【摘要】： 本文集中論述1995年以來中國和美國對非洲的經(jīng)貿戰(zhàn)略,這是兩國各自非洲戰(zhàn)略的重要組成部分。在冷戰(zhàn)時期,中美兩國都受意識形態(tài)的支配而重視非洲,并且都以經(jīng)濟援助的方式與非洲國家發(fā)展經(jīng)濟聯(lián)系。冷戰(zhàn)結束后,尤其從1995年開始,中美兩國幾乎同時調整了非洲經(jīng)貿戰(zhàn)略。兩國非洲經(jīng)貿新戰(zhàn)略共同的特征是,以經(jīng)貿合作取代過去的經(jīng)濟援助。 中美兩國非洲經(jīng)貿新戰(zhàn)略的實施,給兩國及非洲的發(fā)展都帶來了重大影響。與非洲的貿易、對非洲的投資,都使中美兩國獲得了巨大的經(jīng)濟利益。這主要表現(xiàn)在商品貿易的高額利潤回報和非洲自然資源的獲取等方面。同時,非洲國家也從中受益,主要表現(xiàn)在吸收外資、開發(fā)自然資源、改善基礎設施、提升產業(yè)結構等方面。 中美兩國的非洲經(jīng)貿新戰(zhàn)略在理論和實踐上既有共同性,又有差異性,但更多的是后者。兩國都以國家利益為基礎制定對非洲的經(jīng)貿戰(zhàn)略,并且都看重非洲的石油等自然資源。但是,中國與非洲國家發(fā)展經(jīng)貿合作關系,強調平等互利,淡化意識形態(tài),并且?guī)в幸欢ǖ娜〉梅侵迖�家國際支持的目的。而美國與非洲國家發(fā)展經(jīng)貿合作關系,公開附帶了諸多苛刻的政治經(jīng)濟條件,保有意識形態(tài),并且?guī)в袕娏业姆纯趾椭\求全球霸權的目的。 中美兩國非洲經(jīng)貿新戰(zhàn)略的差異性,從更深層面來看,是哲學理念或思想觀念的差異性。中國非洲經(jīng)貿新戰(zhàn)略的思想基礎是國際主義,它強調國家之間的互利合作和共同富裕。美國非洲經(jīng)貿新戰(zhàn)略的思想基礎是實用主義,它強調利己主義和功利目的。由此,中國的非洲經(jīng)貿新戰(zhàn)略受到非洲國家和國際社會的普遍好評。
[Abstract]:This paper focuses on the economic and trade strategy between China and the United States towards Africa since 1995, which is an important part of their respective African strategies. During the Cold War, both China and the United States attached importance to Africa under the domination of ideology, and both developed economic ties with African countries in the form of economic aid. Since the end of the Cold War, especially since 1995, China and the United States have adjusted their economic and trade strategies in Africa at almost the same time. The common feature of the two countries' new African economic and trade strategy is that economic and trade cooperation replaces past economic aid. The implementation of the New African Economic and Trade Strategy between China and the United States has had a significant impact on the development of both countries and Africa. Trade with Africa and investment in Africa have brought huge economic benefits to China and the United States. This mainly manifests in the high profit return of commodity trade and the acquisition of natural resources in Africa. At the same time, African countries also benefit from this, mainly in absorbing foreign capital, developing natural resources, improving infrastructure and upgrading industrial structure. The new African economic and trade strategy of China and the United States has both similarities and differences in theory and practice, but it is more the latter. Both countries develop economic and trade strategies for Africa on the basis of national interests, and both value Africa's oil and other natural resources. However, China and African countries develop economic and trade cooperation, emphasize equality and mutual benefit, downplay ideology, and have the purpose of obtaining international support from African countries. However, the development of economic and trade cooperation between the United States and African countries is accompanied by harsh political and economic conditions, maintains ideology, and has a strong aim of anti-terrorism and global hegemony. The difference of the new economic and trade strategy between China and the United States in Africa is the difference of philosophy or ideology. The ideological foundation of China's new economic and trade strategy for Africa is internationalism, which emphasizes mutually beneficial cooperation and common prosperity among countries. Pragmatism is the ideological basis of America's new economic and trade strategy in Africa, which emphasizes egoism and utilitarian purpose. As a result, China's new African economic and trade strategy has been generally praised by African countries and the international community.
