【摘要】："APEC藍(lán)"是在特殊情況下采用"超常規(guī)"手段減排的結(jié)果,在現(xiàn)有常規(guī)狀態(tài)下是不可重復(fù)和不穩(wěn)定的。但作為一次霧霾治理實(shí)驗(yàn),"APEC空氣質(zhì)量保障行動(dòng)"中"完全可重復(fù)"和"有條件重復(fù)"的實(shí)驗(yàn)條件對(duì)霧霾治理實(shí)踐依然具有較強(qiáng)的指導(dǎo)意義;"不可重復(fù)"的實(shí)驗(yàn)條件及其影響因素一方面有助于驗(yàn)證已有觀點(diǎn),另一方面以"運(yùn)動(dòng)式治理"的方式起到了示范、警示、過渡和累積效應(yīng),并有利于提升應(yīng)對(duì)各種危機(jī)或緊急狀態(tài)的強(qiáng)大信心。在國(guó)家治理現(xiàn)代化視域下,還應(yīng)著力思考如何實(shí)現(xiàn)從"政治動(dòng)員"到"制度創(chuàng)新"、從"行政管控"到"立法管控"、從"運(yùn)動(dòng)式治理"到"常態(tài)化治理"、從"舉國(guó)體制"到"區(qū)域協(xié)同治理"、從"外在壓力"向"內(nèi)生動(dòng)力"的轉(zhuǎn)變。
[Abstract]:"APEC Blue" is the result of using "supernormal" means to reduce emissions under special circumstances, and is non-repeatable and unstable in the current conventional state. However, as a haze treatment experiment, the experimental conditions of "completely repeatable" and "conditional repetition" in "APEC Air quality Assurance Action" still have strong guiding significance for the practice of haze governance. The "non-repeatable" experimental conditions and their influencing factors, on the one hand, help to verify the existing ideas, on the other hand, serve as a model, warning, transition and cumulative effect in the form of "sport governance". It also helps to boost strong confidence in dealing with crises or states of emergency. In the view of modernization of national governance, we should also think about how to realize "political mobilization" to "system innovation", from "administrative control" to "legislative control", from "sports governance" to "regular governance". From "national system" to "regional coordinated governance", from "external pressure" to "endogenous power".
