【摘要】：“城市部件管理信息系統(tǒng)”是基于城市部件管理法和單元網(wǎng)格管理法等相關(guān)法規(guī),應(yīng)用移動(dòng)通信技術(shù)、互聯(lián)網(wǎng)技術(shù)、數(shù)據(jù)庫(kù)技術(shù)、組件開發(fā)等技術(shù),綜合運(yùn)用城市基礎(chǔ)地理數(shù)據(jù)、單元網(wǎng)格數(shù)據(jù)、地理編碼數(shù)據(jù)、城市部件和事件數(shù)據(jù)等多種數(shù)據(jù)資源,通過(guò)實(shí)現(xiàn)城管各部門信息共享、協(xié)同工作,以‘城管通”為工具,實(shí)現(xiàn)信息實(shí)時(shí)采集、傳輸,確保城市管理流程通暢,從而實(shí)現(xiàn)精準(zhǔn)、有序、高效、可視化、全覆蓋、全方位的城管模式,實(shí)現(xiàn)對(duì)城市市政工程設(shè)施、公用設(shè)施、市容、市貌以及城市環(huán)境秩序等的網(wǎng)格化監(jiān)督和管理的綜合管理系統(tǒng)。論文在研究了國(guó)內(nèi)外數(shù)字城市建設(shè)現(xiàn)狀基礎(chǔ)上,總結(jié)了城市部件管理理論和方法；以淄博市高新區(qū)為例,整合了該區(qū)域的基礎(chǔ)地理數(shù)據(jù)、城市部件調(diào)查數(shù)據(jù)、社會(huì)經(jīng)濟(jì)數(shù)據(jù)和專題數(shù)據(jù),建立了城市部件空間數(shù)據(jù)庫(kù)和業(yè)務(wù)數(shù)據(jù)庫(kù)；依據(jù)城市部件空間位置分布和屬性的特點(diǎn),建立了屬性數(shù)據(jù)質(zhì)檢模型；借鑒網(wǎng)格化數(shù)字城管的理念和框架,以ArcGIS Engine為二次開發(fā)平臺(tái),以C#為開發(fā)語(yǔ)言,以SQLServer為數(shù)據(jù)庫(kù)管理軟件,開發(fā)了符合淄博市高新區(qū)城市發(fā)展特點(diǎn)的城市部件管理信息系統(tǒng)。系統(tǒng)實(shí)現(xiàn)了包括圖層控制、數(shù)據(jù)輸入、輸出、查詢、量測(cè)等基本GIS功能；’最短路徑分析和緩沖區(qū)分析等空間分析功能；地理編碼、三維瀏覽、數(shù)據(jù)實(shí)時(shí)更新、數(shù)據(jù)維護(hù)等擴(kuò)展功能。豐富了數(shù)字化城市建設(shè)的理論體系,對(duì)國(guó)內(nèi)數(shù)字城管的建設(shè)具有借鑒意義。
[Abstract]:"Urban component Management Information system" is based on urban component management and cell grid management and other relevant laws and regulations, the application of mobile communications technology, Internet technology, database technology, component development and other technologies, Comprehensive use of urban basic geographic data, cell grid data, geo-coded data, urban components and event data and other data resources, through the realization of urban management departments of information sharing, collaborative work, to 'urban management,' as a tool, To achieve real-time information collection, transmission, ensure the smooth flow of urban management, so as to achieve accurate, orderly, efficient, visual, full coverage, all-round urban management mode, to achieve the city's municipal engineering facilities, public facilities, city appearance, The integrated management system of grid supervision and management of city appearance and urban environmental order. On the basis of studying the present situation of digital city construction at home and abroad, this paper summarizes the theory and method of urban component management, taking Zibo Hi-tech Development Zone as an example, integrates the basic geographical data of this area and the survey data of urban components. The spatial database and business database of urban components are established according to social and economic data and special data, and the quality checking model of attribute data is established according to the characteristics of spatial location distribution and attributes of urban components. Based on the concept and framework of gridded digital urban management, taking ArcGIS Engine as the secondary development platform, C # as the development language, and SQLServer as the database management software, the urban component management information system which accords with the characteristics of the urban development of Zibo High-tech Zone is developed. The system realizes basic GIS functions, such as layer control, data input, output, query, measurement and so on; spatial analysis functions such as' shortest path analysis and buffer analysis; geographic coding, 3D browsing, real-time data updating, etc. Data maintenance and other extended functions. It enriches the theoretical system of digital city construction and has reference significance for the construction of digital city management in China.
