【摘要】：城市生活垃圾的迅速積累已經(jīng)對(duì)市民生活產(chǎn)生嚴(yán)重影響。然而,盡管政府出臺(tái)了一系列法律法規(guī),企業(yè)積極將垃圾處理市場(chǎng)商業(yè)化,民眾的環(huán)保節(jié)能意識(shí)也逐漸提高,我國(guó)距離"減量化、資源化"和"循環(huán)經(jīng)濟(jì)"的政策目標(biāo)還存在一定距離。文章記錄和分析了日本熊本市某自治會(huì)對(duì)生活垃圾的處理方法,在該案例中,日本政府、企業(yè)、民間團(tuán)體和普通居民在生活垃圾處理問(wèn)題上形成聯(lián)動(dòng)機(jī)制,其中,民間團(tuán)體擔(dān)任了細(xì)化、執(zhí)行和監(jiān)督相關(guān)法律法規(guī),同時(shí)平衡政府、企業(yè)和居民之間利益沖突的責(zé)任,在推進(jìn)日本環(huán)保事業(yè)進(jìn)程中發(fā)揮了重要作用。
[Abstract]:The rapid accumulation of municipal solid waste has had a serious impact on the life of the citizens. However, although the government has issued a series of laws and regulations, enterprises have been actively commercializing the garbage disposal market, and people's awareness of environmental protection and energy saving has also gradually increased. Our policy distance from "reduction, recycling" and "circular economy" still has a certain distance. The recording and analysis of the Japanese city of Xiongben will be a autonomous processing method of garbage, in this case, the Japanese government, enterprises, non-governmental organizations and ordinary residents in the garbage disposal problem is formed on the linkage mechanism, the non-governmental organizations as refinement, implementation and supervision of the relevant laws and regulations, and balance the conflicting interests of government, enterprises and residents in responsibility, has played an important role in promoting the cause of environmental protection in the process of japan.
