合法與有效:異地商會(huì)內(nèi)外治理的策略研究

【摘要】：從20世紀(jì)末開(kāi)始,異地商會(huì)迅速發(fā)展且超前于相關(guān)制度安排,而對(duì)其發(fā)展中呈現(xiàn)的矛盾性和創(chuàng)新性缺乏系統(tǒng)性的解釋框架。文章基于組織合法和有效的融合性視角,以浙江省L市異地商會(huì)為研究樣本,采用多案例研究法和扎根理論,構(gòu)建了商會(huì)實(shí)現(xiàn)合法和有效的策略模型。研究表明:(1)組織在獲得合法性和有效性過(guò)程中具有能動(dòng)性特征,并積極對(duì)合法和有效進(jìn)行策略組合;(2)組織的合法和有效關(guān)系具有多樣性特征,且二者大致呈倒U型的關(guān)系;(3)組織提高合法和有效的相關(guān)策略因時(shí)因地而異,是經(jīng)濟(jì)、政治和社會(huì)共同作用的結(jié)果。本研究強(qiáng)調(diào)商會(huì)治理中內(nèi)外互動(dòng)的策略性,一定程度上豐富了組織能動(dòng)性的解釋外延�？傊�,商會(huì)實(shí)現(xiàn)合法和有效的策略模型在一定程度上反映了國(guó)家法團(tuán)主義的松動(dòng),但相應(yīng)崛起的不是公民社會(huì),而是社會(huì)法團(tuán)主義。
[Abstract]:Since the end of the 20th century, the foreign chambers of commerce have developed rapidly and are ahead of the relevant institutional arrangements, but they lack a systematic explanation framework for the contradictions and innovations in their development. Based on the perspective of organizational legitimacy and effective integration, taking the Chamber of Commerce in L City of Zhejiang Province as the research sample, using the multi-case study method and the theory of taking root, this paper constructs a strategy model for the realization of legitimacy and effectiveness of the chamber of commerce. The results show that: (1) organizations have dynamic characteristics in the process of obtaining legitimacy and effectiveness, and actively combine legal and effective strategies; (2) the legal and effective relationship of the organization has the characteristics of diversity, and the relationship between them is approximately inverted U type, and (3) the related strategies of improving the legality and effectiveness of the organization vary from time to time and place to place, which is the result of the joint action of economy, politics and society. This study emphasizes the strategy of internal and external interaction in chamber of commerce governance, which enriches the explanatory extension of organizational initiative to some extent. In a word, the legal and effective strategic model of chamber of commerce reflects the loosening of state corporation to some extent, but the corresponding rise is not civil society, but social corporation.
