【摘要】：通過對吉林省通榆縣T協(xié)會在農(nóng)村社區(qū)的組織化實(shí)踐的研究,可以看到草根NGO由于長期參與社區(qū)治理、具備NGO的理念和專業(yè)性、不以強(qiáng)制權(quán)力和資源輸入作為變革動力,而能夠在尊重鄉(xiāng)土邏輯的基礎(chǔ)上,通過催化和誘導(dǎo)社區(qū)從私到共、從自在的共到自為的共的轉(zhuǎn)化,完成草根NGO的組織化以及社區(qū)的自組織化,進(jìn)而以社區(qū)組織的發(fā)育推進(jìn)基層組織公與共的比重的優(yōu)化調(diào)整,初步搭建起公共協(xié)同的治理格局�？梢�,重構(gòu)農(nóng)村社區(qū)治理格局的關(guān)鍵機(jī)制在于,在農(nóng)村既有的公共性結(jié)構(gòu)基礎(chǔ)上,活化社區(qū)中存在的私、共、公,促使其良性轉(zhuǎn)化、互動乃至合作,從而激活鄉(xiāng)村社區(qū)隱性和凝固的公共性,構(gòu)建起"新公共性"的治理格局。新公共性理論不僅勾勒了農(nóng)村治理格局的藍(lán)圖,并且內(nèi)含了實(shí)現(xiàn)此種變革的內(nèi)在機(jī)制。
[Abstract]:Through the study of the organized practice of T Association of Tongyu County in Jilin Province in rural communities, we can see that grassroots NGO, because of its long-term participation in community governance, has the concept and professionalism of NGO, and does not take compulsory power and resource input as the motive force for change. On the basis of respecting the local logic, the organization of grassroots NGO and the self-organization of community can be accomplished by catalyzing and inducing the transformation of community from private to common, from free co-existence to self-serving. Furthermore, the development of community organizations can promote the optimization and adjustment of the proportion of public and common in grass-roots organizations, and initially set up a governance pattern of public coordination. It can be seen that the key mechanism of reconstructing the governance pattern of rural communities lies in, On the basis of the existing public structure in rural areas, activating the existence of private, communion and public in the community, promoting its benign transformation, interaction and even cooperation, thereby activating the recessive and solidified public nature of the rural community. The new publicity theory not only outlines the blueprint of the rural governance pattern, but also contains the internal mechanism to realize the change.
