【摘要】：吉林省傳統(tǒng)產(chǎn)業(yè)在全省的經(jīng)濟總量中占有重大比重，有著明顯的優(yōu)勢地位，其轉型升級問題是吉林省振興經(jīng)濟和可持續(xù)發(fā)展的關鍵。本文在分析吉林省傳統(tǒng)產(chǎn)業(yè)發(fā)展現(xiàn)狀并肯定其戰(zhàn)略地位的基礎上，打破了新古典經(jīng)濟學資本完全流動的假設條件，從沉淀成本、產(chǎn)權和信息不完全等非新古典經(jīng)濟學的視角來揭示傳統(tǒng)產(chǎn)業(yè)轉型升級困難的根本原因，最后得出傳統(tǒng)產(chǎn)業(yè)轉型升級的產(chǎn)業(yè)升級悖論并結合吉林省的現(xiàn)實情況提出相應的政策建議。即以往的傳統(tǒng)產(chǎn)業(yè)轉型升級不成功往往是受到沉淀成本、交易成本、不確定性等因素的制約，在轉型的初期就不能切實有效的實施，在接續(xù)的轉型中后期發(fā)展也沒有按照設想的理想化狀態(tài)進行，而是走向另一條路，造成產(chǎn)業(yè)的轉型升級困難，陷入傳統(tǒng)產(chǎn)業(yè)轉型升級悖論的困境中。所以，為了確保我省傳統(tǒng)產(chǎn)業(yè)轉型升級的健康持續(xù)發(fā)展，就要從產(chǎn)業(yè)升級悖論的根本原因出發(fā)來提出相應的產(chǎn)業(yè)結構調(diào)整與升級的對策建議。即傳統(tǒng)產(chǎn)業(yè)轉型升級不能僅依靠市場的力量來約束，要通過完善市場制度和政府干預政策相結合的方式，共同作用來轉嫁沉淀成本、減少交易成本等，創(chuàng)造公平公正的經(jīng)營環(huán)境等。 本文共分為六個部分。第一部分為緒論，主要就吉林省傳統(tǒng)產(chǎn)業(yè)轉型升級問題的研究背景、選題意義進行闡述，然后對國內(nèi)外的研究現(xiàn)狀進行了評述，最后對全文的寫作內(nèi)容進行了簡單的概括。 第二部分主要探討了傳統(tǒng)產(chǎn)業(yè)轉型升級問題的相關理論。首先界定了傳統(tǒng)產(chǎn)業(yè)、產(chǎn)業(yè)轉型、產(chǎn)業(yè)升級等相關概念，然后描述了現(xiàn)有的產(chǎn)業(yè)轉型和產(chǎn)業(yè)結構升級理論。最后轉換視角提出非主流經(jīng)濟學下研究傳統(tǒng)產(chǎn)業(yè)升級困難的一些理論。 第三部分就吉林省的汽車產(chǎn)業(yè)、石油化工業(yè)、糧食加工業(yè)等傳統(tǒng)產(chǎn)業(yè)的現(xiàn)狀進行了描述，肯定了傳統(tǒng)產(chǎn)業(yè)在滿足百姓物質需求、提供大量稅收、創(chuàng)造就業(yè)崗位等方面的貢獻，也突出了現(xiàn)實情況下傳統(tǒng)產(chǎn)業(yè)的重要地位和其轉型升級的必要性。 第四部門是本文的重點部分，從沉淀成本、交易成本、不確定性因素來重新審視為什么傳統(tǒng)產(chǎn)業(yè)轉型升級總是困難重重。一方面，由于沉淀成本等因素的存在限制了傳統(tǒng)產(chǎn)業(yè)的轉型升級，另一方面，，也由于信息不對稱和不確定性的存在造成企業(yè)家的預期判斷出現(xiàn)偏差，最后導致傳統(tǒng)產(chǎn)業(yè)的轉型升級的接續(xù)發(fā)展中偏離原有的軌跡，造成產(chǎn)業(yè)升級悖論。這也是傳統(tǒng)產(chǎn)業(yè)轉型升級困難的根本原因。 第五部分是政策建議部分。就傳統(tǒng)產(chǎn)業(yè)轉型升級困難的根本原因，得出吉林省的傳統(tǒng)產(chǎn)業(yè)轉型升級只依靠市場的力量是不夠的，需要市場、政府和企業(yè)三方面的共同努力和配合。所以，結合吉林省傳統(tǒng)產(chǎn)業(yè)的發(fā)展現(xiàn)狀分別從市場體制、企業(yè)、政府三個方面提出了適合吉林省傳統(tǒng)產(chǎn)業(yè)轉型升級發(fā)展的政策建議。 第六部分是結論部分。是本文對吉林省傳統(tǒng)產(chǎn)業(yè)轉型升級問題的概括總結，并得出論文的不足之處和未來進一步的研究方向。通過對吉林省傳統(tǒng)產(chǎn)業(yè)轉型升級問題的研究，得出以下結論：一是肯定了傳統(tǒng)產(chǎn)業(yè)在吉林省經(jīng)濟發(fā)展中的重要地位；二是得出沉淀成本、交易成本和不確定性因素是傳統(tǒng)產(chǎn)業(yè)轉型升級困難的根本原因，也是其接續(xù)發(fā)展不明朗造成產(chǎn)業(yè)升級悖論的根本原因。三是結合吉林省的現(xiàn)實情況提出政策建議，即傳統(tǒng)產(chǎn)業(yè)的轉型升級不能只依靠市場力量，需要政府干預和市場相互結合來共同解決，完善市場競爭機制，減少交易成本，轉嫁沉淀成本。與此同時，企業(yè)也需要與政府相互配合，解決企業(yè)內(nèi)外部的約束激勵，保障人力資本、資金資源的投入，促進傳統(tǒng)產(chǎn)業(yè)轉型升級。
[Abstract]:The traditional industry of Jilin province occupies a major proportion in the total economy of the province, has a distinct advantage, its transformation and upgrading is the key problem of Jilin province economic revitalization and sustainable development. Based on the analysis of the current situation of the development of traditional industries in Jilin province and affirms its strategic position, breaking the assumptions of neoclassical economics capital flows from the perspective of property rights, sunk costs, and incomplete information and other non neoclassical economics to reveal the root cause of the difficulties of traditional industry transformation and upgrading, finally upgrade the industrial upgrading paradox and combining with the actual situation of Jilin Province, put forward the corresponding policy suggestions. The transformation of traditional industries, the former traditional industry transformation and upgrading is often not successful by restricting the sunk costs, transaction costs, uncertainty and other factors, in the early stages of the transition is not implemented effectively, in the continuation of the transformation in the The late development is not in accordance with the ideal state envisaged, but to the other way, caused the transformation of industrial upgrading difficulties in the transformation and upgrading of traditional industries predicaments. So, in order to ensure the transformation and upgrading of traditional industries in our province healthy and sustainable development, the fundamental reason is to start from the industrial upgrading paradox countermeasures to put forward the corresponding adjustment and upgrading of industrial structure. The transformation and upgrading of traditional industries can not only rely on market forces to combine constraints, through the improvement of the market system and the government intervention policy mode, joint action to shift the sunk costs, reduce transaction costs, create a fair business environment.
This paper is divided into six parts. The first part is the introduction, mainly on the background and significance of the transformation and upgrading of traditional industries in Jilin province. Then, the current research situation at home and abroad is reviewed. Finally, the content of the full text is briefly summarized.
The second part mainly discusses the related theory of transformation and upgrading of traditional industries. Firstly it defines the traditional industries, industrial restructuring, industrial upgrading and other related concepts, and then describes the theory of industrial transformation and upgrading the existing industrial structure. Finally put forward the non mainstream economics from the perspective of the conversion of some of the traditional theory of industrial upgrading difficult.
The third part is the Jilin province automobile industry, petroleum chemical industry, this paper describes the food processing industry and other traditional industries, affirmed the traditional industries to meet people's material needs, provide a lot of taxes, create jobs and other aspects of the contribution, also highlighted the importance of traditional industries under the realistic situation and the necessity of transformation and upgrading.
The fourth sector is the key part of this paper, from the sunk costs, transaction costs, uncertainty factors to examine why the transformation and upgrading of traditional industries is difficult. On the one hand, because of sunk costs and other factors have restricted the transformation and upgrading of traditional industries, on the other hand, because of the anticipation of information asymmetry and uncertainty the deviation caused by the entrepreneur, and finally lead to the transformation and upgrading of traditional industries instead of the original trajectory of development, resulting in the paradox of industrial upgrading. This is the root cause of transformation of traditional industries upgrade difficult.
The fifth part is the policy recommendations on the transformation of traditional industries. The fundamental reason is difficult to update and upgrade only rely on market forces is not enough, the market that the transformation of traditional industries in Jilin Province, the three aspects of the joint efforts of government and enterprises and cooperation. Therefore, combined with the current development of the traditional industry of Jilin province respectively from the market system of enterprises and put forward for the traditional industry transformation and upgrading of Jilin province policy recommendations for the development of three aspects of the government.
The sixth part is the conclusion. This paper is on the transformation and upgrading of traditional industries in Jilin province summarized, shortcomings and the future direction of further study. Through the study of the transformation and upgrading of traditional industries in Jilin Province, draw the following conclusions: one is the importance of traditional industries in the economic development in Jilin province that is two; sunk costs, transaction costs and uncertainty is the basic reason for the transformation and upgrading of traditional industries is difficult, the continuous development of uncertain cause industry upgrading paradox. The three is the actual situation in Jilin province and put forward some policy suggestions, namely the traditional industry transformation and upgrading should not only rely on market forces to jointly to solve the combination of government and market, improve the market competition mechanism, reduce transaction costs, transfer of sunk cost. At the same time, enterprises also need to The government should cooperate with each other to solve the internal and external constraint incentive of the enterprises, guarantee the investment of human capital and capital resources, and promote the transformation and upgrading of traditional industries.
