【摘要】：改革開放30年以來，我國的經(jīng)濟(jì)取得了長足穩(wěn)定的發(fā)展，各級地方政府在整個轉(zhuǎn)軌經(jīng)濟(jì)改革中所起到的作用也越來越多的受到理論界的普遍關(guān)注。隨著以分稅制改革為特征的分權(quán)制度的實(shí)施，各級地方政府發(fā)展當(dāng)?shù)亟?jīng)濟(jì)的積極性被充分調(diào)動起來，與此同時，地方政府對于本地經(jīng)濟(jì)租金的獨(dú)享意愿也明顯增強(qiáng)，地方保護(hù)問題卻在逐步暴露，而其帶來的諸如市場分割、重復(fù)建設(shè)、投資率低下等問題對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)產(chǎn)生扭曲作用，嚴(yán)重抑制了國內(nèi)市場間的有效整合。盡管地方保護(hù)是地區(qū)貿(mào)易與專業(yè)化的重要決定因素，但是至今這方面比較系統(tǒng)的實(shí)證研究卻不多見，且值得進(jìn)一步思考的是：改革開放以來我國各地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)是走向趨同還是趨異？對地方經(jīng)濟(jì)實(shí)行保護(hù)這一行為怎樣對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)產(chǎn)生影響？目前國內(nèi)商品市場一體化的進(jìn)程呈現(xiàn)著怎樣的趨勢？這將是本文探討的問題。本文主要包括以下六個章節(jié)： 第一章，緒論。該部分主要介紹了本文的研究背景與研究意義，研究的思路與方法，主要研究內(nèi)容與結(jié)構(gòu)安排。 第二章，文獻(xiàn)綜述。該部分主要是對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的影響因素以及地方保護(hù)等研究進(jìn)行了系統(tǒng)的總結(jié)和評述，找出當(dāng)前存在的爭論點(diǎn)，并在此基礎(chǔ)上提出本文的觀點(diǎn)。 第三章，，地區(qū)產(chǎn)業(yè)結(jié)構(gòu)與地方保護(hù)的現(xiàn)狀分析。該部分介紹了地區(qū)產(chǎn)業(yè)結(jié)構(gòu)指標(biāo)的構(gòu)建，定量分析了地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀及發(fā)展趨勢；同時基于“冰川成本”理論模型，構(gòu)造了具備時間、地點(diǎn)及商品種類3個維度的相對價格變動方差指標(biāo)作為衡量地方保護(hù)程度的動態(tài)指標(biāo)，并定量分析了地方保護(hù)的現(xiàn)狀與發(fā)展趨勢。 第四章，地方保護(hù)對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)影響的理論分析。該部分從交通運(yùn)輸條件、經(jīng)濟(jì)發(fā)展、對外開放程度以及地區(qū)產(chǎn)業(yè)政策四個方面來分析其對產(chǎn)業(yè)結(jié)構(gòu)的影響，并建立了地方保護(hù)與地區(qū)產(chǎn)業(yè)結(jié)構(gòu)趨同的三階段博弈模型，重點(diǎn)分析了地方保護(hù)對產(chǎn)業(yè)結(jié)構(gòu)的影響機(jī)理。 第五章，地方保護(hù)對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)影響的實(shí)證分析。該部分構(gòu)造了反映產(chǎn)業(yè)結(jié)構(gòu)影響因素的計(jì)量模型，在控制了經(jīng)濟(jì)發(fā)展水平、運(yùn)輸條件、對外開放程度等因素后，重點(diǎn)實(shí)證研究地方保護(hù)對地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的影響。 第六章，結(jié)論與政策建議。根據(jù)前文的理論分析和實(shí)證研究，得出本文的結(jié)論，并提出消除地方保護(hù)帶來的不利影響以及優(yōu)化地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的政策建議。
[Abstract]:Since the reform and opening up 30 years ago, the economy of our country has made considerable and steady development, and the role played by local governments at all levels in the economic reform of the whole transition has been paid more and more attention to by the theorists. With the implementation of the decentralization system, characterized by the reform of the tax sharing system, the enthusiasm of local governments at all levels for the development of the local economy has been fully mobilized, and at the same time, the willingness of local governments to enjoy local economic rents has increased significantly. However, the problems of local protection are gradually exposed, and the problems such as market segmentation, repeated construction, low investment rate and so on have distorted the regional industrial structure and seriously restrained the effective integration between the domestic markets. Although local protection is an important determinant of regional trade and specialization, more systematic empirical studies in this area are rare. What is worth further thinking is: since the reform and opening up, is the industrial structure of various regions of our country moving towards convergence or difference? How does the protection of local economy affect the regional industrial structure? What is the trend of the integration of domestic commodity market? This will be discussed in this paper. This article mainly includes the following six chapters: chapter one, introduction. This part mainly introduces the research background and significance, the research ideas and methods, the main research content and structure arrangement. Chapter two, literature review. This part is a systematic summary and comment on the influencing factors of the regional industrial structure and local protection, and finds out the existing issues, and puts forward the viewpoints of this paper on this basis. The third chapter analyzes the current situation of regional industrial structure and local protection. This part introduces the construction of the regional industrial structure indicators, quantitative analysis of the status quo and development trend of the regional industrial structure; At the same time, based on the "glacier cost" theory model, the variance index of relative price change with three dimensions of time, place and commodity type is constructed as the dynamic index to measure the degree of local protection. And quantitative analysis of the status quo and development trend of local protection. The fourth chapter is the theoretical analysis of the influence of local protection on the regional industrial structure. This part analyzes its influence on industrial structure from four aspects: transportation conditions, economic development, degree of opening to the outside world and regional industrial policy, and establishes a three-stage game model of convergence between local protection and regional industrial structure. The influence mechanism of local protection on industrial structure is analyzed. Chapter five, the empirical analysis of the impact of local protection on the regional industrial structure. After controlling the economic development level, transportation conditions, opening degree and other factors, this part focuses on the empirical study of the impact of local protection on the regional industrial structure. Chapter VI, conclusions and policy recommendations. Based on the above theoretical analysis and empirical research, this paper draws a conclusion, and puts forward some policy suggestions to eliminate the adverse effects of local protection and to optimize the regional industrial structure.
