【摘要】： 戰(zhàn)時(shí)經(jīng)濟(jì)戰(zhàn),作為一種重要而獨(dú)特的作戰(zhàn)形式,在20世紀(jì)兩次世界大戰(zhàn)中被英國(guó)充分重視并被成功運(yùn)用。本文擬對(duì)二戰(zhàn)初期(1939.9-1940.6)英國(guó)對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)的背景、過(guò)程、主要措施及間接努力等進(jìn)行梳理,在深入考察瑞典鐵礦砂和羅馬尼亞石油問(wèn)題的基礎(chǔ)上,總結(jié)效果并做出相應(yīng)的評(píng)價(jià)。 全文分為四章。第一章介紹二戰(zhàn)初期英國(guó)對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)的歷史背景、現(xiàn)實(shí)背景及前期準(zhǔn)備。第二章主要考察英國(guó)在二戰(zhàn)初期對(duì)德國(guó)實(shí)施經(jīng)濟(jì)戰(zhàn)的過(guò)程、措施及其間接努力。經(jīng)濟(jì)作戰(zhàn)部的成立、禁運(yùn)貨單的發(fā)表標(biāo)志著英國(guó)對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)的正式開(kāi)始。為削弱或破壞德國(guó)戰(zhàn)時(shí)經(jīng)濟(jì)“血脈”,英國(guó)使用了各種措施,主要包括海上攔截與布雷、“黑名單”與出口許可證制度、與中立國(guó)簽訂戰(zhàn)時(shí)貿(mào)易協(xié)定、先買(mǎi)權(quán)政策、貨源管制等。此外,為獲得西班牙、意大利、蘇聯(lián)的合作而使得經(jīng)濟(jì)戰(zhàn)更加有效,英國(guó)做出了各種努力。第三章深入考察了二戰(zhàn)初期英國(guó)對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)中的瑞典鐵礦砂和羅馬尼亞石油問(wèn)題。鐵礦砂與石油是二戰(zhàn)初期德國(guó)最為緊缺的戰(zhàn)略物資,在英國(guó)對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)的努力中,瑞典鐵礦砂與羅馬尼亞石油具有極其重要的地位。第四章討論了英國(guó)在二戰(zhàn)初期對(duì)德國(guó)經(jīng)濟(jì)戰(zhàn)所取得的成就與存在的不足,重新審視了經(jīng)濟(jì)戰(zhàn)的評(píng)判標(biāo)準(zhǔn),揭示了其失利的根源,肯定了其戰(zhàn)略上的積極意義。 總之,英國(guó)在二戰(zhàn)初期對(duì)德國(guó)的經(jīng)濟(jì)戰(zhàn)雖然準(zhǔn)備充分,實(shí)施有力,并取得了一定的成就,有著不可忽視的積極意義,但由于戰(zhàn)前英國(guó)政府受和平主義思潮影響而消極備戰(zhàn),加之張伯倫的積極綏靖,隨著戰(zhàn)爭(zhēng)初期英國(guó)在軍事上的節(jié)節(jié)敗退,經(jīng)濟(jì)戰(zhàn)的成果很快便淹沒(méi)在了戰(zhàn)場(chǎng)失利的浪潮中。
[Abstract]:As an important and unique form of war, wartime economic warfare was fully valued and successfully applied by Britain in the two world wars in the 20th century. This paper intends to comb the background, process, main measures and indirect efforts of the British economic war against Germany in the early stage of World War II. On the basis of a thorough investigation of the problems of iron ore in Sweden and petroleum in Romania, the paper summarizes the results and makes corresponding evaluation. The full text is divided into four chapters. The first chapter introduces the historical background, realistic background and preliminary preparation of British economic war against Germany in the early stage of World War II. The second chapter mainly examines the process, measures and indirect efforts of Britain's economic war against Germany in the early stage of World War II. The establishment of the Economic Warfare Department and the publication of the embargoed cargo list marked the beginning of Britain's economic war against Germany. In order to weaken or destroy the "blood line" of Germany's wartime economy, Britain used various measures, mainly including maritime interception and mining, "blacklist" and export licensing system, wartime trade agreements with neutral countries, and the policy of buying rights first. Source control, etc. In addition, Britain made every effort to gain cooperation from Spain, Italy, and the Soviet Union to make economic war more effective. Chapter three examines the Swedish iron ore and Romanian oil in the economic war between Britain and Germany in the early stage of World War II. Iron ore and oil are the most scarce strategic materials in Germany at the beginning of World War II. Sweden iron ore and Romanian oil play an extremely important role in the British economic war against Germany. The fourth chapter discusses the achievements and shortcomings of the British economic war in the early stage of World War II, reexamines the evaluation criteria of the economic war, reveals the root of its defeat, and affirms its strategic positive significance. In short, although the British economic war against Germany in the early stage of World War II was well prepared, effective, and achieved certain achievements, it has a positive significance that cannot be ignored, but the British government was passively prepared for the war because of the influence of pacifism before the war. In addition to Chamberlain's active appeasement, with Britain's military defeat in the early years of the war, the achievements of the economic war were soon drowned in the wave of battlefield defeat.
