【摘要】：伴隨知識經(jīng)濟(jì)、信息革命和全球化、城市化的發(fā)展，世界和區(qū)域經(jīng)濟(jì)一體化態(tài)勢日趨明顯。在此背景下，研究都市圈經(jīng)濟(jì)一體化，既是參與全球競爭合作的客觀要求，也是應(yīng)對經(jīng)濟(jì)全球化和區(qū)域一體化的必然選擇。目前濟(jì)南都市圈經(jīng)濟(jì)一體化正處于起步階段，面臨著外部經(jīng)濟(jì)高地擠壓襲奪和內(nèi)部機(jī)制軟弱無序競爭的雙重壓力，迫切需要對其進(jìn)行相關(guān)研究。 本文在匯總分析相關(guān)基礎(chǔ)理論和文獻(xiàn)基礎(chǔ)上，，深入剖析濟(jì)南都市圈基礎(chǔ)現(xiàn)狀，從產(chǎn)業(yè)一體化、市場一體化、交通一體化和政策一體化等方面綜合評判濟(jì)南都市圈經(jīng)濟(jì)一體化進(jìn)展，并通過問卷調(diào)查進(jìn)行實證研究，最后提出濟(jì)南都市圈經(jīng)濟(jì)一體化發(fā)展戰(zhàn)略和保障措施。 從濟(jì)南都市圈經(jīng)濟(jì)一體化的現(xiàn)狀來看。2000年以來濟(jì)南都市圈在城鎮(zhèn)體系、經(jīng)濟(jì)社會發(fā)展、城市化進(jìn)程等各方面均取得較大成績，都市圈內(nèi)各城市間的城市空間張力和經(jīng)濟(jì)聯(lián)系強(qiáng)度都有明顯增強(qiáng)，一體化呈現(xiàn)加強(qiáng)趨勢，但與周邊城市密集區(qū)相比相對落后。濟(jì)南都市圈經(jīng)濟(jì)一體化既有優(yōu)勢和機(jī)遇又存在劣勢和挑戰(zhàn)，正是其發(fā)展的關(guān)鍵時期。 從濟(jì)南都市圈經(jīng)濟(jì)一體化評價結(jié)果看，2000年以來濟(jì)南都市圈經(jīng)濟(jì)一體化取得一定進(jìn)展，但發(fā)展程度仍然不高。產(chǎn)業(yè)一體化方面，通過區(qū)位熵的灰色關(guān)聯(lián)分析發(fā)現(xiàn)，宏觀尺度產(chǎn)業(yè)趨同，中觀和微觀尺度產(chǎn)業(yè)趨異，產(chǎn)業(yè)分工顯現(xiàn)，但同構(gòu)現(xiàn)象依然嚴(yán)重。市場一體化方面，通過價格法計算商品零售價格指數(shù)、居民消費價格指數(shù)和在崗工人工資離散程度和收斂情況發(fā)現(xiàn)：商品市場和居民消費市場波動較大，一體化程度較低；勞動力市場變異較小，趨于收斂，一體化程度明顯增強(qiáng)。交通一體化方面，2000年以來，濟(jì)南都市圈交通網(wǎng)絡(luò)逐漸密集，網(wǎng)絡(luò)運輸能力大幅提升，高速公路所占比重顯著提高，交通便利性增強(qiáng)，但仍存在區(qū)域不平衡、分工不明確等問題。政策一體化方面，自濟(jì)南都市圈提出以來，出臺了一系列相關(guān)發(fā)展政策，但執(zhí)行力相對不足。 通過實地調(diào)查分析發(fā)現(xiàn)，居民對濟(jì)南都市圈的認(rèn)識度不到六成，還沒有被普遍了解；其經(jīng)濟(jì)一體化水平不高，相比較產(chǎn)業(yè)一體化、市場一體化和政策一體化不理想的現(xiàn)狀，交通一體化較能得到人們的認(rèn)可。缺少相關(guān)組織協(xié)調(diào)部門和沒有建立統(tǒng)一的市場秩序是濟(jì)南都市圈經(jīng)濟(jì)一體化發(fā)展最主要的障礙；雖然濟(jì)南集聚力不足，但其在都市圈中的核心地位不可動搖，人們普遍看好濟(jì)南都市圈經(jīng)濟(jì)一體化的發(fā)展前景。 基于對濟(jì)南都市圈現(xiàn)狀的綜合評判和借鑒國內(nèi)外成功經(jīng)驗，本文為濟(jì)南都市圈經(jīng)濟(jì)一體化發(fā)展提出了四大發(fā)展戰(zhàn)略。一是借鑒先進(jìn)經(jīng)驗、取長補(bǔ)短的后發(fā)優(yōu)勝戰(zhàn)略；二是內(nèi)外競合銜接的區(qū)域聯(lián)動發(fā)展戰(zhàn)略；三是“核心引領(lǐng)+軸線帶動”的空間優(yōu)化戰(zhàn)略；四是“產(chǎn)業(yè)互動+市場統(tǒng)一+交通聯(lián)網(wǎng)+政策保障”的綜合提升戰(zhàn)略。最后，有針對性地從全省、區(qū)域、城市等不同空間尺度，從政策、經(jīng)濟(jì)、規(guī)劃、技術(shù)等多個方面為濟(jì)南都市圈經(jīng)濟(jì)一體化發(fā)展提出保障對策。
[Abstract]:With the development of knowledge economy, the information revolution and globalization, the development of the city, the world and regional economic integration trend has become increasingly evident. In this context, research on the economic integration of metropolitan, is an objective requirement to participate in the global competition and cooperation, but also the inevitable choice to deal with the economic globalization and regional integration. At present, Ji'nan metropolitan area economic integration is in its infancy. Facing the double pressure of external economy and internal mechanism to capture high extrusion soft disorderly competition, the urgent need of relevant research.
Based on the summary analysis of the related theory and literature on the basis of in-depth analysis of Ji'nan metropolitan area basic situation, from the industrial integration, market integration, traffic integration comprehensive evaluation and policy aspects of the integration of Ji'nan metropolitan area economic integration progress, and conduct empirical research through the questionnaire survey, and finally puts forward the strategy of Ji'nan metropolitan area economy integration development and the safeguard measures.
From the current situation of Ji'nan metropolitan area economic integration.2000 years of Ji'nan metropolitan area in the urban system, the economic and social development, have made great achievements in all aspects of city urbanization, metropolitan city spatial tension and strength of economic ties between each city have increased significantly, showing increasing trend of integration, but the dense and the surrounding city district compared to relatively backward. Ji'nan metropolitan area economic integration has both advantages and disadvantages and the opportunities and challenges, is a critical period of its development.
From the Ji'nan metropolitan area economic integration evaluation results, since 2000, Ji'nan metropolitan area economic integration has made certain progress, but the development level is still not high. Industrial integration, through the gray correlation entropy analysis found that the macro scale industrial convergence, meso and micro scale industrial divergence, the industrial division of labor appear, but the isomorphic phenomenon is still serious. Market integration, through the price calculation method of commodity retail price index, consumer price index and worker wage dispersion and convergence of that commodity market and consumer market volatility, low level of integration; labor market variation tends to converge, the degree of integration significantly enhanced. Traffic integration, since 2000, Ji'nan the metropolitan transportation network gradually intensive, network transport capacity increases, the proportion of the highway traffic increased significantly. The convenience has been enhanced, but there are still some problems such as regional imbalance and division of labor. In terms of policy integration, a series of related development policies have been introduced since the Ji'nan metropolitan area was put forward, but the execution is relatively insufficient.
Through field investigation and analysis, the residents' understanding of the Ji'nan metropolitan area is less than 60%, has not been generally understood; the level of economic integration is not high, compared to industrial integration, market integration and policy integration situation is not ideal, traffic integration than to get people's approval. The lack of relevant departments and without the establishment of organization and coordination unified market order is the Ji'nan metropolitan area economic integration develops the main obstacle; although the Ji'nan gathering, but in the metropolitan area of the core unshakable position, people generally optimistic about the prospects for the development of Ji'nan metropolitan area economic integration.
Comprehensive evaluation on the status of the Ji'nan metropolitan area and based on the successful experience from home and abroad, this paper puts forward four development strategies for Ji'nan metropolitan area economic integration development. One is the advanced experience, learn from each other after winning strategy; two is the convergence of regional linkage inside and outside competing development strategy; three is the "core leading + space strategy optimization the axis is driven"; four is to enhance the comprehensive industrial interaction + market + + network traffic unified security policy "strategy. Finally, targeted from the province, city and region, different spatial scales, from the policy, economy, planning, many aspects of technology and Countermeasures for Ji'nan metropolitan area economy integration development.
