【摘要】：20世紀(jì)90年代以來,全球人口急劇增加、資源短缺嚴(yán)重、環(huán)境遭到污染,面對(duì)這樣嚴(yán)峻的形勢(shì),人們?cè)谕苿?dòng)經(jīng)濟(jì)發(fā)展的同時(shí)也開始慎重思考如何解決環(huán)境問題。寧夏作為我國(guó)西北內(nèi)陸省份,屬于典型的煤炭資源富集地且生態(tài)環(huán)境脆弱。近年來,依靠當(dāng)?shù)孛禾抠Y源的開采和加工拉動(dòng)了經(jīng)濟(jì)增長(zhǎng),區(qū)域經(jīng)濟(jì)獲得了較快發(fā)展,同時(shí)這也給寧夏的環(huán)境保護(hù)帶來了巨大壓力。因此,要兼顧寧夏經(jīng)濟(jì)的增長(zhǎng)與環(huán)境質(zhì)量的改善,就必須處理好經(jīng)濟(jì)增長(zhǎng)與環(huán)境的關(guān)系,將環(huán)境保護(hù)和經(jīng)濟(jì)發(fā)展統(tǒng)籌規(guī)劃,走一條可持續(xù)發(fā)展道路。 本文基于相關(guān)指標(biāo)與數(shù)據(jù)對(duì)寧夏近三十年來經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量的互動(dòng)關(guān)系進(jìn)行了研究。首先,結(jié)合環(huán)境經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)與發(fā)展經(jīng)濟(jì)學(xué)的相關(guān)理論知識(shí),對(duì)基本的經(jīng)濟(jì)與環(huán)境概念予以界定并闡述了相關(guān)理論；其次,針對(duì)寧夏地區(qū)的實(shí)際情況、結(jié)合當(dāng)?shù)氐膶?shí)際統(tǒng)計(jì)數(shù)據(jù),對(duì)近三十年寧夏的經(jīng)濟(jì)增長(zhǎng)與環(huán)境保護(hù)現(xiàn)狀進(jìn)行縱向的概括性描述。再次,在確定指標(biāo)、收集數(shù)據(jù)的基礎(chǔ)上,采用計(jì)量經(jīng)濟(jì)學(xué)的模型進(jìn)行定量與定性的分析,解析了寧夏環(huán)境質(zhì)量與經(jīng)濟(jì)增長(zhǎng)的關(guān)系。最后,綜合分析結(jié)果,依據(jù)寧夏地區(qū)的實(shí)際情況,因地制宜地提出了促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展的對(duì)策建議。
[Abstract]:Since 1990s, the global population has increased sharply, the shortage of resources is serious, and the environment has been polluted. As a inland province of northwest China, Ningxia is a typical coal resource rich area and the ecological environment is fragile in recent years. Relying on the mining and processing of local coal resources to stimulate economic growth, regional economy has been rapid development, at the same time, this also brought great pressure on the environmental protection of Ningxia. In order to take into account the economic growth and the improvement of environmental quality in Ningxia, we must deal with the relationship between economic growth and environment, plan environmental protection and economic development as a whole, and follow a path of sustainable development. Based on the relevant indicators and data, this paper studies the interaction between economic growth and environmental quality in Ningxia in the past 30 years. First, combined with environmental economics, regional economics and development economics related theoretical knowledge. The basic concepts of economy and environment are defined and related theories are expounded. Secondly, according to the actual situation of Ningxia region, combined with the local statistical data, the economic growth and environmental protection status of Ningxia in the past 30 years are described vertically. Thirdly, in the determination of indicators. On the basis of collecting data, quantitative and qualitative analysis is carried out by econometrics model, and the relationship between environmental quality and economic growth in Ningxia is analyzed. Finally, the comprehensive analysis results, according to the actual situation in Ningxia region. Countermeasures and suggestions to promote the coordinated development of local economy and environment are put forward according to local conditions.
