【摘要】：區(qū)域協(xié)同發(fā)展是新型城鎮(zhèn)化戰(zhàn)略背景下,新一屆政府推動區(qū)域內(nèi)產(chǎn)業(yè)合理布局和特大城市可持續(xù)發(fā)展的重要政策舉措。當(dāng)前區(qū)域協(xié)同發(fā)展戰(zhàn)略本質(zhì)上是通過政府力量對區(qū)域內(nèi)產(chǎn)業(yè)布局失衡現(xiàn)象進(jìn)行糾正的政策行為。政府主導(dǎo)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整模式既有其客觀合理性,也面臨著現(xiàn)實(shí)的發(fā)展障礙。產(chǎn)業(yè)結(jié)構(gòu)調(diào)整一方面需要以市場機(jī)制為基礎(chǔ),妥善處理好市場與政府關(guān)系的定位問題。另一方面也需要借助政府力量的干預(yù),有效推動協(xié)調(diào)區(qū)域內(nèi)產(chǎn)業(yè)布局優(yōu)化,這一過程中尤其需要妥善解決我國現(xiàn)有的地方政府間財(cái)政分權(quán)模式帶來的地方利益競爭問題。
[Abstract]:Regional coordinated development is an important policy measure for the new government to promote the rational layout of industry and the sustainable development of megacities under the background of new urbanization strategy. The current regional coordinated development strategy is essentially a policy action to correct the imbalance of industrial layout in the region through government forces. Government-led industrial structure adjustment model has its objective rationality, but also faces real obstacles. On the one hand, the adjustment of industrial structure needs to take the market mechanism as the basis and properly deal with the orientation of the relationship between the market and the government. On the other hand, it also needs the intervention of the government to effectively promote the optimization of the industrial layout in the coordinated region. In this process, it is especially necessary to properly solve the competition of local interests brought by the existing fiscal decentralization model among local governments in our country.
