西部地區(qū)人力資本積累對(duì)技術(shù)創(chuàng)新能力作用機(jī)制研究

【摘要】：近些年來(lái),國(guó)內(nèi)外不少學(xué)者對(duì)人力資本積累與技術(shù)創(chuàng)新能力之間關(guān)系進(jìn)行了大量的研究,但是針對(duì)人力資本積累對(duì)技術(shù)創(chuàng)新能力的作用研究較少。西部地區(qū)創(chuàng)新能力遠(yuǎn)低于東部沿海地區(qū),技術(shù)創(chuàng)新能力嚴(yán)重不足。因此如何彌補(bǔ)西部地區(qū)技術(shù)創(chuàng)新能力的不足,提升西部區(qū)域創(chuàng)新能力,重點(diǎn)在于分析西部地區(qū)人力資本積累對(duì)技術(shù)創(chuàng)新能力作用的內(nèi)在機(jī)制。 本文首先界定相關(guān)概念和評(píng)述相關(guān)文獻(xiàn),在借鑒前人研究的基礎(chǔ)上,得出知識(shí)儲(chǔ)備型教育和產(chǎn)業(yè)集群是人力資本積累的重要方式�；谥R(shí)儲(chǔ)備型教育和產(chǎn)業(yè)集群的視角分析西部地區(qū)人力資本積累現(xiàn)狀,運(yùn)用因子分析方法分析西部地區(qū)技術(shù)創(chuàng)新能力現(xiàn)狀。然后從西部地區(qū)人力資本積累的角度研究知識(shí)儲(chǔ)備型教育對(duì)西部地區(qū)技術(shù)創(chuàng)新能力增強(qiáng)的動(dòng)態(tài)累積效應(yīng),分析產(chǎn)業(yè)集群對(duì)西部技術(shù)創(chuàng)新能力擴(kuò)散的內(nèi)在機(jī)制,從而探討西部地區(qū)人力資本積累對(duì)技術(shù)創(chuàng)新能力的作用機(jī)理,構(gòu)造有效的技術(shù)創(chuàng)新能力的培育模式,進(jìn)而為提升西部地區(qū)技術(shù)創(chuàng)新力,增強(qiáng)西部創(chuàng)新能力提供理論支持和政策建議。 本文在上述研究的基礎(chǔ)上,得出西部地區(qū)的知識(shí)儲(chǔ)備型教育的落后和產(chǎn)業(yè)集群規(guī)模的不足抑制了西部地區(qū)人力資本積累,從西部地區(qū)人力資本積累對(duì)技術(shù)創(chuàng)新能力作用的內(nèi)在機(jī)制可知：西部地區(qū)人力資本積累的緩慢進(jìn)一步制約著西部地區(qū)技術(shù)創(chuàng)新能力的培育,致使西部創(chuàng)新能力不足。所以為增強(qiáng)西部地區(qū)技術(shù)創(chuàng)新力,提升西部地區(qū)創(chuàng)新能力,須加大西部地區(qū)知識(shí)儲(chǔ)備型教育的投資力度,加強(qiáng)西部地區(qū)的產(chǎn)業(yè)集群。
[Abstract]:In recent years, many scholars at home and abroad have done a lot of research on the relationship between human capital accumulation and technological innovation ability, but the effect of human capital accumulation on technological innovation ability is less. The innovation ability of the western region is far lower than that of the eastern coastal area, and the technological innovation ability is seriously insufficient. Therefore, how to make up for the deficiency of the technological innovation ability of the western region and promote the regional innovation ability of the west region, the emphasis lies in the analysis of the internal mechanism of the human capital accumulation on the technological innovation ability in the western region. Firstly, this paper defines the relevant concepts and reviews the relevant literature. On the basis of previous studies, it concludes that knowledge reserve education and industrial cluster are the important ways of human capital accumulation. Based on the perspective of knowledge reserve education and industrial cluster, this paper analyzes the present situation of human capital accumulation in the western region, and analyzes the present situation of the technological innovation ability in the western region by using factor analysis method. Then, from the perspective of human capital accumulation in the western region, this paper studies the dynamic cumulative effect of knowledge reserve education on the enhancement of the technological innovation ability in the western region, and analyzes the internal mechanism of the diffusion of industrial clusters to the technological innovation ability of the western region. Therefore, this paper discusses the mechanism of human capital accumulation on the technological innovation ability in the western region, constructs an effective cultivation model of the technological innovation ability, and then promotes the technological innovation ability of the western region. Strengthen the innovation ability of the west to provide theoretical support and policy advice. On the basis of the above research, this paper concludes that the backwardness of knowledge reserve education and the lack of industrial cluster scale in the western region inhibit the accumulation of human capital in the western region. From the internal mechanism of the human capital accumulation on the technological innovation ability in the western region, the slow accumulation of human capital in the western region further restricts the cultivation of the technological innovation ability in the western region, which leads to the shortage of the innovation ability in the western region. It is suggested that to strengthen the technological innovation ability and improve the innovation ability of the western region, we should increase the investment of the knowledge reserve type education in the western region and strengthen the industrial cluster in the west region.
