【摘要】：正"十二五"期間,云南省全面貫徹落實(shí)國家創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略和對(duì)外開放戰(zhàn)略部署,在以引進(jìn)消化吸收再創(chuàng)新、集成創(chuàng)新為重點(diǎn),加強(qiáng)與美、歐、俄等發(fā)達(dá)國家和新興經(jīng)濟(jì)體合作的同時(shí),按照我國"睦鄰、安鄰、富鄰"周邊外交方針和"親、誠、惠、容"的周邊外交理念,以共建平臺(tái)、共享技術(shù)創(chuàng)新成果為主要合作方式,積極推動(dòng)科技"走出去",努力拓展與南亞東南亞國家的合作,為提升云南的自主創(chuàng)新能力及技術(shù)轉(zhuǎn)移能力,推進(jìn)我國面向西南開放重
[Abstract]:During the 12th Five-Year Plan period, Yunnan Province has fully implemented the national strategy of innovation-driven development and the strategic deployment of opening up to the outside world, focusing on the introduction, digestion, absorption, re-creation, and integration of innovation, and strengthening its ties with the United States and Europe. Russia and other developed countries and emerging economies cooperate with each other, in accordance with our country's neighboring diplomatic policy of "good-neighborliness, peace and prosperity" and the concept of "close, sincere, favorable, and tolerant" peripheral diplomacy, in order to build a platform together. Sharing the achievements of technological innovation is the main mode of cooperation, actively promoting the "going out" of science and technology, striving to expand cooperation with countries in South and Southeast Asia, and promoting Yunnan's independent innovation and technology transfer capabilities. Pushing forward China's opening towards Southwest China
