衰落或復(fù)興:21世紀(jì)初美國的走向

【摘要】：美國正面臨一系列嚴(yán)峻挑戰(zhàn):美國曾經(jīng)引以為豪的基礎(chǔ)設(shè)施正在逐漸老化,競爭力下降;教育水平,尤其是中小學(xué)教育水平持續(xù)下降;經(jīng)濟低迷、不平等加劇,以及正在瓦解的社會凝聚力致使美國政局惡化;政黨、國會、總統(tǒng)甚至法院等政治機構(gòu)都陷入不光彩的丑聞等。但美國仍是全球最有影響力的國家、到目前為止最強大的國家。展望未來,美國仍將保持相對于歐盟國家、俄羅斯以及日本的人口優(yōu)勢,經(jīng)濟競爭力指標(biāo)和企業(yè)實力、人類發(fā)展、公民教育、社會媒體參與以及良好治理等的相對指標(biāo)都居于領(lǐng)先。美國在21世紀(jì)頭25年的核心挑戰(zhàn)是政治系統(tǒng)推進和執(zhí)行公共政策以有效應(yīng)對當(dāng)前和未來問題的能力。
[Abstract]:The United States is facing a series of severe challenges: the infrastructure that the United States was proud of is gradually aging and its competitiveness is declining, the level of education, especially the level of primary and secondary education, continues to decline; The economic downturn, rising inequality and disintegrating social cohesion have worsened the political situation in the United States; political parties, Congress, the president and even the courts have been embroiled in scandalous scandals. But the United States remains the most influential country in the world and by far the most powerful. Looking forward to the future, the United States will continue to maintain its demographic advantages, economic competitiveness indicators and enterprise strength, human development, and civic education in comparison with European Union countries, Russia and Japan. Social media participation and good governance are among the leading relative indicators. The central challenge for the United States in the first 25 years of the 21st century is the ability of the political system to advance and implement public policies to respond effectively to current and future problems.
