【摘要】： 債務(wù)問題緣起于沙俄政府和克倫斯基政府的借債,開始于蘇俄政府的廢除國債法令,貫穿于20世紀(jì)20、30年代,結(jié)束于二戰(zhàn)期間。它始終伴隨著蘇聯(lián)與英國、法國、美國之間關(guān)系的發(fā)展。本文以時間為序,通過介紹20世紀(jì)20、30年代蘇聯(lián)與英、法、美各國就債務(wù)問題的交涉過程,探討債務(wù)問題最終不了了之的原因。 全文共分為四章: 第一章主要介紹了“債務(wù)問題”的由來。由于蘇俄政府頒布廢除國債法令,實行國有化政策,資本主義各國的利益受到了損失,由此產(chǎn)生了蘇俄與各資本主義國家間的債務(wù)問題。 第二章主要介紹了20年代初期蘇俄與協(xié)約國各國在巴黎和會、熱那亞會議和海牙會議期間就債務(wù)問題的初步交涉。在此期間,蘇俄與協(xié)約國進(jìn)行了廣泛的接觸。但由于各方在交涉過程中各懷鬼胎,初步交涉無果而終。 第三章主要介紹了20年代中后期,蘇聯(lián)與英、法、美三國就債務(wù)問題進(jìn)行的分別交涉。英蘇兩國先建交再談判解決債務(wù)問題,為別國樹立了榜樣。法蘇關(guān)系也有很大發(fā)展,雙方建交后開始了債務(wù)問題的談判。由于種種原因,美蘇關(guān)系未得到改善,雙方的債務(wù)問題無從解決。 第四章主要介紹了30年代至二戰(zhàn)爆發(fā)后,蘇聯(lián)與英、法、美三國就債務(wù)問題的交涉,交代了債務(wù)問題的最終結(jié)果。30年代是一個國際和平環(huán)境逐漸惡化、醞釀著新的世界大戰(zhàn)的年代。美蘇建交后,雙方致力于債務(wù)問題的解決,但隨著國際局勢的變化,債務(wù)問題無果而終。法國跟隨英國推行綏靖政策,最終兩國陷入二戰(zhàn),再也無力解決債務(wù)問題了。蘇聯(lián)是反法西斯戰(zhàn)爭的主要力量,得到英美等國的同情與支持,這也是債務(wù)問題不了了之的原因。
[Abstract]:The debt problem originates from the borrowing of the Russian government and Chlumsky government, and the abolition of the national debt law by the Soviet government, which lasted from the 1920s to the 1930s and ended during the second World War. It has always been accompanied by the development of relations between the Soviet Union and Britain, France, and the United States. In this paper, in the order of time, by introducing the negotiation process of the Soviet Union, Britain, France and the United States on the debt problem in the 1920s and 1930s, this paper discusses the reasons why the debt problem has finally failed to come to an end. The thesis is divided into four chapters: the first chapter mainly introduces the origin of the debt problem. Because the Soviet government issued the law to abolish the national debt and implemented the policy of nationalization, the interests of the capitalist countries suffered losses, which led to the debt problem between the Soviet Union and the capitalist countries. The second chapter mainly introduces the initial negotiations on debt between Russia and the countries in Paris, Genoa and the Hague in the early 1920s. During this period, Russia made extensive contacts with the allies. However, due to the parties in the negotiation process each pregnant ghost, preliminary negotiations failed to end. The third chapter mainly introduces the Soviet Union, Britain, France and the United States in the middle and late 1920s on debt negotiations. Britain and the Soviet Union established diplomatic relations before negotiating a solution to the debt problem, setting an example for other countries. France-Soviet relations have also developed greatly, the two sides began debt negotiations after the establishment of diplomatic relations. For a variety of reasons, relations between the Soviet Union and the United States have not been improved, the debt problem between the two sides can not be resolved. The fourth chapter mainly introduces the negotiations between the Soviet Union and Britain, France and the United States on the debt problem from the 1930s to the outbreak of World War II, and explains the final result of the debt problem. The 1930s was a gradual deterioration of the international peace environment. The age of a new world war was brewing. Since the establishment of diplomatic relations between the United States and the Soviet Union, the two sides have committed themselves to the settlement of the debt problem, but with the change of the international situation, the debt problem has failed to come to an end. France followed Britain in appeasement and ended up in World War II and was no longer in a position to solve the debt problem. The Soviet Union was the main force in the anti-fascist war.
