【摘要】：目前我國工業(yè)化和城市化正處于加速階段,因此在一個相當(dāng)長的時期內(nèi),投資仍將在我國經(jīng)濟(jì)社會發(fā)展中發(fā)揮關(guān)鍵作用。在現(xiàn)代社會中,社會總投資是由政府投資和非政府投資兩大部分構(gòu)成的。非政府投資是由具有獨(dú)立經(jīng)濟(jì)利益的微觀經(jīng)濟(jì)主體(企業(yè)和個人)根據(jù)自身所能感受到的微觀效益和微觀成本進(jìn)行的自主投資活動。而政府投資是指政府為了實現(xiàn)社會管理、公共服務(wù)、市場監(jiān)管、調(diào)節(jié)經(jīng)濟(jì)等職能,滿足社會公共需要,實現(xiàn)經(jīng)濟(jì)和社會發(fā)展戰(zhàn)略,使用政府性資金進(jìn)行的固定資產(chǎn)投資活動。 政府投資的主要目的是實現(xiàn)自身的公共服務(wù)職能。主要包括公益性目的、經(jīng)濟(jì)性目的。政府投資在社會投資和資源配置中起到重要導(dǎo)向作用,可以彌補(bǔ)市場失靈,協(xié)調(diào)全社會的重大投資關(guān)系,進(jìn)而推動經(jīng)濟(jì)發(fā)展和結(jié)構(gòu)優(yōu)化。政府投資項目是政府投資的主要載體和組織形式,近年來安徽省政府投資項目管理水平不斷提高,初步形成了投資主體多元化、資金來源多渠道、投資方式多樣化、項目建設(shè)市場化的新格局。但是,從現(xiàn)實情況看,安徽省政府投資項目建設(shè)管理還存在不少問題,政府投資項目決策、建設(shè)、運(yùn)營管理還需要進(jìn)一步改進(jìn)。 本文首先對政府投資的必要性、政府投資項目的范圍、政府投資目標(biāo)和績效的界定進(jìn)行分析,對國內(nèi)外政府投資項目管理的部分模式進(jìn)行分析比較；然后對安徽省政府投資項目管理現(xiàn)狀進(jìn)行分析,重點(diǎn)對項目決策、建設(shè)和運(yùn)營、監(jiān)管等過程進(jìn)行梳理；接下來指出項目實施過程中存在的主要問題并分析原因；最后提出進(jìn)一步完善安徽省政府投資項目管理體制的幾點(diǎn)設(shè)想。
[Abstract]:At present our country industrialization and city are in acceleration stage, so in a fairly long period of time, the investment will play a key role in China's economic and social development. In modern society, the total social investment is the investment by the government and non government investment of two parts. Non government investment is from micro economic entities with independent economic interests (business and personal) according to the investment benefit and micro micro cost itself can feel the government investment. The government refers to the realization of social management, public service, market supervision, regulation of economic functions, meet the social public needs, to achieve economic and social development strategy, the use of the government funds the activities of investment in fixed assets.
The main purpose of government investment is to achieve their own public service functions. Including the purpose of public interest and economic purpose. Government investment plays an important role in social investment and the allocation of resources, can make up for market failure and coordination of the whole society's major investment relations, and promote the economic development and structural optimization of government investment projects is the main. Carrier and organization form of government investment in recent years, the management level of Anhui provincial government investment projects continue to increase, the initial formation of investment diversification, diversified funding sources, diversification of investment, a new pattern of project construction market. However, in reality, the Anhui provincial government investment project management there still exist many problems. The decision, the government investment project construction, operation and management need to be further improved.
Firstly, the necessity of government investment, government investment projects, define the government's investment objectives and performance are analyzed, some modes of domestic and foreign government investment project management were analyzed; then the status quo of Anhui provincial government investment project management are analyzed, focusing on project decision-making, construction and operation, supervision process then combing; points out the main problems existing in the project implementation process and analyze the reasons; finally put forward some suggestions to further improve the Anhui provincial government investment project management system.
