīng)濟的發(fā)展歷史不難發(fā)現(xiàn),每一次的經(jīng)濟危機都催生了戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展,并且通過發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)走出經(jīng)濟危機的困境,奔向快速發(fā)展的道路�？萍几锩�通常會引發(fā)重大的社會變革,從而帶動更多新興產(chǎn)業(yè)的發(fā)展,在人們謀求更好的發(fā)展經(jīng)濟的路上,也在很多經(jīng)濟領(lǐng)域取得了新進展。經(jīng)過經(jīng)濟危機,使我們認識到發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)不僅是各國應(yīng)對經(jīng)濟危機的有效決策,也是實現(xiàn)經(jīng)濟轉(zhuǎn)型的必然要求,誰能抓住這次經(jīng)濟變革的機遇,誰就能搶占新一輪經(jīng)濟發(fā)展的制定高點。根據(jù)我國的經(jīng)濟基礎(chǔ)、資源環(huán)境、創(chuàng)新能力等方面的綜合考慮,我國的戰(zhàn)略性新興產(chǎn)業(yè)主要包括七大類:節(jié)能環(huán)保、新一代信息技術(shù)、生物、高端裝備制造、新能源、新材料、新能源汽車,這就給我國的發(fā)展定下了一個發(fā)展的框架。雖然我國的戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展時間不長,但是進步非常明顯,不僅緩解了經(jīng)濟危機對我國的沖擊也對我國的經(jīng)濟轉(zhuǎn)型發(fā)揮了重要作用。本文主要從河北省的戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的角度進行具體分析,先是描述河北省戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展狀態(tài),通過查閱國研網(wǎng)和相關(guān)文獻資料對河北省新興產(chǎn)業(yè)的描述來總結(jié)河北省戰(zhàn)略性新興產(chǎn)業(yè)的現(xiàn)狀。參考高新技術(shù)產(chǎn)業(yè)和戰(zhàn)略性新興產(chǎn)業(yè)前人的研究成果,來確定研究戰(zhàn)略性新興產(chǎn)業(yè)的評價指標體系。在評價體系中分兩個定量指標,一個定性指標,分別用因子分析對定量指標進行提取因子的分析;再采用層次分析法和模糊評價法相結(jié)合的方式對定性指標進行分析;最后通過主成分回歸法建立了兩個定量指標與戰(zhàn)略性新興產(chǎn)業(yè)總產(chǎn)值的回歸關(guān)系。經(jīng)過以上實證分析結(jié)果來剖析河北省戰(zhàn)略性新興產(chǎn)業(yè)所存在的不足,并結(jié)合河北省的發(fā)展特點和存在的問題給出相關(guān)的政策建議。
[Abstract]:Looking at the development history of the world economy, it is not difficult to find that every economic crisis has spawned the development of strategic emerging industries, and through the development of strategic emerging industries out of the plight of economic crisis. The revolution of science and technology will usually lead to great social changes, which will lead to the development of more new industries, and on the way of people seeking better economic development. Through the economic crisis, we have realized that developing strategic emerging industries is not only an effective decision of countries to deal with the economic crisis, but also an inevitable requirement for the realization of economic transformation. Who can seize the opportunity of this economic change, who can seize the new round of economic development of the formulation of the high point. According to our economic base, resources and environment, innovation ability and other aspects of comprehensive consideration. China's strategic emerging industries mainly include seven categories: energy conservation and environmental protection, new generation of information technology, biology, high-end equipment manufacturing, new energy, new materials, new energy vehicles. This has set a framework for the development of our country. Although the development of strategic emerging industries in China is not long, the progress is very obvious. It not only alleviates the impact of the economic crisis on our country, but also plays an important role in the economic transformation of our country. First describes the development of strategic emerging industries in Hebei Province. Through consulting the national research network and related literature on the description of the emerging industries in Hebei Province to summarize the current situation of strategic emerging industries in Hebei Province. Refer to the previous research results of high-tech industries and strategic emerging industries. In the evaluation system, there are two quantitative indicators, one qualitative index, using factor analysis to analyze the extraction factors of quantitative indicators; Then the analytic hierarchy process (AHP) and the fuzzy evaluation method are used to analyze the qualitative indexes. Finally, through the principal component regression method to establish the regression relationship between the two quantitative indicators and the total output value of strategic emerging industries. Through the above empirical analysis results to analyze the shortcomings of strategic emerging industries in Hebei Province. Combined with the development characteristics of Hebei Province and the existing problems to give the relevant policy recommendations.
