【摘要】：論文分為七個(gè)部分。 第一部分。簡要回顧了美國貧困問題的發(fā)展歷程。從殖民地時(shí)期開始，美國就有貧困問題存在。從有貧困問題的那一天起，就有針對貧困問題的對策存在。 第二部分。論述了美國貧困線的發(fā)展歷程。正式貧困線的劃定是在二十世紀(jì)六十年代，美國的貧困線是不斷變化的，，美國的貧困率也是起伏不定的。貧困的定義、美國當(dāng)今的貧困具有隱蔽性和相對性。 第三部分。分析了美國貧困的分布情況，包括貧困人口的地區(qū)分布、種族分布。在今天的美國南方的窮人多于北方，黑人、拉美裔白人貧困的概率多于白人。 第四部分。主要分析了幾種大的貧困現(xiàn)象：農(nóng)村的貧困問題；城市的貧困問題，它包括貧民窟問題、無家可歸群體的生活問題；美國未成年人的貧困觸目驚心；美國的貧富差距不斷擴(kuò)大，已經(jīng)成為一個(gè)嚴(yán)重的社會問題。 第五部分。美國的貧困問題引起了社會及政府的關(guān)注，政府采取多種措施來應(yīng)對貧困問題，戰(zhàn)后每一屆政府都花大量的精力和財(cái)力來治理貧困，但是由于種種原因，貧困率依然居高不下。 第六部分。如何來看待美國的貧困問題。美國的貧困問題是一個(gè)仁者見仁、智者見智的問題，因此在美國不可能取得一致的看法。在本論文中，作者指出，貧困是一個(gè)綜合癥，它是由多種因素促成的。 第七部分。作者進(jìn)一步指出，市場經(jīng)濟(jì)制度必然造成一部分人的貧困，此外資本主義文化矛盾也是貧困難以徹底根絕的重要原因。
[Abstract]:The paper is divided into seven parts. Part I This paper briefly reviews the development of poverty in the United States. Poverty has been a problem in the United States since the colonial period. Since the day of poverty, there has been a response to the problem of poverty. Part II This paper discusses the development of the poverty line in the United States. The formal poverty line was defined in the 1960 s, the poverty line in the United States was constantly changing, and the poverty rate in the United States fluctuated. The definition of poverty in the United States today has a concealment and relativity. Part three. This paper analyzes the distribution of poverty in the United States, including the regional distribution and ethnic distribution of the poor population. In today's southern United States, the poor are more likely to be poor than the north, and black and Hispanic whites are more likely to be poor than whites. Part IV It mainly analyzes several major poverty phenomena: rural poverty; urban poverty, which includes slum problems, homeless people's lives, American minors' poverty, and the widening gap between the rich and the poor in the United States. Has become a serious social problem. Part V The problem of poverty in the United States has attracted the attention of the society and the government. The government has taken various measures to deal with the problem of poverty. After the war, every government has spent a lot of energy and financial resources to control poverty, but for various reasons, the poverty rate is still high. Part VI How to look at poverty in the United States. Poverty in the United States is a matter of diversity and wisdom, so it is impossible to agree in the United States. In this paper, the author points out that poverty is a syndrome, it is caused by a number of factors. Part VII The author further points out that the market economy system will inevitably lead to the poverty of some people, in addition, the cultural contradiction of capitalism is also an important reason why poverty is difficult to eradicate completely.
