【摘要】：三農(nóng)問題研究是當(dāng)前國民經(jīng)濟發(fā)展中最復(fù)雜、最艱巨的課題之一,對于全面建設(shè)小康社會、實現(xiàn)協(xié)調(diào)發(fā)展、構(gòu)建和諧社會具有重大的經(jīng)濟意義、政治意義和社會意義。本文主要對四川應(yīng)如何突破三農(nóng)問題,進而實現(xiàn)區(qū)域協(xié)調(diào)發(fā)展做了深入研究。 本文分析了三農(nóng)問題的主要表現(xiàn)和導(dǎo)致復(fù)雜性、艱巨性的原因。在此基礎(chǔ)上,重點分析了四川三農(nóng)問題的主要特點,提出了解決四川三農(nóng)問題的基本原則:以人為本、統(tǒng)籌協(xié)調(diào)、制度創(chuàng)新,這也是本文立論的基本原則。 本文研究了四川三農(nóng)問題的主要矛盾和產(chǎn)生這一矛盾的根本原因,并在此基礎(chǔ)上提出從根本上解決四川三農(nóng)問題的突破方向。本文認(rèn)為:四川三農(nóng)問題的主要矛盾在于四川農(nóng)民的就業(yè)問題,并集中體現(xiàn)在四川農(nóng)民工問題上。產(chǎn)生這一矛盾的根本原因在于城鄉(xiāng)制度的二元化分裂,而這一制度分裂又集中體現(xiàn)在城鄉(xiāng)土地制度的分裂上。據(jù)此,本文提出四川三農(nóng)問題的突破方向為:從土地制度入手,以制度創(chuàng)新的辦法,推動四川農(nóng)民工的城市化。 本文對四川的土地矛盾和農(nóng)民工問題進行詳細(xì)研究,提出了制度創(chuàng)新應(yīng)解決的四大問題和應(yīng)實現(xiàn)的四大目標(biāo):解決農(nóng)民工問題,實現(xiàn)農(nóng)民工的城市化;解決土地投入問題,實現(xiàn)長期的糧食安全和農(nóng)業(yè)增長;解決農(nóng)業(yè)體系市場化問題,實現(xiàn)現(xiàn)代農(nóng)業(yè);解決城鄉(xiāng)土地矛盾,實現(xiàn)城鄉(xiāng)協(xié)調(diào)發(fā)展。 在此基礎(chǔ)上,本文提出了制度創(chuàng)新的全套操作性政策方案: 1.農(nóng)民工問題。以農(nóng)民工中的舉家外出務(wù)工家庭為主要政策對象。對其承包土地實行“集體收回、政府贖買、轉(zhuǎn)購社�！�,轉(zhuǎn)移其戶籍到對應(yīng)城市,其贖買金用于購買本人在城市的基本社會保障,實現(xiàn)農(nóng)民工城市化。
[Abstract]:The research on agriculture, rural areas and farmers is one of the most complicated and arduous topics in the current national economic development, which has great economic significance for building a well-off society in an all-round way, achieving coordinated development and building a harmonious society. Political and social significances. This paper makes a deep research on how to break through the problems of agriculture, countryside and farmers in Sichuan and realize the coordinated development of the region. This paper analyzes the main performance of the "three rural issues" and the causes of complexity and arduousness. On this basis, it focuses on the analysis of the main characteristics of the "three rural" problems in Sichuan. This paper puts forward the basic principles of solving the problems of agriculture, rural areas and farmers in Sichuan: people-oriented, overall coordination, system innovation, which is also the basic principle of this paper. This paper studies the main contradiction and the root cause of the problem of agriculture, rural areas and farmers in Sichuan. On the basis of this, the paper puts forward the breakthrough direction to solve the problem of agriculture, rural areas and farmers in Sichuan. This paper holds that the main contradiction of the problem lies in the employment of farmers in Sichuan. And concentrated on the issue of migrant workers in Sichuan Province. The root cause of this contradiction lies in the dual division of urban and rural systems, and this system division is concentrated on the division of urban and rural land system. This paper puts forward the breakthrough direction of the problems of agriculture, rural areas and farmers in Sichuan: starting from the land system, promoting the urbanization of migrant workers in Sichuan with the method of institutional innovation. This paper makes a detailed study of the land contradictions and migrant workers in Sichuan, and puts forward four problems and four goals that should be solved in the system innovation: to solve the problems of migrant workers and to realize the urbanization of migrant workers; To solve the land input problem and achieve long-term food security and agricultural growth; To solve the problem of marketization of agricultural system and realize modern agriculture; Solve the contradiction between urban and rural land, and achieve coordinated development between urban and rural areas. On this basis, this paper puts forward a full set of operational policy scheme of system innovation. 1. The problem of migrant workers. Take the whole family of migrant workers as the main policy object. To its contracted land "collective recovery, government redemption, purchase social security", transfer their household registration to the corresponding cities. The ransom is used to buy the basic social security in the city and realize the urbanization of migrant workers.
