2013年俄羅斯戰(zhàn)略形勢評估

【摘要】：2013年是國際戰(zhàn)略格局加速調(diào)整的一年,也是普京重返克里姆林宮后欲使俄羅斯浴火重生、實現(xiàn)經(jīng)濟社會全面發(fā)展以及重振大國雄風的一年。然而,這一年俄羅斯經(jīng)濟增長乏力,宏觀經(jīng)濟指標欠佳,凸現(xiàn)出經(jīng)濟結(jié)構(gòu)不合理、經(jīng)濟發(fā)展缺乏內(nèi)生動力和可持續(xù)性的深層問題。為刺激經(jīng)濟增長,俄羅斯政府采取了一系列措施,但成效不彰。在內(nèi)政領(lǐng)域,普京為緩和國內(nèi)政治分歧,對政治體制進行微調(diào),在杜馬選舉、地方行政長官產(chǎn)生辦法問題上有所回擺,并加大了整治政權(quán)黨和貪腐問題的力度。在對外政策領(lǐng)域,普京借勢出擊,在推進歐亞一體化建設、烏克蘭、敘利亞、伊朗、斯諾登等問題上有所斬獲,俄中關(guān)系持續(xù)深入,俄在亞太地位有所提升,但俄美、俄歐關(guān)系進一步惡化。由于俄羅斯總體實力下滑。因此其2013年的外交勝利更多是戰(zhàn)術(shù)性而非戰(zhàn)略性的。金融危機之后,大國綜合國力競爭在新能源革命、新工業(yè)革命、新軍事革命以及國家治理水平等領(lǐng)域全面展開,俄羅斯的戰(zhàn)略發(fā)展前景究竟如何,值得學術(shù)界密切關(guān)注。

To stimulate economic growth, the Russian government has taken a series of measures, but the results. In the field of internal affairs, Putin has made minor adjustments to the political system in order to ease domestic political differences. In the Duma election, the method of selecting local administrators has been reversed, and efforts have been stepped up to tackle the party of political power and the problem of corruption.
