【摘要】：主導產(chǎn)業(yè)作為經(jīng)濟發(fā)展的增長點，，對區(qū)域經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)的演變方向和趨勢具有導向和拉動作用。因此，正確地選擇和發(fā)展主導產(chǎn)業(yè)對于產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、優(yōu)化及保持經(jīng)濟的持續(xù)快速發(fā)展具有重要意義，是實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)合理化的前提和關(guān)鍵，關(guān)系到區(qū)域經(jīng)濟的整體發(fā)展方向和速度。 西部大開發(fā)戰(zhàn)略實施以來，青海省經(jīng)濟發(fā)展取得了顯著的成就，經(jīng)濟結(jié)構(gòu)發(fā)生了深刻的變化。但目前產(chǎn)業(yè)結(jié)構(gòu)中存在的一些問題已成為制約其發(fā)展的重要因素，青海省如何利用其豐富的自然資源優(yōu)勢，將這種優(yōu)勢轉(zhuǎn)換成經(jīng)濟優(yōu)勢，這就要求其正確地選擇并發(fā)展主導產(chǎn)業(yè)，對于自身經(jīng)濟的增長和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化具有重要的現(xiàn)實意義。 本文從主導產(chǎn)業(yè)的涵義入手，闡述了主導產(chǎn)業(yè)選擇的理論基礎(chǔ)和基準，綜合運用區(qū)域經(jīng)濟學、產(chǎn)業(yè)經(jīng)濟學、發(fā)展經(jīng)濟學、馬克思的產(chǎn)業(yè)結(jié)構(gòu)理論和再生產(chǎn)理論（尤其是產(chǎn)業(yè)間協(xié)調(diào)發(fā)展理論）的相關(guān)理論和研究方法，在國內(nèi)外已有研究成果的基礎(chǔ)上，根據(jù)青海省產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀，確定青海省主導產(chǎn)業(yè)選擇的六個基準：產(chǎn)業(yè)規(guī)模、區(qū)域競爭力、產(chǎn)業(yè)關(guān)聯(lián)度基準、產(chǎn)業(yè)增長潛力基準、產(chǎn)業(yè)技術(shù)進步基準、綜合效益基準，并建立由區(qū)位商、市場占有率、比較勞動生產(chǎn)率、感應(yīng)度系數(shù)、影響力系數(shù)、需求收入彈性系數(shù)、勞動生產(chǎn)率、生產(chǎn)率上升率、比較利稅率、就業(yè)吸納率、物耗產(chǎn)出率組成的主導產(chǎn)業(yè)評價指標體系，運用主成分分析對青海省規(guī)模以上工業(yè)產(chǎn)業(yè)部門進行綜合測算，選出綜合得分排名前十的產(chǎn)業(yè)作為備選部門，再結(jié)合青海省實際情況最終確定出了七大主導產(chǎn)業(yè)，分別是有色金屬礦采選業(yè)，石油和天然氣開采業(yè)，化學原料及化學制品制造業(yè)，有色金屬冶煉及壓延加工業(yè)，黑色金屬冶煉及壓延加工業(yè)，食品制造業(yè)，煤炭開采和洗選業(yè)。文章最后通過和全國及西部地區(qū)相關(guān)指標的比較，并結(jié)合其經(jīng)濟發(fā)展的現(xiàn)狀，提出青海省主導產(chǎn)業(yè)發(fā)展的具體對策。
[Abstract]:As the growth point of economic development, the leading industry plays a guiding and pulling role in the direction and trend of the evolution of the industrial structure of regional economy. Therefore, the correct selection and development of leading industries is of great significance to the adjustment of industrial structure, optimization and maintenance of sustained and rapid economic development, and is the premise and key to realize the rationalization of industrial structure. Related to the overall development direction and speed of regional economy. Since the implementation of the strategy of western development, Qinghai province has made remarkable achievements in economic development and the economic structure has undergone profound changes. However, at present, some problems in the industrial structure have become an important factor restricting its development. How can Qinghai take advantage of its abundant natural resources to convert this advantage into an economic advantage? This requires it to select and develop the leading industry correctly, which has important practical significance for its own economic growth and industrial structure optimization. Starting with the meaning of leading industry, this paper expounds the theoretical basis and benchmark of leading industry selection, and makes comprehensive use of regional economics, industrial economics and development economics. The relevant theories and research methods of Marx's industrial structure theory and reproduction theory (especially the theory of coordinated development between industries) are based on the existing research results at home and abroad, according to the present situation of industrial structure in Qinghai Province. To determine six benchmarks for the selection of leading industries in Qinghai: industrial scale, regional competitiveness, industrial correlation, industrial growth potential, industrial technological progress, comprehensive benefit, and establishment of regional quotient, market share, Comparison of labor productivity, sensitivity coefficient, influence coefficient, demand income elasticity coefficient, labor productivity, productivity increase rate, comparative profit and tax rate, employment absorption rate, material consumption and output rate constitute the leading industry evaluation index system, By using principal component analysis (PCA), the industrial departments above the scale of Qinghai Province are comprehensively estimated, and the top 10 industries with comprehensive scores are selected as alternative sectors, and seven leading industries are finally determined according to the actual situation in Qinghai Province. They are non-ferrous metal mining and processing, petroleum and natural gas mining, chemical raw materials and chemical products manufacturing, non-ferrous metal smelting and calender processing, food manufacturing, coal mining and washing. Finally, by comparing with the related indexes of the whole country and the western region, and combining with the present situation of its economic development, the paper puts forward the concrete countermeasures for the development of the leading industry in Qinghai province.
