【摘要】：自15世紀(jì)以來,整體世界歷史的發(fā)展已出現(xiàn)過五次戰(zhàn)略機(jī)遇期。日本在第三次戰(zhàn)略機(jī)遇期崛起,而中國則錯失了四次戰(zhàn)略機(jī)遇期。面對新世紀(jì)出現(xiàn)的第五次戰(zhàn)略機(jī)遇期,中日該如何應(yīng)對,更是備受國人關(guān)注。筆者以自15世紀(jì)以來世界整體歷史發(fā)展進(jìn)程中的歷次戰(zhàn)略機(jī)遇期為經(jīng),以中日兩國的應(yīng)對舉措及發(fā)展?fàn)顩r為緯,進(jìn)行系統(tǒng)地梳理和闡述,并在綜合比較的基礎(chǔ)上,就中日兩國未來的應(yīng)對策略談些粗淺認(rèn)識。 首先,對戰(zhàn)略機(jī)遇期的內(nèi)涵和分期進(jìn)行了界定和說明。戰(zhàn)略機(jī)遇期是客觀時機(jī)與具有較高目標(biāo)追求的國家總體戰(zhàn)略之間有條件形成可持續(xù)的良性互動關(guān)系的時期。從全球視角看,自15世紀(jì)以來,先后出現(xiàn)過五次戰(zhàn)略機(jī)遇期,即：地理大發(fā)現(xiàn)時期、第一次科技革命時期(大致在18世紀(jì)60年代至19世紀(jì)中期)、第二次科技革命時期(大致在19世紀(jì)70年代至20世紀(jì)初)、二戰(zhàn)后(二戰(zhàn)結(jié)束至20世紀(jì)70年代初)及目前出現(xiàn)的新戰(zhàn)略機(jī)遇期。在分期上,筆者贊同學(xué)術(shù)界諸多觀點(diǎn)中最為詳盡全面的五次說。 其次,就中日在近代三次戰(zhàn)略機(jī)遇期時的應(yīng)對舉措及發(fā)展?fàn)顩r進(jìn)行了比較。應(yīng)當(dāng)說,面對前兩次戰(zhàn)略機(jī)遇期,中日兩國的應(yīng)對舉措及其發(fā)展境況大致相同,都經(jīng)過了出鎖國到被迫開國的發(fā)展歷程。而在第三次戰(zhàn)略機(jī)遇期,中日都掀起了富國強(qiáng)兵的近代化運(yùn)動,但結(jié)果卻一成一敗,從而導(dǎo)致了近代中日兩國的不同命運(yùn)。 再次,對戰(zhàn)后第四次戰(zhàn)略機(jī)遇期中的中日兩國進(jìn)行了比較。在這一機(jī)遇期,日本在美國的庇護(hù)和自身努力下,創(chuàng)造了震驚世界的“日本奇跡”；中國卻因內(nèi)戰(zhàn)和建國后的自我封閉,使國家在發(fā)展道路上舉步維艱。 第四,重點(diǎn)分析了新戰(zhàn)略機(jī)遇期來臨時我國面臨的機(jī)遇與挑戰(zhàn),并堅(jiān)持以走和平崛起的道路來應(yīng)對挑戰(zhàn)；而此時的日本卻在政治和經(jīng)濟(jì)方面遇到了問題,在強(qiáng)大的科技實(shí)力和經(jīng)濟(jì)基礎(chǔ)支撐下,日本正朝著夢寐以求的政治、軍事大國的目標(biāo)邁進(jìn)。 中日兩國在五次戰(zhàn)略機(jī)遇期中應(yīng)對舉措的成敗得失一再昭示我們：抓住機(jī)遇才能贏得主動；要善于發(fā)現(xiàn)和利用機(jī)遇期,制定切實(shí)可行的應(yīng)對方略和政策舉措；要改革開放,在追逐世界發(fā)展的大潮中進(jìn)取超越。
[Abstract]:Since the 15 th century, the development of the whole world history has had five strategic opportunity periods. Japan rose in the third strategic opportunity period, while China missed four strategic opportunity periods. In the face of the fifth strategic opportunity period in the new century, China and Japan pay more attention to how to deal with it. Taking the strategic opportunity periods in the whole development process of the world since the 15th century as the basis, taking the coping measures and development conditions of China and Japan as the latitude, the author systematically combs and expounds, and on the basis of comprehensive comparison, On the future of China and Japan to talk about the strategy of some superficial understanding. Firstly, the connotation and stages of strategic opportunity period are defined and explained. The period of strategic opportunity is a period in which the relationship between objective opportunity and the overall strategy of a country with higher goals can form a sustainable and benign interaction. From a global perspective, since the 15th century, there have been five periods of strategic opportunity, namely, the period of great geographical discovery. The first scientific and technological revolution period (roughly from the 18th century to the middle of the 19th century, the second scientific and technological revolution period (roughly from the 1870s to the early 20th century), after the second world war (from the end of the second world war to the early 1970s) and the The period of new strategic opportunity that appeared before. In stages, I agree with the academic community of the most detailed and comprehensive five views. Secondly, the paper compares the countermeasures and development of China and Japan in the three strategic opportunity periods in modern times. It should be said that in the face of the first two periods of strategic opportunities, China and Japan's response measures and their development situation are roughly the same, both through the locked out of the country to be forced to establish the development process. In the third strategic opportunity period, both China and Japan set off a modern movement of rich nations and strong soldiers, but the result was 10% defeat, which led to the different fates of China and Japan in modern times. Thirdly, it compares China and Japan in the fourth strategic opportunity period after the war. In this period of opportunity, Japan, under the protection of the United States and its own efforts, created a "Japanese miracle" that shocked the world. However, because of the civil war and the self-closure after the founding of the people's Republic of China, the country struggled on the road to development. Fourth, it analyzes the opportunities and challenges that our country will face when the new strategic opportunity period comes, and insists on taking the path of peaceful rise to meet the challenge. At this time, Japan has encountered political and economic problems. Backed by a strong scientific and technological base, Japan is moving towards its coveted goal of a political and military power. The success or failure of China and Japan's response in the five strategic opportunity periods have repeatedly demonstrated that we should seize the opportunity to win the initiative; be good at discovering and taking advantage of the opportunity period, formulate practical strategies and policies for dealing with it; and reform and opening up to the outside world.
